many swept under the carpet. Rules flouted in almost 100 cases of Commissioners
of income tax. Why was North area clause not implemented because Delhi is in it.
Why was West area clause not implemented, because of Mumbai? Is there an over-riding
clause that says only those provisions of the policy will apply as proposed by
JS CBDT. The Canons of interpretation of law and policy say that all rules in
a document should be applied, unless there is a non obstante or over-riding clause.
Surely JS CBDT knows that. Rita When would retirement age of civil
servants go up? Rumour regarding increase in retirement age for scientists
to 64 subject to very good ACR's is correct. The cabinet will be clearing it within
100 days programme. Now question is when would the age for civil servants get
done and will they get 62 or 64, also will it be done in 100 days agenda.
Anon We must support EVM During the parliament election in
May 2009, I was appointed as Microobserver and posted in the polling booth at
Bikram, Bihar. I have personally seen the mock poll before polling on the day
of polling and I have found that there was no error and results were as per vote
casted in the mock poll.So, I believe, if mock poll result is satisfactory, then
we must support the polling through EVM. Naresh Kumar EVMs have
to be taken seriously The doubts about EVMs have to be taken seriously.Mr.
Umesh Sehgal the former chief Secretary of Delhi has demonstrated that EVMs can
be hacked.Many of us as voters had this doubt when the machine at the polling

stuck.There even the ink used was so faulty that it went away with the first wash
of hands unlike our experience with ink earlier where it stayed on for a month

made the system not fool proof.It may be better to revert to the ballot paper
system.There can be some way to restrict the number of candidates to overcome
