Why there is a delay in taking crucial decision?
Mystery shrouds the delay in clearing decision of the Government of India (GOI) pertaining to a new rule on the issue of assessing confidential reports (CRs) officers who make be considered for empanelment to different ranks. Last year's decision was that a panel four retired Secretaries to GOI will assess CRs of officers regarding their eligibility for their empanelment. Logic given for this decision was that retired Secretaries are free & have a lot of time at their disposal so they could expedite assessment of CRs. However, the related order pertaining to this decision is yet to see light of the day. As a result of this empanelment process of IAS officers belonging to 1990 batch has been a non-starter.

MP Government fixes reponsibility
Madhya Pradesh Government being headed by Chief Minister Shivraj Singh Chouhan is fixing up responsibility of different officers to hasten the process of industrialisation in the state. According to MP Government's Minister for Commerce, Industry & Information Technology Kailash Vijayvargiya, the task has been done so that entrepreneurs did not face any difficulty in MP. Kailash Vijayvargiya told <whispersinthecorridors.com>that the MP Government was setting up a land bank for Small & Medium Enterprises (SMEs). Many districts had already responded, he added. Transport allowance is not taxable
As per existing guidelines, Transport Allowance to the extent of Rs.800/- (i.e. entire amount as per old TPA) is exepmted from Income Tax. After implementation of 6th Pay Commission Report, the amount of TPA has been increased to Rs.3712/-(Rs.3200+DA). CBDT may kindly issue necessary instructions for exemption of the increased Transport Allowance, which is given in performance of duty.

Wake up CSCS, CSSS and CSS
We the Central Secretariat Officials, whether LDC, UDC, Stenographer, Assistant,PA or SO/PS etc. are habitual of getting themselves exploited and have guts to write in this prestigious website only. Even Human Rights Commission never lends its ear to the problems of human rights violation of these officials, despite taking cognizance of this issue in this prestigious site. I request all the LDC/UDC/Stenographers/Assistants/PA/SO/PS etc. to mobilize themselves and unite to fight against their exploitation. This exploitation definitely reflects in yours family life.
Be united and write to the Human Rights Commission and in case it does not work be ready for filing Litigation in the Supreme court. Since the CSCS, CSSS and CSS have not united themselves for the common causes, therefore, the IAS, and politicians are exploiting you- who are running the Central Secretariat.
All policies are framed and made by the Senior Bureaucrats neither for the country nor for you. They with the approval of Prime Minister's Office make for themselves/politicians and their children to protect their future.
It is high time to get merged the three cadres into one and choose your leader amongst yourself from the recognized associations and make a Federation only for Central Secretariat and take the full charge of the whole Central Secretariat of the GOI into your hands.

CS division of DOP&T should be closed
A large number of UDCs Assistants and PAs have been serving in various union ministries and departments for over 25 to 30 years including DOP&T. They have not been transferred despite DOP&T's guidelines regarding rotational transfers after 3 to 5 years. These officials have developed vested interests and have also lost interests in the work assigned to them. DOP&T headed by the Prime Minister is not aware of the position. Why rules are being broken by its author i.e. DOP&T. The CS division of DOP&T located in Lok Nayak Bhawan must be wound up and its work may be delegated to administrative ministries including other divisions of DOP&T. There are complaints of corruption in the CS division in transfers, posting matters.

CPC has recommended….
CPC has recommended that officers of organised Grp A service should be given higher pay scale on non-functional basis whenever any officer 2 or more years junior to them is posted in the centre to a particular grade. Even though the recommendation has been accepted by the GOI 5 months back, necessary order is still to be issued. Benefit has been denied to large number of officers who have retired after acceptance of the recommendation and may be denied to those who will retire before issue of the order. Processing of cases may also take long time even after issue of order. All concerned are, therefore, requested to kindly ensure that the necessary order is issued without any further delay and higher pay scale on non-functional basis is given from retrospective date when one becomes eligible for the same, even if he has retired after 29th Aug. 2008, the date acceptance of recommendation by the Govt.

Business ethics are missing
All my hopes were belied when I saw the news in the TOI a few days ago that one commissioner level officer of CBDT amassed crores of Rupee in the shape of Shares, non- movable assets and hard currency. For the present context, specially in India, the business ethics are totally missing and the Revenue officials had an effective mechanisms of enforcing it. Has any other citizen too had this impression? Similar is the case with IPS officer who was caught with narcotics.

Increase retirement age
The retirement age should be increased to 62 keeping in view the life span as they are well competent in guiding and dealing the affairs of the country. It is not correct to say that it may affect employment etc. Good governance and economy will definitely improve in this regard. Keeping in view our Budgetary position, Elections, average lifespan the retirement should be increased to 62/65

Frustrated IRS officers
Yes, IRS officers are frustrated at the delay in forwarding of ACRs which seriously compromises their chances to empanel them as Joint Secretary. The CBDT and CBEC are worst performers and surprisingly, the DOP &T is a helpless witness to it. The Chairmen of both the Boards should immediately intervene.
