By the wonder of imagination I'm letting you in on the meeting between Bush and Obama at the Oval Office prior to the swearing in.
Bush: Howdy Pardner?
Obama: A good morning to you Mr. President.
Bush: So in a few hours you are going to be Mr. President!
Obama: Yes …… yippee (under his breath)!!!
Bush: What was that??
Obama: Nothing …….
Bush: Tell me one thing what will be your first official act after you become President?
Obama: I'm going to shut Gitmo Bay .
Bush: Why???
Obama: I feel it's not required.
Bush: It's required….. do you know we shipped out all the sadists in the Army to run Gitmo Bay ? Imagine you'll be getting then back!!!
Obama: So be it… Gitmo Bay is against what I've stood for and what USA stands for!
Bush: It's your baby … do what you want….. but don't say that I did not warn you!!!
Obama: Will not….. I've wanted to ask you two questions….. first what's the story behind WMDs???
Bush: For me WMD stands for World's Most Dangerous.

SAIL posts Q3 net profit at Rs. 843 crore
Steel Authority of India Limited (SAIL)of which Chairman is S.K.Roongta has continued to post profit during the third quarter of the current financial year in spite of much higher cost of inputs and lower sales volumes due to depressed market conditions. However, as against growth in profit achieved during the first two quarters of current FY, SAIL's Q3 net profit at Rs. 843 crore showed a 56 % decline than the corresponding quarter last year (YoY).The unaudited financial results for Q3 of FY '09, taken on record by the company's Board of Directors here today, revealed that the steel major has achieved Q3 profit before tax (PBT) at Rs. 1,257 crore, lower by 57% than CPLY, although, SAIL's Q3 turnover at Rs. 9,946 crore was lower by 7.5% (YoY). With this, the first nine months of FY '09 recorded highest turnover at Rs. 35,674 crore - growth of 18.8% over CPLY. The company also achieved PAT of Rs. 4,688 crore in this period, 9.1% lower than CPLY.The Board of Directors have approved payment of an interim dividend at the rate of 13 % (Rs. 1.3 per share) amounting to Rs. 537 crore, of which Government of India' share would work out at Rs. 461 crore. In addition, dividend tax of about Rs. 90 crores would also be paid to the Government.

It is against students
May I request you to kindly enlighten through your website to Secretary (HRD), Secretary (Expenditure), Secretary (DOP&T) and Principal Secretary to the Prime Minister that the Office Memorandum dated 2.9.08 and its clarification dated 11.11.08 issued by the Department of P&T regarding Recommendation of the 6 CPC on implementation of decisions relating to the grant of children education assistance and reimbursement of tuition fee is against the students of Kendriya Vidyalaya and Government schools. It may be seen in the aforesaid O.M. and its further clarification that the decision
on the implementation for the reimbursement of Rs.1000 per child has been taken in view of the children of I.A.S., I.P.S. M.Ps, who are studying in public schools, where very huge donations and fees are paid by their parents. That fees is practically paid by virtue of black money and the DOP&T have ignorned the honest government servants whose children are studying in Kendriya Vidyalaya where tuition fee is taken in the form of Vidyalaya Nidhi and the text books/notebooks, uniforms( both winter and summer) are purchased by the parents themselves. If the reimbursement provisions in the Report of 6 CPC and the aforesaid OM specifically mention about reimbursement for purchase of one set of text books and notebooks, two sets of uniforms and one set of school shoes which can be claimed for a child, in a year.", why the government departments are not reimbursing the allied fee like computer fee, sports fee, CCA fee and money spent per annum on per child for purchase of uniforms/books/notebooks to the government servants who are applying for reimbursement as per provisions of the said O.M.
There are so many government servants whose children are studying in K.Vs. It is also brought to knowledge of these so called Secretaries to the Government of India that before issuing any O.M. they must apply their common sense that the personnel whose children are studying in KVs and other government schools have also to pay white money to KVs in the above forms. However, there are cases in various departments where fake fees receipts are furnished by the employees for reimbursement of money in connivance with Public Schools Administration.
In the present scenario of Educational Culture in India, the government servants especially MPs, IAS, IPS, IFS, Indian Forest Service, and other Central Services Group A & B Officials avoid to send their children in Government Schools like Kendriya Vidyalaya because they believe in status symbol by admitting their children in public schools by spending black money in the form of donations and fees and allied expenditure for their children and misusing government vehicles for their children.
To protect the very fundamental right of the K.V. children and their parents, the issue may be brought to the notice of the Minister HRD, Secretary HRD, Secretary DOP&T involving the Prime Minister, who is the Cabinet Minister for DoP&T and admissible reimbursement may be paid to the government servants for purchase of one set of text books and notebooks, two sets of uniforms and one set of school shoes. Moreover, the Prime Minister should take a policy decision that
A government servant who get admitted one's child in government school shall be paid special pay per child restricted to two children to make successful the Sarva Shiksha Abhiyaan and full reimbursement of fees and allied expenditure on a per child shall be paid to the government servant.

