High Courts require 232 more judges
As many as 232 posts of judges are vacant in various high courts of the country, according to a latest survey. There are 886 judges sanctioned to 21 high courts in the country, but only 654 are functioning.

MP High Court CJ releases book on Contempt of Court Act by Dr. Khanna
Chief Justice of Madhya Pradesh High Court A.K. Patnaik released a book titled "Sarlikrit Avamanana Adhiniyam" (Simplified Contempt of Court Act) in Hindi written by senior IAS and Director General of the RCVP Noronha Academy of Administration, Bhopal the other day. Complimenting the efforts of Dr Khanna, Chief Justice Patnaik said it was apt that the book was in Hindi (the local language of the state) as administrative officers in Madhya Pradesh want translation of Laws and Acts for interpretation and discharge of their duties. He said that the book touched upon an important aspect (contempt of court) which if rightly interpreted can go a long way in improving administrative efficiency. Earlier, Justice Patnaik addressed the IAS and state civil service (SAS) probationers about Acts relating to Prohibitory Detention and Contempt of Court. He said that administrative officers should be judicious, impartial and have a grasp of the law of the land while dealing with such provisions to avoid any future backlash from the judiciary. Any act invoked under prohibitory detention gets challenged and is open to examination by the judiciary about the material evidence and absolute necessity of invoking the act. He said if the officer is judicious and convinced with reasoning and has strong material evidence about Prohibitory detention, then no court will interfere with his work. Similarly, on the contempt of court provisions he said that are of two types civil and criminal. These can be avoided if the officer concerned acts in the reasonable amount of time to implement the orders or seeks an extention with the court in case of any practical difficulty. About lack of clarity in an order or ambiguity the officer should on his own approach the court which passed the orders to seek clarification. Present on the occasion were S.K. Rungta, senior advocate from Supreme Court, Director General Academy of Administration Dr. Sundeep Khanna, judges, law professionals and senior officers of the Madhya Pradesh government.

Why best talents fail as a bureaucrat?
Yes, we know Indian bureaucracy does not perform. Not that people who joined bureaucracy are morons. In fact they are the best talents of the universities. If an IITian is outstanding in private sector or in research, why is he least efficient as a bureaucrat ? People should look for an answer to this.

Will the FM take care of such IT officials ?
There are Income Tax Commissioners, who have not served outside Delhi for a day ever since joining service, ie for last 20 years or more. Will FM call for list of such officers and post them out? Reasons such as spouse in service at Delhi, children being in 12th/10th etc. cannot be accepted as grounds to stay on at the same station for over 20 years. These reasons should be acceptable only in cases of genuine hardship and not where the officer is sticking to Delhi for over 20 years.

Plight of CSSS
It is evident that the plight of CSSS had been bad, is worse and will become worst in future. PS/Sr. PPS attached with senior officer of Cabinet Sectt./ DOPT must take up the matter with their Officers and enlighten them about the plight of stenographers. Also the supplementary list of SO departmental exam showed 43 qualified candidates but only 31 have been allocated to various ministries, who were Assistants. Why such a step motherly treatment to PAs? Have they not struggled enough, have they not put in hard work, not given written exam, more so choosing a line which is totally alien to them and then beating other candidates and qualifying the exam? If the fault is that they belong to CSSS cadre, then I think the issue should be taken up very seriously. If an LDC has the option to give departmental exam of Steno Gr.'D', then why deprive PAs. PAs are not automatically promoted as Section Officers, they sit in competitive exams and qualify the same exam as is given by Assistants. On one hand, VIth pay commission is talking about merger of Gr'D' with UDC, PAs with Assistants, on the other hand such discrimination is being done. I have one other suggestion. Let our association unite, be it Gr 'D' or Gr'C' or PS/PPS/Sr. PPS. Let us not alienate any post and fight for a common cause. Together we can and we must.
