Outgoing Mizoram Chief Secretary Hauzel Haukhum is all set to succeed Veena Sreeram Rao as Secretary DONER in the Government of India on February 1.He is 1974 batch IAS officer of UT cadre. 1972 batch Karnataka cadre IAS officer Ms Rao is superannuating on January 31.

Dr. Alok Shukla appointed Joint Secretary ,ECI
Dr. Alok Shukla will be Joint Secretary in the Election Commission of India (ECI). Dr. Shukla who is an IAS officer of the 1986 belongs to the Chhattisgarh cadre. At present he is Chief Electoral Officer (CEO), Chhattisgarh. He would replace R Bhattacharya.

RK Singh permitted to be in ICAO for 2 years
RK Singh (IAS 1985 batch, Manipur-Tripura cadre) Joint Secretary to Government of India (GOI) in the Civil Aviation Ministry who is already serving his extended tenure is poised to go soon to Montreal as India's representative at the International Civil Aviation Organisation (ICAO). The slot fell vacant when Naseem Ahmad Zaidi (IAS 1976 batch, Uttar Pradesh) returned from ICAO & assumed the charge as Director General (DG) of the Directorate General of Civil Aviation (DGCA) from Kanu Gohain, last year. Though, Singh's tenure is of three years, it is believed that his parent cadre's Government has only allowed him to continue for two years.

Will Yogesh Agrawal be boss of O P Bhat ?
If all goes well, CMD of the IDBI Yogesh Agrawal is going to be new Deputy Governor of the RBI. It means he will be above his one time boss in the SBI O P Bhat. Infact ,Yogesh Agrawal was the hot contender for the post of CMD SBI but with the alleged support of outgoing RBI Governor Y V Reddy he could not make it and Bhat was appointed CMD. Now the scenario has changed and the new RBI Governor D Subbarao is reportedly keen to give Yogesh Agrawal his due by taking him as Deputy Governor of the RBI.

BSNL for "optim(minim)ization" of tour expenditure!
The BSNL of which Chairman cum Managing Director (CMD) is Kuldeep Goel is for optim(minim)ization of tour expenditure. In a recent communiqué, SC Ahluwalia General Manager (GM) Administration has asked all officers of BSNL to act in this direction. The letter dated January 13, 2009 vide no. BSNL/Amn.6-5?2009,a copy of which is with <whispersinthecorridors.com> said in its subject "Optimization of expenditure on Official Tour/Travel-reg." The communiqué has laid more emphasis on using facility of video conferencing. Chief General Manager (CGMs) in all circles have been asked to have video conferencing installed, whrever it is not done so far, by February 1,2009.

SAIL posts Q3 net profit at Rs. 843 crore
Steel Authority of India Limited (SAIL) of which Chairman is SK Roongta has continued to post profit during the third quarter of the current financial year in spite of much higher cost of inputs and lower sales volumes due to depressed market conditions. However, as against growth in profit achieved during the first two quarters of current FY, SAIL's Q3 net profit at Rs. 843 crore showed a 56 % decline than the corresponding quarter last year (YoY).The unaudited financial results for Q3 of FY '09, taken on record by the company's Board of Directors here today, revealed that the steel major has achieved Q3 profit before tax (PBT) at Rs. 1,257 crore, lower by 57% than CPLY, although, SAIL's Q3 turnover at Rs. 9,946 crore was lower by 7.5% (YoY). With this, the first nine months of FY '09 recorded highest turnover at Rs. 35,674 crore - growth of 18.8% over CPLY. The company also achieved PAT of Rs. 4,688 crore in this period, 9.1% lower than CPLY. The Board of Directors have approved payment of an interim dividend at the rate of 13 % (Rs. 1.3 per share) amounting to Rs. 537 crore, of which Government of India' share would work out at Rs. 461 crore. In addition, dividend tax of about Rs. 90 crores would also be paid to the Government.

ACRs should not be a means for victimisation
I agree that the ACR should be an objective assessment of an officer's performance during the year. No doubt, there are some people who write ACRs of their subordinates in a very vindictive manner. Many times, it is because these so called officers feel that their juniors have not 'towed' their line. The performance of the juniors is irrelevant; the prime motive in spoiling the ACR is one of victimising the junior. It should be understood that in a governmental hierarchy it is a chain and the performance of a senior depends on the work of his subordinates. Hence, if he has given a very bad ACR to his juniors then he cannot be justified in getting a good ACR himself as that would imply that his performance was not good either. After all he surely could not have done all the work all by himself. Hence, while writing ACRs one should be objective and fair in his assessment and not be sadistic and vindictive as this defeats the entire purpose of writing ACRs. One should remember that what you do unto others will also come back to you in equal measure.

Increase retirement age of all
Retirement age of all should definitely be increased to 62 immediately as 60 is just no age to retire in today's times. And that's the worldwide practice. Beyond 62,officers only at a certain level;say Secretary to the GOI and CS's/ACS's to state govts or individual officers on merit can further be given extension upto 64.for particular posts like the Cabinet Secretary,Home And Defence Secretary, Director IB, Raw etc it should be brought to 66.When retirement age for scientists, academicians etc has already been increased to 64,68 and 70 as reported in the media, it is highly unjustified for the government to play any further games with the civil servants on this matter of a mere increase of two years and government should execute it immediately before the polls. It would also undoubtedly be very beneficial to the government in the polls, though that's besides the major compelling reasons.

We pity the service and pay structure of LDC/UDCV/STENMO GR5 D in all central government departments, not only in CCS. The Government and anomaly committee should look into this soon.

Has the 6th CPC increased disparity ?
Who said this? The 6th CPC Report has increased disparity. Staff upto DS level has been given hike of 1.86 multiple only to those who were in service before Sept., 2008 whereas Director above has been increase of 2.7? Pay scale of new entrants has been decreased. Pay scales of 5000 to 8000 for various grades has been decreased to 5000. How any one take credit for this deceit.

Lok Nayak Bhawan (DOPT) be leased to commercial firm
We are airing so many views about DOPT regarding promotions and other eligible benefits to non-gazetted employees. But so far no response has been received from this DOPT. Now we doubt whether at all such a department is existing or not. If this department cannot take care of non-gazetted employees regarding promotion, ACPs, it would be better if Lok Nayak Bhawan, from where this DOPT is functioning be leased to some commercial firms so that government gets good income.

Better contemplate aesthetic high-rise buildings
The GOI has directed DDA to build 40,000 houses per annum. The present DDA constructions are nearly urban slums. Not only that there is hardly enough space to build 4-story structures. Isn't it time that aesthetic high-rise buildings were contemplated, instead of the four-floor monstrosities?

Review the continuance of Civilian awards!
The awards like: Bharat Ratna, Gallantry Awards and the child Bravery awards deserve to continue. However, there is no justification in continuing the Padma Awards. In the absence of any pre-determined benchmark for making selections, the elements like subjectivity, arbitrariness and political clouts creep in! Merit becomes a casualty. The browsers might recall the unsavoury controversy between two great Hindustani classical musicians when the Bharat Ratna award was conferred on Late Ustad Bismillah Khan in the not too distant past. This was in extremely bad taste. Such heart-burning between the recipients and the non-recipients of Padam Shri and even Gallantry awards becomes much more acute. Moreover, the recipients of these awards cannot always meet the expectations of the public-at-large. An IPS officer was arrested with 12 kg of heroin(TOI Jan 26,2009) costing as many crores by the Mumbai police. He was working in the Enforcement Directorate. Many awardees are serving life sentences or waiting for convictions. What a mismatch, indeed ?Also an affront to these awards.
