EVM blues

India has been fortunate that its political parties have always accepted the election results. If the political parties refused to accept election results, Indian democracy will be no better and our claim of being a successful democracy will crumble. Challenging the EVM without knowing the truth is therefore is fraught with very serious implications. I hope those who are blaming the EVM know this. I would recall the case of Mizoram Assembly election in 2004 (if I remember correctly) when the counting agents broke all the EVMs at the time of counting in one Assembly Constituency. The broken parts of the EVM were brought to the Election Commission and in presence of the political party representatives the results were retrieved from the broken machines. The whole counting process has been recorded and the record would be available with the Election Commission. That result was also accepted by the parties. The EVMs used elsewhere are often compared with the Indian one, while these are not comparable. Indian EVM is a calculator which can do addition only. There are 16 (which can be made 64 by attaching 4 voting units) calculators attached to the buttons on the body of the voting compartment. It is as simple. The software is burnt in and no changes can be made in that after the chip is burnt in. Therefore, it is a different from other EVMs. Yes, one may say that the software may be burnt in but at the time of manufacture itself a logic can be built in where after a certain attempt all votes may go a particular number or after every 5 votes or so, a vote can go to a particular number. The machines available with the Commission have been produced by BEL and ECIL and were procured in the last many years. However, even if such a flaw is introduced in the EVMs, it cannot be used to any party's advantage in a First-Past-the-Post (FPTP) system like ours. It may be possible in a proportional system. In Indian system, candidates of different parties appear on the ballot in alphabetical order and hence candidates of a particular party may be anywhere from serial 1 to 64 in different constituencies. So no party can gain even if manipulation is done at the manufacturing stage, chances of which are negligible. It is accepted that the machine does not give a paper trail but a paper trail matters little to the large population that cannot read and write. Moreover the machine does have a trail and that can be seen by using a machine in case a matter comes before the court. Only court can ask for identifying who has voted for whom. But the trail is there. If someone challenges the result, the court can ask the machine to reveal whom a particular person has voted. Yes a paper trail can be generated but for that we have to attach a printer with the machine. It will mean cost and all the 1.1 million machines have to be abandoned and new ones have to be manufactured. I agree that the EVM must appear credible and beyond all doubt. Let the complaining parties select say, 100 EVMs from various parts of the country and let there be a test in full glare of the media for a day or two. This will clear the doubts about the Indian EVM - beauty lies in its simplicity. Let the Indian EVM establish its innocence by going through this Agni Pariksha.

It is not only the vacant post of MD NRHM ( Additional Secretary), there are many JS/Dir level officers in the MoH who are holding many charges ( thanks to their closeness to Anbumani), and many without much work. MoH needs a serious revamp and proper reallocation of work.

Whispers' provides an excellent forum for venting of anger. Finance Minister appears to have taken note of the resentment expressed against transfers of senior commissioners and has asked CBDT to adopt a humane attitude especially to lady officers.

Rules flouted in IRS transfers

This is with regard to IRS transfers. I do not want to wash the dirty linen but one is compelled to write on the aberrations:
(1) Rule framed by Placement Committee that no one will be transferred in one year- Very laudable, but has not been practiced. One person from the 1987 batch was elevated in one year to a better charge, as an appellate authority. Another person from the same batch has been given an administrative post
(2) People who have reverted from deputation would be posted out unless they have a ground for children being in 10th or 12 classes- Again a very laudable rule. Three persons (one from 1986 batch and two from 1987 batch) reverted from deputation in Delhi. As per norms they should have been posted in ITAT, Settlement Commission. Instead they have been given prized postings in the corporate charges
(3) On promotion, people would be posted in ITAT etc. - In fact there are three officers from 1988 /1989 batch who have just been promoted have been awarded the charge of Commissioner (Appeals)
There are many such aberrations influenced by various factors. Imagine the guts of the people in charge, including the Revenue Secretary & Chairman, CBDT to have made such aberrations in the days of RTI.

Why only IT officers' postings generate so much heat?

There are over 20 organised services but only Income Tax postings generate so much heat but no light. I have never seen any allegations against JS in charge of establishment in Home, DOPT, Defence or other places. But the poor JS CBDT is always in lime light. The poor JS CBDT does not get any thanks but only curses for a handful of slips which may be totally innocent.

Why hike in retirement age?

What is the requirement of increase in the age of retirement? Is it because govt. has provided and providing sufficient nos. of jobs to their eligible young brigade (Population)? Or is it required to quest the thrust of the old working govt. babus at various level who find them stick to their chairs provided by the office and not finding comfortable in leaving it even on retirement? The efficient and capable, useful veterans are always chosen by the Govt. for various other projects of the Govt. even after their retirement. Enhancement in retirement age is only obstacle in the path of achievement of programmes of government of nourishing opportunities of employment to their young eligible population. The idea of enhancement in the retirement age will highly depreciate the image of the Govt. The Govt. might be aware of this fact.

Stenographers, please unite

Stenographers are working in CSS/CSSS/subordinate offices (field offices) of different central govt. offices. They are treated in separate cadres. I would like to submit that there should be a single stenographer union irrespective of their cadres and grades whatsoever and should fight for all the causes (for promotion/upgradation/career advancement etc.) under one umbrella in order to make it sensible to the higher authorities. Can any one come forward and take the steps in bringing all stenographers to a single platform so as to raise their voice in unison against the deprivations meted out to the stenographers' cadre by the government? Let good sense prevail and we should ponder over this suggestion.

Advani Ji- Where is the black money?

Do you remember BJP's famous election slogan 'Will bring back Black Money'. It seems with elections over the party has also forgotten its slogan. It has not raised this issue even once in the ongoing session of Parliament. Advani Ji, who even held a press conference on the issue during election days, has not spoken on the subject even once after the elections. Was it only an election gimmick for BJP? Or has the party put this issue in the dustbin as it has now done with the issue of Ram Mandir? Is BJP ever going to standby an issue?

Advertisement of BHEL CMD's post a good move

It is a welcome decision to advertise the post of CMD - BHEL. Perhaps this may be the bold decision taken by the veteran Industry Minister Vilasa Rao Deshmukh to rectify the mistakes committed by his predecessor Santhosh Mohan Deo, whose interference in the selection process had done much damage not only to BHEL, but even to other organizations. PESB should be given a free hand to select a competent CEO on the basis of performance and merit. It should be a time bound process so that the current Adhoc/ Extension Raj will not go beyond September 30, 2009. This premier central Public Sector Engineering Conglomerate should have a dynamic head, who can pilot a spectacular turnaround.
