This has reference to your laudable initiative to commence a debate on EVM by eliciting the views of people 'with insight and credible knowledge' of the electoral/voting system in India. My compliments.
I am one such person (of the paper-ballot days) having performed almost all tasks connected with State and Parliament elections during my career. Below is the published article I had written shortly before the 2004 Parliament election when serious doubts about EVM's authenticity had surfaced. Though Election Commission responded to this article at that time, no tangible action has been taken to meet the main point - providing for "voter-verifiable audit trail"- I had raised. Thought the article may help in triggering the debate which is very timely.

ELECTRONIC VOTING NEEDS TO BE SECURED

It is reported that a group of Supreme Court lawyers have sent a memorandum to the Election Commission casting doubt on the integrity of the electronic voting system and urging the commission to introduce a 'vote verification system' in the Electronic Voting Machine. They have threatened to move the matter in the Supreme Court if the Election Commission does not respond within a week.
Over a period of time grave doubts have been expressed regarding the integrity of the EVMs. A recent editorial in the 'The Statesman' had this to say about electronic voting: "The possibilities of rigging an election with EVMs are enormous. The EVMs in use in India are based on the "Direct Recording Electronic" system. As the name suggests, voters directly enter their votes, which are recorded electronically. In the DRE voting system even a cub programmer can write code that displays votes one way on a screen, records them another way and tallies them yet another way. This can happen even when voting machines have been thoroughly inspected and tested."
Election Commission countered it by saying that the EVM software is 'burnt in' and therefore tamper proof. What the Commission has failed to realise is that it is the integrity of the 'burning in' process that is being doubted.
Three of the most essential elements of free and fair election available to the voter under the Paper Ballot system are:
Checking the accuracy of the ballot paper before marking his/her vote
Verifying whether he or she has correctly marked before placing it inside the box
Reconstruction of the vote for authentication of election results in case of dispute.
None of these are available under the electronic voting system and therefore its fairness is open to question. The moment the voter punches the EVM button his/her control is lost and the machine and its software takes over. It is universally acknowledged that even the best of experts do not know how to write a bug-free software. The more complex the software, the more difficult it is to find and fix the bugs. Election software is very complex, and it will contain errors, regardless of the skill and dedication of the engineers who design it and the programmers who code it.
In USA, with the Presidential election due in November a debate is raging about the wisdom of electronic voting. Several studies have expressed grave apprehensions about the possibility of 'Grand Scale Fraud' if EVMs are used in a large scale. A report published in New York Times on 25 September 2003 interalia avers: "Electronic Voting Machine Technology used nation wide is 'at high risk of compromise' because of software flaws that could make them vulnerable to computer hackers and voting fraud."
Considering the seriousness of the matter and based on a recent study of four voting machines showing them all to be vulnerable to tampering, the Ohio Secretary of State has ordered delay of the installation of the machines until after the 2004 election.
But here in India, Election Commission, exhibiting unusual bravado, is proceeding to elect the full Parliament and four State Legislatures through EVMs brushing aside grave doubts about their integrity. Chief Election Commissioner is reported to have boasted about India's IT expertise saying that even election officials from USA are coming to learn from India. He perhaps do not appreciate that US election authorities are exercising utmost caution. Naturally so because election software programming is done through chips and Japan, considered the mother of the computer chip revolution, have themselves opted for the conventional method of paper ballots because they know that chip based software can be manipulated.
Be that as it may, it is too late in the day to stop the EVM juggernaut. But the least Election Commission can do is to build in a reasonably fool proof safeguard in the form of a verification system. As the American debate reveals electronic voting can be made secure by adopting what is called a "voter-verifiable audit trail." By attaching a printer to the voting machines, something like the ATMs in banks, a 'vote verification slip' can be printed out clearly giving out the candidate and symbol for which the voter has voted. The voter picks up the slip, verifies that his or her vote has been correctly registered, and deposits the same in a safe box kept in front of the polling officer. Boxes containing these slips would be sealed and stored securely to be available for reconstruction of the vote and authentication of election results in case of any dispute. This way, while going hi-tech basic requirements of a free and fair election would be met.
There is still time for the Election Commission to provide for this safeguard. The additional cost compared to the immense benefits would be minimal. It is imperative that the Election Commission addresses this issue in all seriousness lest the forthcoming elections turns out to be a farce similar to the US Presidential election 2000!
How can the EVM be tampered at all places
I was returning officer in the state assembly election and was DEO in the recently conducted Lok Sabha elections. Every body is saying that EVM elections can be rigged. but the big question is how? As the one leading political party alleged that the election could have been rigged in favour of the ruling party. But let us think primarily.. An EVM consists of two major components control unit and ballot unit..... control unit is basically a microprocessor.... ballot unit is the voter interphase through which the machine interacts with the voter, that is vote is casted through this part. Now control unit is NOT sensitive to any sign/symbol of the political party..... It is only sensitive to the order of natural numbers.... and to correspond (map) this order of numbers with the symbols of political parties we use ballot paper...and the ballot paper is totally electronically passive. The order in which ballot paper is prepared is lexicographically. That way in one constituency a particular party may be placed 3rd in the ballot paper and at some other place in other constituency. So it means machine can not be fixed for or against any particular party. One thing should be made clear that there can be some local factors such as misprinting of the ballot paper, malfunctioning of any button of the ballot unit or biased PO. But this can not be ruled out at all in any case and checks and balances under the supervision of the election commission really reduces these errors within the nullity limits.... so why r we wasting time in unnecessary debate

EC should let everyone vote
The main component of EVM works on microchip. What guidance this microchip has this can be checked.
The other step Election Commission takes is, of issuing of Voters cards. There is lot of Indian citizens (by birth) those names are never available in the voters list. How these voters could can vote though they are possessing Election Card given by the election commission.
I think Election commission to ensure/ allow the voters to cast their votes (EVM/ paper system) without raising the question of names in the voters list.

