Hapless civil servants still left high and dry
The age of scientists is being extended to 64, professors to 70, tribunal members to 70, political leaders age, well!. The hapless civil servants are the only ones still left eating humble pie and begging for work after they retire at 60. Will the Congress give them a bonanza on 15th Feb as is being rumoured. All Secretaries are waiting with a bated breath.

Army pressure still working .There is no difference as compared to other organisations .Army got away with their failure in Kargil and now in Mendhar .They are very good at PR .Navy got away with their failure in Mumbai attacks .Attack took place barely 100 ms from naval dockyard where all the vessels are stationed .Coast Guard is also headed by a Naval Officer .Had these forces (Army ,Navy,Air Force ) been different ,their Ration quality would not have been so pathetic .Ration procurement is wholly under control of uniformed people .
After 1971 war there has not been any war .Nor there is going to be one .So such a large organisation without work ,if rightfully utilised in aid to civil administration ,is projected as if they are the only saviours .Where else will you find (in any government department ) such a large manpower and equipments spare other than Forces .Any other organisation given so much spare manpower and equipment will produce much better results at one third of cost .10 terrorists in Mendhar could not be nabbed with 800 strong force with options available to deploy even more .
Equal pay for equal work in deptts like DGQA ,MES ,DRDO ,BRO mixed organisations is essential to halt further loss to the Government as also moral of civilian workforce .In MES a Naik ,Hav ,Nb Sub ,SUB ,Sub MAJ all are posted as Junior Engineers and then Corp of Engineers talk of status .No respect for government orders ,pay commission etc which clearly state that deputation to other department to be on Grade Pay but who bothers .Might is Right even in Democracy .
MSP ,3 month leave and other military perks should be given only in Field and Modified Field areas which are very well defined and have difficult working conditions

Non- communication of ACR grading is arbitrary & unconstitutional
As per Para 19 of Supreme Court's order dated 12.5.2008 in Civil Appeal No. 7631 0f 2002, every entry in the A.C.R. of a public servant must be communicated to him within a reasonable period, whether it is a poor, fair, average, good or very good entry. This is because non-communication of such an entry may adversely affect the employee in two ways : (1) Had the entry been communicated to him he would know about the assessment of his work and conduct by his superiors, which would enable him to improve his work in future (2) He would have an opportunity of making a representation against the entry if he feels it is unjustified, and pray for its upgradation. Hence non-communication of an entry is arbitrary, and it has been held by the Constitution Bench decision of this Court in Maneka Gandhi vs. Union of India (supra) that arbitrariness violates Article 14 of the Constitution. The DOPT must issue guidelines to all the Ministries and Departments at the earliest in the public interest.

People still have faith in judiciary
In India judiciary is the only agency on which people have some faith. It is agreed that there are cases of corruption against some senior judges but still it is the only agency that takes prompt action to weed out corruption from its system. This is possible only because of its independent nature and the judges have proved their integrity and impartiality on many occasions. It is beyond doubt that bureaucracy works only to serve their own interest and can go to any extent to fulfill their own interest. It is very much clear from the fact that Bodies like CEC, CVC, CIC have been made extremely powerful with all perks and facilities. These bodies even have the right to punish & penalise. This is only because they are being headed by Ex bureaucrats. On the other place bodies like NHRC, Appellate tribunals, inquiry commissions etc. which are being headed by Ex Judges have been made just recommending authority. They have minimum perks and facilities and have to beg before the Government to get some infrastructure for getting their work done.
The move to bring judges under the purview of RTI is another attempt to tame the Judiciary which must be opposed.

Every country has a religion, but India ?
Barrak Obama visited church before taking oath. Australian PM challenged openly to Muslims clerics that Australia is a Christian state. Its religion is Christianity. People of other religion have freedom to observe their religion but if anybody has problem with accepting the fact that Australia's official religion is Christianity, he may better leave Australia. Similarly, most of the countries have declared their faith in the constitution of respective country. It is natural also. Religion is necessary for a man's existence.
Not only, India does not have any religion, but leaders here are ashamed of accepting that they belong to a particular community/religion. It is more so with the majority community. Looking to the history of the country, which belongs to more than one religion, it is understandable that India may possibly not have a single religion which may be declared as official religion the way other countries have done. But why should one be ashamed of calling himself Hindu just because of the fear that he will loose few votes. Its time leaders should thing about it.

