- GOPAL K. PILLAI, SECRETARY HOME GoI Police reforms to be
my priority: Home Secretary The newly appointed Union
Home Secretary, Gopal K. Pillai, is giving top priority to police reforms
and strengthening of intelligence agencies- which he thinks are vital for internal
security of the country. Tackling the naxalite menace that is spreading to different
pockets in the country is also among his top agenda. Pillai, a seasoned 1972 batch
bureaucrat who belongs to the Kerala cadre had an earlier stint as a Joint Secretary
in the Home Ministry. In his first interview after assuming the charge of Home
Secretary talked at length with Sunil Sharma of the whispersinthecorridors.com
. Following are the excerpts: Q. What would be your priority as Home
Secretary to GoI? A: (i) Police Reforms (ii) Issue of policing in
Jammu and Kashmir (iii) Issues relating to North East, and (iv) Effectively
tackling and solving the Naxalite menace in the country. Among these, I accord
top priority to police reforms. Q : What steps would be envisaged to beef
up internal security in the country? A: (i) To make Intelligence agencies
more effective (ii) Better coordination with State Government for effective
internal security (iii) In tribal areas first we solve their basic problems
so that they do not go with the naxalite groups. (iv) Both, the State and
Centre are responsible for Internal Security and should work in tandem to address
the issue. The media and public are also equally responsible for internal security
and should pass on any vulnerable information to the police and security agencies.
Q: How do you plan to counter the naxalite problem in different parts of the
country? A: (i) To strengthen the Police Force in Rural Areas with adequate
and proper training to be effectively equipped to handle the Naxalite Groups.
(ii) To solve the basic problem of tribal people like providing basic needs,
solving their day to day problems of title of land, etc. so that they do not join
the Naxalite Groups. Q : What step would you advocate for effective coordination
between central and state police forces? A : Police is the subject of
State Government. We can only provide them funds, expert advice, special training
to police. Q: What steps would you advocate to modernize police forces
and make them more effective to tackle new age crimes? A : Our officers
are able to handle the Cyber crime. Young officers have thorough knowledge of
internet, latest software which can easily identify a cyber crime. Q. :
Do you fee the need for amending the CrPC and IPC acts which experts feel are
archaic? Please specify if yes or no? A: Yes, we have already suggested
two amendments in CrPC but these are not notified due to certain reasons. Some
changes are required in these amendments. Q. BJP leader Menaka Gandhi has
written to the Prime Minister expressing concerns over security to Varun Gandhi.
The letter has since been forwarded to you. What is the status? A : Officially
Varun Gandhi has "Y" level category security but we already upgraded
him and provided uncategorized "Z" level security. Q: Political
parties blame government for discrimination in providing security cover to VIPs?
A : Security is already provided to all VIPs who are all in need of it. Security
is not provided for maintaining a status symbol. Q. After Lalgarh Naxal
Operation violence did not stop. Please tell about the next Action Plan?
A : We are already on the job. We are coordinating with the States. Q.:
How can you handle the Internal Security problems, IB play s key role in internal
security but IB still has lot of vacancies to be filled in at officers level?
A : Due to the downsizing policy adopted by the government, the IB is facing problems
relating to shortage of officers but now, we are going ahead with recruitments
in IB to make its role more effective. Q.: Some State governments, particularly
the non-Congress states blame the Union Government with non-cooperation with regards
to Internal Security issues? A : This is not correct. We are providing
full cooperation to the state government as and when required. We are not only
providing infrastructure to state governments but also helping and training them
about its effective use. Now it is upto the State Governments to take on. We are
fully supporting the West Bengal Government and we are also supporting all other
State Governments for internal security. Q: After Mumbai attack you had
established NIA, but there seem to be no positive results? A : Now we
have posted more than 120 officers for NIA and in coming days results will be
seen.

essential items like dhal (pulses) etc. is increasing every day without any logic.
But it is very clear that all the political persons including the top brass are
earning commission from this rise. Moreover, by showing WPI at the bare minimum,
this government is trying to fool the public probably thinking that Public is
not that much literate. For example: Arahar Dhal - a week ago was Rs.66 but now
it is Rs.80. It is the same in the case of other dhals also. Though the petrol/diesel
went up by about Rs.4 only, it is surprise how this increase is to the extent
of Rs.14/- What a calculation and how many persons are earning commission from
this. Reddy Transfer of ACITs- a mockery of rules Indian bureaucracy
can never be free from favoritism and manipulations. The recent promotion of Additional
Commissioners of Income Tax (ACIT) is a glaring example of administrative mockery.
