A senior IAS officer has managed to obtain a lucrative posting with an international organization which comes under his control, in contravention of all service rules which state that no officer who has dealt with an organization during the past five years will be allowed to join that organization.
Who is this officer? Which is the Ministry? Which is the international organization? .
Suffice at this stage to say that the organization is located in Geneva. No prizes for guessing!
The focus is now on DOPT - having denied permission to several others in the past, will it bow to pressure and make an exception in this case?.

Ridiculous discrimination
The DGPs and the PCCFs in States, who have their jurisdiction over one state only, have been given Apex scale ( Rs. 80,000/= fixed) owing to strong lobbying by their service associations and support from some of the chief ministers. The DGs in the Central Government belonging to Revenue services etc., who have all India jurisdiction, have however been placed in PB-4 with Grade Pay of Rs. 12000/-. The two sets of officers who have come from the same Civil Services Examination conducted by the UPSC take roughly same length of service to reach that level Is the huge difference in their scales not ridiculously disproportionate and smacks of heavy influence of trade unionism in higher bureaucracy? Does it not show an unfair approach while dealing with the service matters of the civil servants even at the highest level?

Ministry of Urban Development is totally corrupt ?
No doubt that there may be any particular case highlighted by media or any other person having vested interest. But without having proper outcome of the episode, whatsoever, views of the individuals should not be published. However, without hesitation, if the corruption is proved for particular incident, that may be highlighted and the concerned officers/staff may be considered as corrupt and not the whole organisation or ministry at large, and hence such comments of the individuals may be taken on record at that point of time only. I think, this will bring some sense of understanding and unbiased attitude towards any government organisation as a whole. Hope U may agree to me. But still, i won't say that individual's view should not be weighed, but at immature stage, those views may be taken with facts and he may also quote that he is not a party to any incident with the organisation for whom he is giving views.

DDA Fraud - Commit a Crime and then inquire it yourself!!!
This is ridiculous that the recent fraud by DDA is being inquired into by a Committee to be Chaired by DDA Finance Member Nand Lal and will include director vigilance Alok Swarup and deputy CLA B K Gupta as members!!! It is anyone's guess that why DDA's own officials will blame their own department for the fraud. So Minister for Urban Development, Hat Down salute to your policy. This is testimony that you have also stake in the fraud along with DDA. In the coming elections people affected with this scam will give the answer in the right manner. I wish some system is put in place so that such decisions are taken by some competent persons.

ACC has become an instrument to manipulate postings
ACC has just become a mechanism for influential bureaucrats in IAS/IPS ETC to manipulate postings through abrupt changes in criteria for selection. Empanelment procedures are absolutely illogical. Recently outstanding officers were bypassed just because they had not done a deputation earlier whereas there are lots of officers who never get picked up for deputation despite opting for it. So whose fault is it? In fact central deputation has become the exclusive preserve of the fugitives from North- East cadres etc etc.

The RTI is doing well for common citizen capable of using it. But majority of us interact with private sector, who are sort of unaccountable even with government servants. Will it not be real democracy to bring under RTI the organised private sector (whether aided or unaided by government) and also political parties.

We in the Country are perplexed with the way Pakistan is waging a full blown war on India by unconventional means of terrorism. Pakistan as state is not involved and it is still involved. Somehow, this trend is linked to and reflective of what is happening in Pakistan and India as civil societies. Elvin Toffler has conclusively proved that a society generally fights the war for and the way they make money. In both the societies, crass illegal means, bribes, scams, frauds, smuggling, extortion, bank robberies, narcotics, nasty gangster and underworld activities have become the acceptable way of making money. Rich of both the societies have stashed trillions in foreign banks and money laundering is the easiest operation. Black economies are larger than the legal ones. Under such conditions, terrorism has becomes the main instrument and method fo waging a war, which Pakistani establishments specially the Mullahs and their Army have successfully used. Well, either the Indian establishment use the same methods or eliminate conditions that ensure and support terrorism. Elimination of Underworld empires, smuggling activities, black money financing, manipulation of Realty sector, extortion, black money financing politics in Indian system will amount to elimination of terrorism. Without that it is but a political rhetoric. No nuclear bomb can ever eliminate and stop it. The economy of terrorism will have to be eliminated. Otherwise use that economy to srike at Pakistan.

Retirement of Human Resources
The rational of increasing the retirement age is based on economics of the country. It is the concept of utilizing Human Resources properly. Our country being poor, cannot afford to while away the Human Resources, groomed over a period of several years particularly when the resource has still lot of potential to be utilized further. We have come a long way since 1965 when the longevity of an average Indian was 34 years. Today expected life of average Indian is about 68 years. This includes all the people i.e. below poverty line, lower middle class and the better offs. Large number of people retiring from govt. service or their family members now live even beyond 80 years. This is also recognized by 6th Pay Commission by revising the pension for the retired employees of the age between 80 to 100 years. Government employees at the age of 60 years today, with the improved health facilities, are healthy, strong, agile, mentally active and capable of contributing a lot more. It is not right for the nation to discard such valuable Human Resource. This costs the poor man. Proper utilization of resources helps the economy to grow which in turn facilitates employment. Thus increase in retirement age is pro employment and not anti unemployment. It is therefore, recommended that average retirement age should be increased to 62.1 years as under:
PB1 and PB2 - 62 years
PB3 - 63 years
PB4 - 64 years
Still higher grades - 65 years
This will help improve employment in the country as stated above.

Accounting manipulations are common in all the private and Government companies to keep their scrip rates high. The CA firms generally support their clients for making adjustments while finalising the accounts of the company, sometimes without assessing the impact of their management decisions. Over a period of time, poor management decisions would continue and the auditors certify the accounting adjustments as a matter of routine. Such practices lead to 'Satyam' like situation. This would be the situation for many companies now if Govrnment really introspects properly. What is solution for this? Would ICAI resolve the issue?