As expected, IT officers who have not been away from Delhi for a day in last 20 years and those who were due for transfer having completed 8 years in Departmental posts in Delhi are again posted to Delhi on the ground of children being in 12th/10th. Moreover, they have not been posted to exempt posts, ie to ITAT, Directorate of Systems, etc. but to appeal charges. Surely, if they were to be accommodated in Delhi for their personal compulsions despite having completed their tenures as per policy, they should have been posted to ITAT. Their postings speak volumes about the tremendous power wielded by them. Such power is creation of long stay in Delhi. Another clause of policy violated in their cases is that officers returning from deputation in Delhi have to be compulsorily posted out for two years. Has FM overlooked the policy entirely in their cases?

CITs accommodated in Delhi through IT board

It appears that in the IRS CIT's transfer orders of this year even the Income Tax Board has been utilised for back- door entry into Delhi, which was abhorred by earlier Finance Minister P. Chidambaram. This is perhaps because the posting in board are not so much in limelight and not likely to raise furor. Atleast one CIT level officer has been given entry to Delhi this way and the order says that TP has been 'relaxed' for this.

Mockery of transfer policy
I agree 100% that the north block mandarins have made a mockery of the IRS transfer policy by the very selective application of rules. There are several caps, eg the 16 year cap on postings in one zone/area. JS CBDT has completely brushed this aside in the case of over 20 officers. Why has he done this is anybody's guess. Reputation of CBDT members and Ministers are at stake on account of manipulation of way service record is presented by US and JS. CBI should seize the software in which this rot has been fed and hand it over for investigation.

Law minister should take CBDT to task for frivilous litigation and cause for amx no of service related litigation. As on today 805 of cadre is unhappy and on road. It is shame that CBDT is treating its officers worse than taxpayer .Member, chairman, JS have no time for officers and always keep their red light on in office. North block CBDT corridor is now RED DISTT and beyond reach.

Fight for justice

This is actually what is needed. Let one candle burn the entire flame. Some concrete efforts must be made to improve the pathetic conditions of Stenographers Gr 'D' because they contribute a lot. Whenever postings are to be made, no heed is given to the post. A grade 'D' steno can be fitted anywhere. But why deprive him of his regular promotion. I fully agree that MACP should be of no consolation, fight should be for regular promotions. A list of ad-hoc promotions was taken out way back in 2006 which brought a relief to many of us. But that too was stopped as it was decided to give promotions on a regular basis. Those Gr 'D's who were left and were expecting promotion in the consecutive list are still waiting. Many have even lost all hopes of getting promoted. It is very demoralizing that even after a span of almost 3 decades, you are in the same post. This is the height of injustice. Friends let this fight not stop and more and more people join this fight so that at least we can voice our grievances and find concrete solutions.
I also urge Suresh Kumar to please make the efforts more concrete so that results are delivered. Assistants fighted for 6500 scale and so the PAs got this scale. There were efforts and the results came out. Such a thing should be done for Steno Gr 'D's. I have a few humble suggestions:
1. An urgent meeting of all Stenographers, irrespective of the post, may be called wherein each and every Steno Gr 'D', 'C', PS, PPS and Sr. PPS should participate.
2. Grievances should be noted down and prioritized.
3. Senior Officers should be apprised of the situations, specially in DOPT, Cabinet Sectt.
4. If necessary legal actions like court cases can be thought of.
5. Information under RTI can be sought from the DOPT as regards to the promotions of Steno Gr'D's as compared to and LDC/UDC/Assistant/SO and the reasons for the delay in promotions etc.
6. Last but not the least, let this fight continue till justice is sought.
I urge more and more people to join in and give in their suggestions. All those who have got promotions, who are waiting for their promotions, PAs, PSs, PPSs, Sr. PPSs form a United Association and fight for the cause.

I fully agree with the distortion in WPI reporting.
The govt. claims credit for negative inflation rate and claims that prices are under control, whereas the common man is unable to consume frugal items like dal, vegetables. Wonder what is our so vigilant media doing about it. It is easy for even a lay man to see that the claim of negative inflation is only a farce.

Well, this is regarding Grade 'D' Stenographers.
I partially agree with VM's remarks on this. But so far as donating one month salary to PM relief's fund is somehow not advisable as some of us are totally dependent on monthly salary. It may not be possible for them to do this. However, donating MACP arrears is OK. If the affected employees altogether gather and discuss this anomaly, it can be possible to donate the MACP arrears to the PM's relief fund and attracts the attention of higher authorities. Further, in my opinion, we can show our disgrace in different way that we, all the affected employees (including female employees) will work after office hours, at least upto 8 'O clock in the evening, without expecting any benefit like OTA from the Government and show our distress to the Government. This may also practically possible in my opinion. In Japan, if the employees want to show their disgrace they adopt this method. They will give more output without any additional benefit. But, it is possible only when all the employees can come together and work for their respective ministries / offices and as well jointly represent to their Head of Departments (Secretary) concerned.