It is evident from the list that officers who have already earlier served as ACIT,
DCIT etc are posted as CITs in same lucrative place. Whether the cadre controlling
authority ignores such facts while issuing posting orders or it is done deliberately
for well known reasons? The CCA should adopt balanced approach and post officers
in the zones/places where he/she has not been posted earlier for better and effective
management of IRS cadre. Ramesh CBDT is selective CBDT is so
selective: The problem with the CBDT is that it has little say in the matter of
transfers as the file is cleared by Minister(s) and RS. Three bureaucrats- the
RS, JS Administration and Director have paralyzed the working of CBDT by always
trying to put up their own preferences and stalling any move which is not blessed
by them. This causes delays and issuing of orders which don't take care of the
laid out policies and norms. Sanjay Singh Stagnation in CSS grades
Largely the need for granting MACP has arisen where the promotion has not
been given to the officials because of acute stagnation in the Central Secretariat
Services. Instead of asking for MACP, our main focus should be to engage the attention
towards eradicating the acute stagnation we are facing and insist upon the regular
promotion after 10, 20 and 30 years without linking up with the sanctioned strength
in the particular grade or Organization, as in the case of Class I Officers. If
this demand is acceded to by the Government then need for granting MACP does not
arise. In my opinion, MACP HAS CONSTRUED TO BE ANOTHER TOOL IN THE HANDS OF THE
GOVERNMENT TO CONVINCE THE SUBORDINATE OFFICERS BELONGING TO B,C AND D GROUP BY
OFFERING THE NOMINAL FINANCIAL BENEFITS, IN SOME CASES, LOSSES TO SENIOR OFFICERS
IN THE CADRE ITSELF AND, IN RETURN, THEY EXPECT THE SUBORDINATE NOT TO RAISE FOR
THEIR ONTIME REGULAR PROMOTION. Such type of approach of the Officers should be
protested by all of us irrespective of the posts. Stenographers Grade 'D' are
the most affected officials. They should force the office bearers of CSSS to include
the officers of Stenographer Grade 'D' who can represent in the CSSS association
and if it is not agreed to by the CSSS Association then should ponder over other
prudent ways. In this connection, views/cooperation's from all the Officers who
belong to Stenographer Grade 'D' including PAs may be requested for. Thereafter,
a strategy to fight for the common cause should be framed. If need be, a handful
officers who can devote some time out of their precious time may come forward
and decide on the future course of action. If need be, legal course of action
can be thought of. V P Sharma EVMs can be manipulated EVM
can certainly be manipulated: Students of science and electronics know it for
certain that it is very easy for the EVM to behave the way a manipulator wants.
Since the EC has never ensured to bring in checks and balances in the process
of manufacturing of the machines, any interested person/party may with the collusion
of manufacturing company program the machine to tilt the final outcome of voting.
If it has been actually done, it is very dangerous and needs and urgent investigation
on the whole issue. Till then the EC must decide to conduct all elections and
by elections by ballot box. Shantanu Ghosh EVMs have stopped malpractices
An unnecessary and avoidable controversy is being raised on the functioning
of EVMs. Remember these were introduced with the sole purpose of removing the
malpractices associated with the traditional ballot system. Ever since their introduction
they have made the election process very smooth and efficient right from beginning
to end. The EVMs have not only become very popular but were also appreciated in
India as well some parts of the democratic world. It is really very unfortunate
that after all these years of their functioning people have started questioning
the trustworthiness of the EVMs which is not fair enough. I say this because as
somebody who has performed election duties, I have seen the vast difference they
have made to our electoral system compared to the ballot system. At least one
can rectify the tampering (if any) done to EVMs but you can not do much to rectify
the malpractices associated with ballot system. Finally EVMs should be continued
by removing all doubts/complaints from various quarters. In any case you cannot
satisfy all the people all the time. M Raghu BSF cadre officer gets
ADG rank Congratulations and lots of felicitations to all brother officers
of BSF cadre for picking up the rank of ADG for the first time. Late, but not
too late, now time has come to prove the worth and showing the world that we can
lead our force better than commanders on loan. But mission is still not achieved;
we want our DG to command us. My tributes and regards to all who dared to speak
their mind and fought for today, this small step will become a giant jump in future.
Neeraj Mission unaccomplished MISSION STILL UNACCOMLISHED: Its
matter great pleasure to see that first cadre officer of BSF pick up the rank
of ADG. At last long awaited dream come true. But mission still unaccomplished.
I am waiting for the DAY when a cadre officer will command his parent CPOS ORGANISATION.
The feeling of having DG from IPS (I PLAY SAFE) in CPOS is same as what our fore
fathers used to feel when Britishers were commanding us before Independence. THEY
also used to think that Indians are impotent and inefficient but with the passage
of time Indians proved their worth. Similarily, CPOS officers will prove their
worth in coming year. Raj Can the staff of a Mint take all the currency
printed there? Please see the feedback of Ms. Vandana wherein she was
requesting her PA fraternity to influence their bosses i.e. Cabinet Secretariat/DOPT
for achieving their demands. Moreover, if you observe the step motherly treatment
for 'CSS' cadre Assistants, when compared to other Central General Service i.e.
Data Entry Operators, the answer must be 'YES'. Being in the position to decide
for their career prospects, they had successfully achieved the pay-scale of Rs.
6500-200-10500/-after making the comparison of the pay-scales of 'Inspectors of
Income Tax etc'. But, the DEOs working in attached offices are not being paid
the similar pay-scales as being paid for their counter-parts by a subordinate
office. The moral of the story is the staff of the Mints can carry all the
currency being printed by them. Sankar Fight for justice I
fully support VM. I appeal to all sufferers to come out in the open and fight
for justice, be it fighting with our very own associations. After all what have
they done for Gr 'D' stenographers? And if they have claimed to, then the results
have been zero. Seema Stenos Grade D ignored lot This is with
regard to VM's concern on Steno Grade D. What he has written about Grade is much
less. Actually 1981 batch of Grade is yet to get regular promotion i.e. a wait
of 28 years. ACP at lower level not only is much worse, inhuman and unthought-of
approach of 6th CPC, Ministry of Finance and Department of Personnel. I have written
earlier that CSSS Association is taking up the plight of Grade D with the Government
regularly, As President of the CSSS Association, I am sorry to say that very few
Grade D personnel are associating themselves with the Association. Whenever, we
get an opportunity to meet them, we tell them that they are the future of this
Association & CSSS Cadre and request them to come forward. All Stenographers
are welcome to address their views, suggestions, grievances, problems to the Association
at csss.assn@gmail.com. They will get the feedback of the efforts being made by
