There is also buzz that Cabinet Secretary K M Chandrasekhar is moving to the Election Commission in April. He is 1970 batch IAS officer and would also not mind to work with his one year senior Naveen Chawla. The only question is -will the Ten Janpath support his candidature.

Now the name of Dr Usurupati Venkateswarlu has started doing the round for the post of Joint Secretary Defence. He is 1986 batch IAS officer of Manipur-Tripura cadre.

DoPT insensitive towards officers serving in high risk area
It is two years since the tripartite agreement between India, Afghanistan and the UNDP was signed in January 2007 for the capacity building of Afghan Officials. Despite knocking all the doors, the Government of India officers ,deputed to CAP could not get terms and conditions of their deputation issued. The officers have not been paid their salary for last one year. This shows the sensitivity of MEA and DoPT towards it's officers serving in high risk area.

Why faulty interpretation? Wither ACP scheme? Wither CCL?
GOI had introduced ACP scheme for its employees in late nineties. Under this scheme, After 12 years of continuous service in the same grade, next higher grade was given to the eligible employees. But after 6th CPC, this 12 year period was reduced to 10 years. But its new implementation is a blow from the blue to the officials. Employees should have been given next grade which they would have got on promotion. But now they are giving next available grade in GOI. ACP was supposed to be given in place of promotion so that suffering of officials are mitigated to some extent. Officials are doomed to feel cheated on this account. Further, it is still to be implemented in GoI offices. Why delay? Promotion policy should be more streamlined. Officials should not be allowed to languish in same grade for more than 10 years. Further, the idea behind the concept of ACP was noble but its implementation is mischievous. Employees should be given next grade in their hierarchy and not the next available grade which is a great injustice to them. It is like sprinkling salt on their wounds. Similar is the case of child care leave. Officials are supposed to utilise their earned leave first, only then they can avail CCL. Tomorrow they will say that first you utilise your earned leave only then you will be given maternity/paternity leave. Kudos to officialdom in India.

Children education allowance
The Children Education allowance (Rs.1000/- per child), as recommended by 6th CPC and further accepted by the Government is an important step towards increasing the education level in the country. The Pay Commission with its Member Secretary as a women and some more senior women advisors/ members in Secretariat of the Pay Commission could have had thought of giving some additional advantages and special considerations for the education of a Single Girl Child (in comparison to uniform 2 child recommendations) and promoting the very relevant cause of building into the psyche of at least in Government Personnel the importance of a girl child. The education for single girl child should be free in Govt. as well as in Public Schools. The Government may still take appropriate action in this regard.

Pitiable condition of LDCs/UDCs in Central Secretariat
At present most of the work at ground level is being done by the UDCs in Central Secretariat. So far promotion and pay structure is concerned, they have been cheated unremittingly. I urge all concerned authorities to look into the matter sympathetically. Their pay structure should be changed and all eligible LDCs/UDCs should be promoted to the next higher post.

I saw how they take care of each other, heard how they fill in whenever the system fails and discovered that the trials they faced always were matched by the hope they shared that better days are still ahead.
The simple 35-word oath my husband will take and the peaceful transfer of power it completes makes it easy to forget that the great fortune of our citizenship isn't free at all. It's a responsibility inherited only because generations of Americans have fought and bled and died for it.
So as I watch Barack take that oath, I'll be thinking especially about those members of our American family who stand guard across the world and the loved ones who await their safe return. Because even as we mark this moment in American history, there still will be empty seats at the dinner table; there still will be spouses struggling to juggle roles and responsibilities; there still will be children who mark the passing of a birthday without Mommy and toddlers who know their father only by a grainy video stream from a far-flung corner of the globe.
My husband and I are deeply grateful for the sacrifices that these families make to protect all American families. And we join them today and every day in praying for their loved ones and their safety. They don't ask a lot in return, just a Washington that understands the challenges they face as part of their extraordinary commitment to our country.
My husband understands that commitment, and he will ensure America lives up to its end. CA-White color profession with black tinge
Any profession which most unregulated and still takes undue pride in being duly regulated and properly organized is that of CA. Today's news is the the two auditors who had been auditing Satyam on behalf of PwC were not even members of PwC. Can you think of it. Can you think an advocated practicing in a court not a member of any bar. They had been charging hefty fees on the strength of PwC, their fees has increase more than reasonable amount year after year which is also a question of inquiry, and this all without being a member of PwC.
What has the ICAI doing in all these song and dance show of nexus between businessmen and auditors. Year after year these CAs keep giving certificate of authenticity and charging fees, just to fool the gullible investors and public at large that every is fine in the books. IACI at the spearhead of all this drama, giving authenticity to these auditors.
What the government. has been doing these years. Nothing. Is it because these are the professionals who help the 'netas' and businessmen in changing the colour of their money from black to white.

