Oldest living Indian Civil Servant
The oldest living Indian civil servant, Professor Samuel Martin Burke, ICS (Retired) will celebrate his103rd birthday on 3rd July. He is the doyen of all Indian and South Asian administrators.
A Christian of Punjab-Pathan lineage, he lives in an old age home in Oxfordshire in England. For his age he is straight as a ramrod and fit as a fiddle.

He joined the Punjab cadre of the ICS in 1930. He served as a Deputy Commissioner and District and Sessions Judge in several districts before 1947. He became the President of Election Petitions Commission of the Punjab for the 1946 elections.
After 1947 he commenced a diplomatic career in Pakistan, handled the India desk at the Foreign Ministry, was Counsellor in HCP London, Minister in the Washington Embassy, Envoy Extraordinary and Plenipotentiary of Pakistan in Scandinavia [to Denmark, Finland, Norway and Sweden], Ambassador in Thailand and High Commissioner in Canada.
He retired in 1961, at 55, and commenced a third career as an academic. He was Professor of South Asian Studies at the University of Minnesota till retiring from that position at the age of 70.
He commenced a fourth career in London as an author and has published the definitive works on Pakistan's foreign policy, an important biography of Jinnah, a substantial work on Akbar the Great Moghul, and a history of India for the first half of the twentieth century leading up to partition.

Training of 1992 batch IAS officers suspended midway
Training of as many as 95 IAS officers of 1992 batch has been suspended midway. Having already undergone four weeks training at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Dehradun, they were to leave for two weeks training to Seoul, North Korea, on Tuesday but the DoP abandoned their trip at the eleventh hour. This was apparently decided in the wake of a war like situation between North Korea & South Korea.

Padamdeep Singh Gill to be new DGP Punjab
Padamdeep Singh Gill would be the next Director General of Police (DGP). The ACC has cleared his file. The Punjab government had recommended his name to the Indian Ministry of Home Affairs (MHA). Gill, a 1974-batch Jammu and Kashmir cadre IPS Officer, would succeed DGP K K Attri. The latter retired on June 30, 2009. Presently P.S.Gill is posted as Commissioner (Vigilance) in Jammu and Kashmir. It may be stated here that Padamdeep Singh had played a pivotal role in countering terrorists menace in Jammu & Kashmir. He was posted in J&K when the state was on the brink of a severe crisis.

How much of resentment is there among IRS-IT officers of the rank of Additional Commissioners of Income Tax (ACIT) can be judged from the fact that about 20 per cent of transferred ACITs have got stay against their transfer orders.

SAIL signs MoUs with Defence construction agencies
Steel Authority of India Limited (SAIL) on June 30, 2009 signed memoranda of understanding (MoU) with the Military Engineering Services (MES) and the Married Accommodation Project (MAP) of the Ministry of Defence, Government of India for assured supply of superior grade construction steel on a regular basis for their infrastructure development. SAIL will supply mainly earthquake-resistant SAIL-TMT rebars, which meet the stringent physical and chemical specifications of MES and MAP. The MoUs were signed by V.K. Mehta Executive Director (Marketing - Long Products), SAIL, Maj. Gen. Brajesh Kumar, Director General (Works), MES, and Maj. Gen. B.B. Sharma, Director General (Works), MAP, in the presence of SAIL Chairman S.K. Roongta, Director (Commercial) SAIL Shoeb Ahmed and Engineer-in-Chief, MES Lt. Gen. Gautam Dutt, VSM. Speaking on the occasion, Roongta said that the MoUs are another milestone in strengthening the longstanding relationship that SAIL has with defence establishments. He mentioned that SAIL has developed special grade steels which are used by defence for making armoured vehicles, tanks, warships, aircraft carriers, etc. Ahmed in his address remarked that SAIL is committed to continuing this tradition and requirements for our defence establishments will get the highest priority not just in terms of supplies but also in terms of maintaining highest quality standards.On his part, Lt. Gen. Dutt expressed satisfaction on conclusion of the MoUs, which he described as "landmark agreements". He was convinced that SAIL would be able to meet all the quality specifications of defence construction steel requirements. Seen in the photograph are SAIL Chairman S.K. TO WHOM SHOULD I SAY …

. BSF was raised with specific role and task i.e. defending Borders of
India. The commanders of the force should be one who has better
understanding of force and can motivate force at time when there is need of
supreme sacrifice. The IPS who are basically police officers fails to
motivate their own force (i.e. State Police) whenever there is do or die
situation for Mother Nation. It is seen in such type of situation when one or
two coys of CPOs is deployed then only police force gets some strength to
stand, then what motivation BSF can get from these IPS officers who are
defunct to motivate their own men. These IPS are on lease in BSF for 3 to
4 years they can be defined as Babus sitting in Air conditioned offices
because for all BSF cadre they have to be medically SHAPE-l and for these
Babus they can be of any SHAPE or SHAPELESS because they don't have
to fight or sacrifice for Mother Nation. Basically they do opt CPO to have
fun and enjoy and are least bother for development and upliftment of force.
Every year hundreds of BSF personnel are tendering their Vol retirement or
resignation why it is not in police and other civil services, water always
flow toward slope, to lift it or retain some pull is required which is lacking
in BSF. Even after 44 year of raising we are lacking basic amenities,
prisoners lodged behind the bar are also provided with basic amenities like
water, electricity, accommodation, means of entertainments etc but because
of these IPS officers who are ignorant or rather to say deaf and blind about
BSF problem at many places we are living like primitive man. We are not
even compensated like Army for the sacrifices made by us. In 35 yeas of
service span almost majority of BSF Cadre Officers and Jawans get only 6
to 7 years to stay with their family i.e. for 28 years they serve the nation
round the clock without rest of even single minute. Our these sacrifices
are not projected to the Govt by these IPS bosses properly just to get some
berth after their retirement. Army officers are fighting for their retirees
also and these IPS kept mum for CPOs in 6th pay commission, when the 6th
CPC treated us at par with Civilian then why they didn't show the guts to go
to Government like Army to say the Govt if treating CPOs like civilian then
don't expect sacrifices from them like soldier and define 8 hours of duty for
CPOs like civilian, but they projected only their demand to Govt not for
CPOs then what for they are in CPOs they should be thrown out.

Do we really need the CAT ???
Perhaps, it is high time the better informed decision of the GOI, pending for several years in the DOPT,is implemented forthwith.The decision was to wind up the CAT. A good decision.The CAT should have been wound up.It would have saved the government a lot of wasteful expenditure.What is it that civil servants of high integrity and moral strength of character can not deliver that they can do when they become members of the CAT, acquiring a status equivalent to that of a "high court judge"? The Cat is a notch below the HC but practices the legal drill of a HC. It only leads to expensive legal advocacy of service matters.The tonnes of office orders, contradicting each other are a source of permanent high income only for two : the Swami publication, who alone knows how many orders have been issued by the government, as even the D/o Pers and M/o Fin etc. themselves donot know the applicable orders and buy the Swami publications. The other is the advocate (several of them retired officers continuing with pleasure the old habit of interpreting and re-interpreting the government orders), without whose advocacy even the bench will not be able to write orders.Since these are only orders and not judgements, serving officers as suggested earlier can do justice to the employees in a free and fair and equitable manner. After all one does not enter government service to fight cases against the government- rather one seeks just redressal of grievances.If that can not be done by the serving officers, the salaries should immediately be reduced by half.Incidentally, the Director General, Grievances should also be dismantlelled, if not already done so.
But, pray, save the country from this unproductive exercise in phantom justice!!