ACRs should not be a means for victimisation
Non communication of ACR is an anomaly but the even greater evil is the use of the ACR by some seniors a means to victimise their juniors. The ACR should be an objective assessment of an officer's performance during the year; however, there are some people who write ACRs of their subordinates in a very vindictive manner. Many times it is because these so called officers feel that their juniors have not 'towed' their line. The performance of the juniors is irrelevant; the prime motive in spoiling the ACR is one of victimising the junior. It should be understood that in a governmental hierarchy it is a chain and the performance of a senior depends on the work of his subordinates. Hence, if he has given a very bad ACR to his juniors then he cannot be justified in getting a good ACR himself as that would imply that his performance was not good either. After all he surely could not have done all the work all by himself. Hence, while writing ACRs one should be objective and fair in his assessment and not be sadistic and vindictive as this defeats the entire purpose of writing ACRs. One should remember that what you do unto others will also come back to you in equal measure.

Retirement age should not be further increased
The retirement age of government servants should not be increased further. Wherever required , the suitable retired officers may be reemployed on contract basis. But increasing the retirement age itself , as is being heard , to 62 will only worsen the things , rather than doing any good.

Why relief to donors to PM relief fund ?
Under what authority relief in Income Tax is given to the donors to the Prime Minister's Relief Fund if it is has no entity. In this case donors has no claim for income tax. How this fund claims IT Relief for its donors?

Is the simmering resentment, regarding attempted lowering of their status, in the Armed Forces a result of corruption in the IAS or Political Class or both. Or is the resentment only because the Armed Forces of India are greedy as some IAS portray them to be.

CPF, gratuity and pension
It may be recalled that 20 years ago 4th pay commission for government employees had recommended removal of ceiling from pensions. This recommendation was accepted, bringing relief to all central government employees and subsequently to all state government employees, including retired employees and their families. However ceiling on gratuity stayed and remained equal for government and CPSE employees. Justice Rao committee has now recommended removal of ceiling from gratuity for CPSE employees
CPSE employees do not get pension. Currently we in government, as middle level and senior level officers, in scale PB-4 and above get, on retirement, pension @ Rs.38000+ 16% D.A. i.e. Rs.44000 per month i.e. Rs. 5,28,000 per annum. Taking average life of 20 years for officer or his dependent, after retirement, pension works out to be Rs. 1,05,60,000 i.e. Rs. 1 crore plus. One time CPF given to CPSE employees is negligible in comparison, and is very inadequate to pull on for lifetime for him and his dependents. Justice Rao committee has made this recommendation to mitigate the plight of retiring CPSE employees as they do not get pension. It should be accepted.

Secretary gets Rs. 2 Crore plus in addition to his salary and other benefits
Currently retiring Secretaries get pension @ Rs. 40,000 + 16% D.A. per month i.e. Rs 46,400 per month i.e. Rs. 5,56,800 per year. Taking average life of 20 years for him or his dependent after retirement, pension works out to be Rs 1,11,36,000. That is if pension remains constant.
But pension keeps on increasing with D.A. and pay revisions. It will increase at least 3 times in 20 years. (in last 20 years, it increased by 7 times from Rs. 4,600 to Rs. 34,500 for Secretaries who retired in 1988). Taking a conservative average of two times increase during 20 years, the Secretaries retiring currently, shall get a pension of Rs. 2,22,72,000 i.e. Rs. 2 Crore plus.
All the other officers in PB-4 also have their end of scale together with grade pay, close to that of Secretary's pay, and therefore they too, are entitled to similar benefit on retirement.
CPSE employees do not get any pension. To give them a some relief, Justice Rao Committee has recommended removal of ceiling from their gratuity. Therefore government should honour Justice Rao committee recommendation in this regard. CPSE officers are at a huge huge disadvantage. They deserve some mercy please.

Probe is need of the hour
It is high time a probe is initiated into the functioning of non-governmental licensing bodies and most particularly the Institute of Chartered Accountants of India (ICAI)The PwC role in the sordid Satyam episode is certainly not the first one to strike this profession. Many members of this body have been arrested by law enforcement authorities for illegal activities. The ICAI is thus no better than the Medical Council of India in that both have sided with their members, oblivious of the crying need to discipline errant members and restore public confidence in the system. If ICAI cannot regulate, we should perhaps have a government owned and run licensing and disciplining body with judicial powers. Equally, how is it that the Income Tax authorities too did not raise any doubts about Satyam or for that matter the Company Law Board and SEBI?