Deemed Army Rule in India
Decision by highest executive of country is also not acceptable to Armed Forces .Here is excerpts from "Indian Military Benefits Blog" run by Maj Navdeep by a retired Army officer
"Some members have asked progress about Lt Cols being put in PB 4. The government orders have been received in writing, including a suggestion that Lt Cols not be sent on deputation hereafter. The Army HQ have on 14 Jan 2009 reverted to government and raised, inter alia, following observations:
Non-deputation of Lt Cols is unacceptable.
The Grade pay of LT Cols is raised from 8,000 to 8700 to maintain their status.
The non-combat posts need clarification as every officer is ever ready for combat.
The issue is likely to take time and there may not be a gift on 26 Jan 2009 as Col Janakiraman Reddy and others are hoping.

Judiciary v/s the RTI Act
The browsers would recall my two queries recently posted on this website regarding the applicability of RTI Act to Judiciary. There has been no response. In the mean, according to newspapers' report, the High Court of Delhi on a petition filed by a citizen of India, has stayed the operation of CIC's ruling regarding disclosure of assets by the Supreme Court judges. This was on the expected lines. While issuing the notice to the CIC, the matter is now listed for hearing in the High Court on 11-2-09.According to media report, the Chief Justice of India is of the view that his Lordship being a Constitutional functionary, does not come under the purview of the RTI Act. Retired Justice J S Varma, former CJI, however, does not subscribe to this view in the context of a resolution unanimously passed by all the judges of the Apex Court during his tenure .This fair and just stand, in my view, will be supported by all legal luminaries as the Judiciary like any other human institution ,is NOT infallible ! I, as a citizen of India, stand right behind Justice J S Varma, the former CJI, who has also been the Chairman of the National Human Rights Commission, in his relentless fight for justice and for upholding the Indian citizens' fundamental rights and the human rights enshrined in the Constitution of India. Is a Constitutional functionary higher than the Common Man -the Citizen of India? Are we all not equal in the eye of Law? Are judges above the Law of the land? The CIC is surely not intending to impinge on the function of judicial decision making performed by the Judiciary. The CIC,s ruling is confined to bringing all other activities relating to Administration and the persons included therein under the purview of the RTI Act-excluding, of course, the judicial decision-making. It is understood that even the Parliamentary Standing Committee attached to DOP&T, Law and Justice have supported the viewpoint that the RTI Act is applicable to all activities of the Judiciary excluding the judicial decision-making .The Judiciary by accepting the CIC's ruling, will send a strong signal to the Indian citizenry that it is at par with the common man and that Law of the land is supreme.

Three would be better
No comment on the possibility of there being two Advisors ( one from IAS and the other from IPS) to the Governor of Jharkhand. IAS and IPS Bureaucracy have, somehow or other , made any government dependent on them. One will tie a red tape around the neck ; the other will ensure that he does not wriggle free of the noose. There should be a third Advisor also who will look after development in the state. This third Advisor should be drawn from Engineering or Agriculture pool. Development will be more visible from election point of view as well. And of course people of Jharkhand will also be benefited. UPA at the centre and Governor at the state should better think on this line.

Retirement Age of Govt. Employees
Election process has started as reported in the news papers. The meeting of all state officers related to election has been called on 3.2.2009. Can Govt. announce the increase in retirement age without attracting the violation of model code of conduct or Govt. has time to announce it. There is no occasion except Republic Day to announce the increase in retirement age in case Govt. desires. This suspense should be over once for all.
