The report is based on an article by Ramesh Maghirmalani of 13 July 2008 in www.merinews.com. I have googled the Swiss Banking Association (Annual) Report, 2006, the supposed source. There is NO such information given in the Report (or indeed in any other documents of the Swiss Banking Association available on the web). Unfortunately, the report has been given wide publicity by very senior public figures who should have checked the facts first.

Pitiable condition of LDCs/UDCs
We would like to urge through this esteem website about pitiable condition of LDCs/UDCs in Central Secretariat. On the front of promotion and pay they are cheated by senior officers of Secretariat. It is very unfortunate to see that 1987 batch of UDCs in Central Secretariat could not get their due promotion as Assistants. while in other service after 4-5 years they get promotion. All facts known by DOP&T about the work profile and promotional chances. It is very serious injustice with UDCs of Central Secretariat. It may be removed urgently and promotional channel should be smooth so that they will do their work with pleasure.

CA firms have no accounting issues
It is surprising to note that the so called reputed CA firms conducting audit of over a lakh of private sector companies have no accounting issues to report to their institute while C&AG who may be conducting audit of a mere 1000 or odd Public Sector Companies contributes majority of references to the institute's Expert body. In my own experience I have seen that despite the fact that the accounting systems in CPSE's are better than Private Companies still both statutory auditors and C&AG issue a lot of qualifications on their accounts. On the contrary in the private sector accounts qualification by the statutory auditors are rare to be seen, which is a big statement of quality of audit being carried out by the CA firms. If we in this country want to avoid more accounting scams like Satyam and GTB then we must create an effective regulatory mechanism to oversee the functioning of private sector auditors particularly for the listed companies, to save the poor investors from being cheated of their hard earned wealth. Since ICAI have failed to provide effective regulation. Therefore the task must be entrusted to C&AG who is well equipped to handle the task. This step may go a long way in restoring the faith of the investors in the financial statements being filed by these companies.

I got a mail which showed how greed can play havoc with humanity. The extract i am giving as under. In my opinion they might be legal but utterly immoral. There must be some law to punish such people.

No pampering
There is no pampering. First of how many officers are reaching to the level of Director or above. It may be less than .01% of total government strength.
For ages, these officers have contributed relentlessly for all around development of country not just one organisation or state.
Still the pay scale and allowance is fraction of their contribution for all round development of country.
The comments is unwarranted and not based on facts. Let us discuss and comment holistically.

DOPT has rechristened itself
By setting up an Anomaly Committee for looking into the anomalies of non-gazetted staff, DOPT has rechristened itself as Department of Animal Husbandry because no Anomaly Committee is set up when it any benefit is to be given to gazetted staff and senior officers. These officers above the level of US are freely given Rs.400/- for tea, biscuits etc., newspapers reimbursement, telephone reimbursement. All these are given whether it is genuine or not. But the 30 year old conveyance of Rs.150/- for the lower level staff is the same. Shame.
Not only that the earlier two ACPs was a very little respite for non-gazetted staff. The new ACP which is illogic has totally snatched away that earlier two ACPs. Great DOPT

C&AG and PSU Audit
The write up has conveniently forgotten the Telgi stamp paper scam which rocked the states of Karnataka , Maharastra etc worth more than Rs 10,000/ cr. Telgi was siphoning off crore of rupees from registration department for a number of years went undetected by Audit by C& AG. Think of it , the GOI itself spends Three lakh crore of rupees every year . Whether this money can be tracked to Assets . What about States expenditure. The citizens are expected to pay for roads , airports usage. No one claim honesty in true and complete accounting as long as accounting is made as an independent system eliminating window dressing and fudging.
