Five CS level vacancies in three months in Maharashtra
At least five Chief Secretary level vacancies are going to arise in the next three months in Maharashtra because of the retirement of Mssrs Satish Tripathi, Dr J Sankaran, Neela Satyanarayana and Chitkala Zutshi. One officer Dr Gopal Rama Murthy has already retired early this month.

How to make Agriculture Ministry effective ?
The pressure has been mounting to also hold bureaucrats accountable for 26/11 after Sharad Pawar, Agriculture Minister, raised the issue in one of the Cabinet meetings early this month. The Home Minister is learnt to be not averse to bringing in some changes in his Ministry. But he wants to first cut through/reduce the bureaucratic maze in his Ministry. He has asked all the officers above JS level to give suggestions on how the Ministry can be made effective.

Lieutenant General Noble Thamburaj assumed the office of Vice Chief of The army Staff on January 1,2009. Lieutenant General Noble Thamburaj a 1969 batch officer had a distinguished career spanning 38 years. Associated with the Services right from childhood, this second generation officer is an alumnus of King George's Military School Chail, Sainik Schools Amravati Nagar and Jamnagar, and the 34th NDA Course, before he was commissioned into the Bombay Sappers. He is also accredited with higher Technical qualification, M Tech (Bldg Sc) from IIT Delhi and M Phil (Defence Studies) from Indore University. For his distinguished service, the General has been awarded Sena Medal and Chief of the Army Staff Commendation Card twice in his career.In his chequered career spanning 39 years, the General has seen action during Indo-Pak War, Counter Insurgency in North East and Jammu & Kashmir.

Justice Suresh Chandra Sinho appointed Madhya Pradesh High Court Judge
In exercise of the powers conferred by Clause (1) of article 217 of the Constitution of India, the President has appointed Justice Suresh Chandra Sinho, Additional Judge of the Madhya Pradesh High Court, to be a Judge of the Madhya Pradesh High Court with effect from the date he assumes charge of his office.
New IB chief Rajiv Mathur assumes office
Rajiv Mathur, a 1972 batch Indian Police Service officer of Uttar Pradesh cadre, Thursday took over as the chief of India's Intelligence Bureau (IB) from P.C. Haldar, who retired Dec 31. Mathur, who was serving as the special director of the IB, has served the agency for nearly three decades, including 15 years in Washington. Mathur, 59 will carry out function as the intelligence chief for the next two years. His name was cleared by the appointments' committee of cabinet headed by Prime Minister Manmohan Singh in early December.

He called on Himachal Pradesh Governor Mrs. Prabha Rau, on January 1, 2009 at Raj Bhawan, Shimla. His wife Mrs. Reetu Jaswal was also present on the occasion.

NBCC to assist in IDPL's revival
An MoU between NBCC, the largest Construction PSU, under the Ministry of Urban Development and IDPL, a BIFR Company under the Ministry of Chemical & Fertilizer has been signed on January 1, 2009 in New Delhi. Through this MoU, NBCC will assist IDPL in realizing the maximum value out of their land holding to enable them to generate the resources for upgradation of their existing facility and also creation of state of art & modern facilities. Arup Roy Choudhury on behalf of NBCC and Dr.(Ms) Jayashree Gupta, IDPL agreed through this MoU to develop a pilot project, Construction of ITPC related complex in Sector-20, Gurgaon, in which NBCC is expected to bring in resources of Rs.400 crores plus for development of this complex.

Retirement age to increase with increase in life span
Retirement age will increase as life span increases. That will happen and should happen. What many people do not realise is that seen society wise, the working population of any society actually shoulders the burden of the non working population. So, it is imperative to have a fixed percentage of population of any society working. When life spans go up, the fixed percentage being the same, numbers of working people will go up commensurately only if retirement is extended. In the debate over young vs. old, government servants vs. non government servants, we tend to take myopic views.

