Late Gautam Goswami Most of us haven't seen or met this IAS officer.
But we read a lot in the media making him a Hero of sorts and suddenly bringing
him to Zero level. Whatever his misdeeds be, he deserved an impartial treatment
as a human being. In this country where British tailored Bureaucracy is continued
even after freedom, the human element is shockingly missing. That's the way the
ruling British wanted to treat Indians. The role of media in romanticising issues
which otherwise pass off as routine needs introspection. Well death was certain
to him but I feel a strange sense of discomfort in me as he represents the plus
and minus of Indian Bureaucracy to the perfection. May his soul rest in peace.
Shari CPWD/Directorate of Estates CPWD is now busy in slowing down
the intimation of Type-III quarters in VIP areas like Lodhi Colony, Sarojini Nagar
etc., to the Estate Office on the pretext of repairs. Actually they are earning
more rent by temporarily giving it on rent. With the present ministers of Urban
Development, who are in favour of CPWD, they are enjoying this type of bungling
at the cost of poor government employees who are waiting for more than 25 years
for allotment. But this illegal scam by CPWD is not new and is going on for years
except during the period of Jagmohan who really tightened this department. Now
the concerned officials of Urban Development are not interested in pulling this
CPWD Department, they have been left scot free. R P Biswas It's
an utopian idea The news of scam in DDA's housing scheme 2008 strangely
didn't created the usual bitterness which one has after hearing the ever recurring
news of scams in different government organizations. I suppose there is an element
of reconciliation and acceptance of all these frauds etc. after all that cry of
'enough is enough'. Moreover it is the craze of the middle class which almost
goes mad for participating in probably the costliest lottery in the world. Come
to think of it for the Rs six thousands (usually charged by bankers as interest
for financing this lottery) could buy you 60 tickets of 'Punjab bumper lottery'
with far better chances of returns. Secondly to accept that an organ of the
government shall be able to honestly allot some of the most premium properties
in the country fairly, itself seem to be utopian idea which many of us end up
believing. Someone in a corner room would be having a good laugh! Thirdly
it is also an pointer that even if you still want to play lottery than you must
play intelligently. After all the next door property dealer was not too wrong
when he told you that he can get you the famous flat albeit on a 'little premium'.
Not a bad deal! Better give him a try next time! Those who says bring accountability
in the system must be joking as the ones who shouted on roof tops 'enough is enough'.
GB STORY OF PB - 4 An officer in Corp of Engineers (Army
) generally spends 4 yrs in College of military engineering (CME) for doing engineering
degree course(though there are plenty of Engg colleges in country and people willing
to join ), 2 years in doing M Tech at government cost (and he gets Rs 5000 /pm
allowance thereafter for entire service ), one tenure of Military Engineer Service
3 years as GE or OC RCC company in BRO, few other courses at government cost,
and one posting in unit 4 years(50% time unit may be in peace) and you get MSP
and all other military perks. Once he gets finally superceded after another 3
years ie 16 year total he is posted to only MES no combat role except in case
of war when even retired officers/civ offrs can be called. Still they are not
on deputation as they are the player as well as umpire. In MoD, writ of Defence
Secretary does not run. It is Army who calls the shot. So final orders Army Officers
in MES (civilian department of MoD ) will also get PB - 4 as they are combat ready.
Special list (SL) officers are always in MES but entitled for all military perks
like 3 months leave, free ration, electricity, water, furniture etc at subsidised
rates, MSP and now PB - 4. Nivedita Appointment in Higher Bureaucracy
The case about the Cabinet Committee on Appointments is significant and hopefully
would lead to many more similar applications. This would eventually lead to transparency