It is very unfortunate
It is very unfortunate that some officers of government get so much cover of nepotism that they never retire from the government. Even in the Planning Commission none gets retired. Even if government retires them by rule, these people find backdoor entry as consultants etc. and retain same post, position which makes country slave of vested interested people. Having attained highest position, KMC should refuse any other posting and set an example for other to follows rather than creating precedence for others to seek other job.

Plight of contract workers and drivers
I am working on contract but effectively working as a peon in North block. My salary is Rs.4000 per month as against my equivalent in Government job whose salary is more than Rs.15000 per month plus house, medical, leave, pension etc. To add injury to insult, we work 12 hours a day while Sarkari Peon works 6 hours a day. The plight of my brother who is contract driver driving a contract car with a Government officer is the same. We feel we are not the citizen of this free India. We feel India still needs to be liberated. Is the PM listening?.

Much has been said and discussed about the unfairness of the implementation of the recommendation of the 6th Pay commission specially relating to CCL and ACP. So far nothing concrete has come out. Mere discussions on this panel will not solve the purpose. Something concrete has to be done. It is like "we write and we see", the concerned persons are either not seeing the comments or seems to be paying no heed to it. Rumours are also heard that CCL may completely be abolished. So ultimately we get nothing after such hue and cry over CCL. Kudos to the government policies, decisions and further DOPT for implementing or not implementing those decisions.

CA firms have a firm grip over ICAI
Other day I had an interaction with one very senior and reputed CA and I raised the question of regulation of the CA profession. To his credit the fellow was absolutely honest in his reply and according to him the big CA firms have a firm grip over ICAI and any there is a big vested interest group which opposes any kind of regulation for the profession. According to him all discussions on the issue of independent appointment of CA firms, regulation of their fees and monitoring of quality of the work done by the CA's are nipped at the bud as this neither serves the interest of the CA community nor of their clients. All that was done in terms of regulation of profession was to create a week mechanism of Peer Review which basically acts on the premise of 'you scratch my back and I yours'.In fact the strong lobbying was done to remove the regulations as prevailing in the public sector companies and banks with demands of removing supplementary audit of CAG and removal of controls by RBI in the appointments of CA's in the banks. Readers would be shocked to note that consequent to this strong lobbying by powerful CA lobby they have succeded to a certain extent in diluting the role of both CAG and RBI in their assigments in the public sector.
Satyam scam exposes us to the reality that if CA firms connive actively with the company management then their is an immense threat to the investor's wealth and to the investment environment in the country. Therefore it is the time when those in the decision making positions in the government shed their lethargy and take strong decisions to regulate this profession otherwise if more such scams surface in future then we will be putting our entire economy to the risk due to greed of some in the community. If a nation can clamour so much for a 'not proven' bribe of Bofors case which was not even peanut in front of the magnitude of this scam then surely much stronger action is required in this case(which is not currently visible).

Pitiable condition of LDC/UDC/Grade D steno in central secretariat
Pitiable condition of LDC/UDC/Grade D steno in central secretariat is because their voice is not reachable to concerned authority and all the benefit has been taken by Assistant/PA as they get good promotional chances and pay packages. UDC/Steno D both works similar to Assistant/PA respectively but there is no recognition of our works in Central Secretariat. We must unite and keep our genuine demands before secretary Dop&T. we are facing same problems in secretariat. we both (UDC/stenoD) has been not given our due in secretariat. while in other services such as Tax Assistant(Earlier it was LDCs) in CBEC/CBDT and Jr. Accountant/Auditor in CAG are getting promotion after 3-4 years in as Sr. Tax Assistant and Sr. Accountant/Auditor. In secretariat this type of provision must be introduced and eligible(Graduate) employees and they get promotion immediately to upper post.