Retirement age once again
The issue of increasing the retirement age has once again bloomed up. Many have come forward with its positive effects like services of experienced personnel for further 2 years. But what after that? Will the GOI stop functioning? This is absurd. As it is government is giving the pension benefits to its employees. Let the younger generation step forward and take your place. Who knows, one of them might be your own son or daughter. And if you have calibre, experience and the strength to do more work, you must head towards private sector because at this stage, when you are financially secure and all your responsibilities over, can you venture towards a new sector. Prove your worth there.

Centralized examination in railway required
We would like to raise our voice regarding examinations of Group B and C posts filled up in Railway by various zonal railway recruitment board throughout the year. In these days confrontation has been seen during examination on various parts in Assam and Maharashtra. It may be ignored by centralized examination for these posts on the line as Staff Selection Commission and Union Public Service Commission, Delhi, organized the recruitment examination. It may also be recalled that in Mumbai during the railway recruitment board examination, there was a very serious law and order situation created by MNS activists and its so called leader Raj Thakaray and crores of rupees of public property was destroyed by the protesters. Implementation of Centralized examination in railway will also improve our recruitment process. Centralized examination will be enable to solve all this problems and as it is easier for examiner and examinee both. Various responsible posts in central government has been filled up by SSC/UPSC and they have been doing it very fair manner.. It is our earnest request to Prime Minister, Railway Minister and all other concerned authority to direct the railway board for conduction of centralized examinations as SSC and UPSC. It will also reduce the confrontation between one region to another which has been seen in recent time and it also reduce the issue of law and order. It is also convenient for the students who want to appear in this examination and they may be able to appear at nearby examination centre. It should also be reduced the expenditure , physical and mental problems faced by the candidates in traveling long distances and passengers will also be facing a lot of problems during the railway examination and probably they intend to cancel their tickets which ultimately lead loss of revenue of this country and Railway as well. It may also out of mentioned here that a yearly calendar should be issued and Headquarters Delhi (Railway Board) should organized all such examination on one date for similar posts and common merit list prepared based on it so that no one shown his finger on this examination.

A sad experience
I was recently member of a DPC for promotions in a group A organised cadre of Government of India. I wish to share my sad experience of the episode which I would like to forget. The majority of other members were retired senior bureaucrats who have been reemployed for reasons which have been highlighted in this newsletter several times. I do not wish to add anything on that aspect. Among the candidates, there were few who were not found fit for promotion since the entry was just "Good". I specifically went through the self appraisal of those officers. From the self appraisal, I could make out that they appeared to be the best of the lot, having specifically claimed several outstanding achievements. However, even the reporting officer as well as reviewing officer, after having said that they agree with claims made by the officer reported upon, the final grading was "good". This did not have to be communicated to the officer concerned. Other DPC members were least bothered, more interested in sight seeing the place, smug in thought of getting DA paid for visit and commenting that " Clerical staff has already compiled the results, who would like to go against it" etc. The fate of the officers are determined by officers who do not know English, Clerks who are doing their duty to the best of their Ability(?) and people on extension who have neither official nor moral responsibility. No wonder we are a poorly managed soft state which is target of all types of humiliating ranking in the world.

TAIL-PIECE
There once was a king who offered a prize to the artist who would paint the best picture of peace. Many artists tried. The king looked at all the pictures. But there were only two he really liked, and he had to choose between them.
One picture was of a calm lake. The lake was a perfect mirror for peacefully towering mountains all around it. Overhead was a blue sky with fluffy white clouds. All who saw this picture thought that it was a perfect picture of peace. The other picture had mountains, too. But these were rugged and bare. Above was an angry sky, from which rain fell and in which lightning played. Down the side of the mountain tumbled a foaming waterfall. This did not look peaceful at all. But when the king looked closely, he saw behind the waterfall a tiny bush growing in a crack in the
rock. In the bush a mother bird had built her nest. There, in the midst of the rush of angry water, sat the mother bird on the nest-in perfect peace.
Which picture do you think won the prize? The king chose the second picture..
Do you know why?
