Seventeen Central Reserve Police Force (CRPF) personnel, have been awarded the

16 CBI officials get award 16 people
from the officers and other ranks of the Central Bureau of Investigation (CBI)
have been named for the President's Police Medal for Distinguished Service and
Police Medal for Meritorious Service. They are :-Mssrs Rajni Kant Mishra, IPS,
Joint Director of Economic Offences Wing, H. C. Awasthy, IPS, Joint Director of
Anti-Corruption Wing of the CBI in Delhi, Raju Rangarajan, SP of the Special Unit
in Chennai and R. K. Choubey, SP of the CBI Academy in Ghaziabad have been awarded
the President's Police Medal for Distinguished Service. Police Medal for
Meritorious Service has been given to 12 personnel including Praveer Ranjan, Sonali
Mishra and Rajiv Singh, all IPS officers posted as DIGs in the agency. The
others are: Ramnath Azad, Assistant Director; Ravinder Singh, Additional SP, both
posted in Delhi; Ashok Babu, Deputy SP; M. Shajahan, Inspector; Uday Keshave More,
Inspector; Mohan Singh Rawat and Vijay Pal Singh, both Sub-Inspectors; K. Sasidharan

DATE WITH RTI Penalty for delay in providing information
There was a delay in providing information beyond the mandatory period. The
CIC noted that under Section 20, penalty is imposable for delays caused without
any "reasonable cause". The PIO and Appellate Authority were engaged
in important work such as budget preparation, financial year closing, preparation
for high level meetings, elections etc. and were pressed for time. Consultation
with the legal department also became necessary. All care has been taken to
provide clear and accurate information. The CIC held that the delay caused
was not without reasonable cause and penal provisions were not invoked.
Comments Penal provisions are not to be invoked indiscriminately. The
case law sheds light on what can be termed as reasonable cause for delay in

Making false statements Those who say that there has been no war since
1971 were, perhaps, sleeping during Kargil, the Smodurang Chu incident with China
in 1987 and the long running IPKF war in Sri Lanka. According to such people,
the armed forces are 'sitting idle'. Perhaps they are unaware that they are utilised
in the creation of national security, and without them, we would all be speaking
Chinese. Unpleasant attitude of auxiliary cadres of DGQA, AFHQCS, and MES
is well known. They want to be made equal to lieutenants and majors and colonels,
when they belong to group B services. To say that Sub. Majors should not
be posted as Jr. Engineers is nonsense. A subedar major is a group B officer,
equal in rank according to all pay commissions to a Deputy Superintendent of Police
or a SDM in group B. How can MES Jr. Engineers claim equality with those who are
senior in service and cadre also? Aditya Puar Issue of discrimination
rightly raised Manoj working as peon on contract basis in North Block
at a monthly salary of Rs 4000 only when his counterparts having regular jobs
in the government with many perks get a salary of Rs 15000 has through your website
(23rd Jan) rightly raised the issue of discriminatory treatment being meted out
to him as also his driver brother. What can be more ironical than the fact that
while those getting highest salaries never retire while others seeking job at
the lowest level never manage to get one and have to satisfy with a contract job
on meager wages. When we have highly selfish people who are concerned with their
own welfare and occupying senior positions in bureaucracy (and some of them being
corrupt also), what hope people like Manoj ,his brother and millions like them
can have? However I must congratulate you for carrying the views of Manoj working
