Aaj
Ki Aawaz Sonia must be in a quandary on who she'll appoint
as the caretaker PM!!! Mohna is scheduled for a bypass and she's on the lookout
for a PM GM!!! Had Shivraj been in the Cabinet Sonia would have chosen him!!!
But now with Shivraj's unceremonious exit Sonia cannot exercise this whim!
This GM or General Manager must be loyal and unambitious!!! Pranab's
name is doing the rounds but he's shown in the past he's disloyal and ambitious!
PMO's too searching for a surgeon who can do a bypass with Mohna in full
hosh! Because Mohna would have to hand over charge if during surgery he's
behosh!! After surgery then Mohna will be the titular head and Sonia will
run the show!! 'She's been doing this in a way' say people who are in the
know!! If Congress returns to power Mohna will be PM and Rahul will be the
Deputy PM!!! In actuality Deputy would run the show and Mohna would be his
GM!!! And then midway Mohna would 'retire hurt' or 'retire sick'!!!!
To succeed him Congress Deputy PM ko karre gi pick!! But and a big but because
to get to power Congress will depend on Allies!!! And seems in the extent
of dependence any PM and DPM permutation lies!!! Also please do keep in mind
Mulayam and Pawar have PM dreams!!!! And they will drive a hard bargain
so it seems!!! They've already shaken hands under the table!!! And Pawar
ko PM in waiting kiya label!!! As election nears Third Front will look more
and more possible!!! Sometime back Third Front's chances looked impossible!!!!
Pawar has also left the door open with Shiv Sena!! And could ally with
Sena with some lena and dena!!! And then this Alliance would be part of NDA!!!!
For power Pawar can do anything they say!! One thing is for sure in
this election political parties stand on shifting sands!!! Don't know in
the end with which Party which Party lands!!! If I were a overseas Stock
Analyst on India I'd have sounded the alarm bell!!! Which way the Camel is
going to sit no one can tell!! If Third Front comes to power and Commies
are an ally!!! Out of India money will fly!! If Congress has to depend
on Commies again!!! Then on the economic front there's going to be a lot
of pain!! Though Commies have vowed not to support Congress again!!!
All vows will be broken for power gain!!! Confucius says
.. So for India
it's important that Commies loose seats!!!! Defeat Commies if for India your
heart beats!!!! Flash.... Pranab Da will officiate as PM!!! And he'll behave
himself hoping that Sonia will next time appoint him as PM GM!!!! Take it from
Confucius Pranab Da will sooner or later show the real Pranab Da! And Rahul
will cry out ' What did you do Ma'!!!!

Non- Communication of ACR Grading is Arbitrary & Unconstitutional
As per Para 19 of Hon'ble Supreme Court's order dated 12.5.2008 in Civil Appeal
No. 7631 0f 2002, every entry in the A.C.R. of a public servant must be communicated
to him within a reasonable period, whether it is a poor, fair, average, good or
very good entry. This is because non-communication of such an entry may adversely
affect the employee in two ways : (1), Had the entry been communicated to him
he would know about the assessment of his work and conduct by his superiors, which
would enable him to improve his work in future (2), He would have an opportunity
of making a representation against the entry if he feels it is unjustified, and
pray for its upgradation. Hence non-communication of an entry is arbitrary, and
it has been held by the Constitution Bench decision of this Court in Maneka Gandhi
vs. Union of India (supra), that arbitrariness violates Article 14 of the Constitution.
The DOPT must issue guidelines to all the Ministries and Departments at the earliest
in the public interest. Meenakshi Roy Satyam fraud exposure was
due to India's subprime crisis Had subprime crisis not happened in the
US, there would not have been world wide cash crunch and fall of shares and real
estate price. This fall happened in India also and it caught Ramalingam Raju unaware.
His plan was that he will buy real estate in various names by using Satyam funds
and make huge profit by developing and/or selling real estate. Perhaps he would
have replaced the cash taken away from Satyam. The plan was brilliant so long
as the realty prices were rising. In fact all builders, and even many common men,
did this by borrowing from banks and other sources to invest in realty and stocks.
But soon the prime property became subprime and once the stock and realty market
crashed, Raju did not know what to do. There was no way he could replace the cash
to Satyam. On top of it came the Upaid case which required him to appear in US
court. Had he appeared their, he would have been arrested and face 100 years in
jail. So he surrendered with Indian authorities. Rest is the recent history known
to all. So, it was an Indian casualty of subprime crisis Shantanu Ghosh Wake
up CSCS, CSSS and CSS We the Central Secretariat Officials, whether LDC,
UDC, Stenographer, Assistant, PA or SO/PS etc. are habitual of getting themselves
exploited and have guts to write in this prestigious website only. Even Human
Rights Commission never lends its ear to the problems of human rights violation
of these officials, despite taking cognizance of this issue in this prestigious
site. I request all the LDC/UDC/Stenographers/Assistants/PA/SO/PS etc. to mobilize
themselves and unite to fight against their exploitation. This exploitation definitely
reflects in yours family life. Be united and write to the Human Rights Commission
and in case it does not work, be ready for filing Litigation in the Supreme court.
Since the CSCS, CSSS and CSS have not united themselves for the common causes,
therefore, the IAS, and politicians are exploiting you. All policies are
framed and made by the Senior Bureaucrats neither for the country nor for you.
They with the approval of Prime Minister's Office make for themsleves/politicians
and their children to protect their future. It is high time to get merged
the three cadres into one and choose your leader amongst yourself from the recognized
associations and make a Federation only for Central Secretariat and take the full
charge of the whole Central Secretariat of the GOI into your hands.
