Ten IAS officers to retire this month
Ten IAS officers are retiring in the country by this month end. They are Messrs
:- J.P. Rai (UT) B.N. Upadhyay (Bihar) D Rajgopalan and Prakash Shah (Gujarat),
Umesh Vandu (Haryana) Khalid Habib (J&K), L.S. Ekumari (Karnataka), V.K. Chaudhry
(MP) and Kuldip Saini and R K Mittal (UP). Ten IPS
officers to retire this month end Ten IPS officers in the country
are superannuating in the country by this month end. They are Mssrs :- M.L. Kumawat
(AP) G.M. Ssrivastava (AM) D.N. Gautam and J.S. Choudhary (Bihar) Ms. Manju Rasid
(J&K) C. Chandra Sekhar (Karnataka) P.T. Nandkumar (Kerala) S.S. Virk (Maharashtra)
J. Bendangtoshiao (Nagaland) and B.M. Tripathi (UP). Rao
to join NIRD ,Hyderabad M V Rao is joining as the deputy director,
National Institute of Rural Development, Hyderabad, on Monday. He is 1988 batch
IAS officer of West Bengal cadre. Gupta to be Additional
Secretary UPSC! R.K. Gupta is likely to join as Additional Secretary
in the UPSC. He is 1986 batch IAS officer of J& K cadre. No
Secretary from Maharashtra left in GoI After the appointment of
Y.S. Bhave as Chairman of Regulatory Authority in AAI, no Secretary level officer
from Maharashtra is left for posting. Menon rejects
separate language allotment for IFS officers of Bahujan Samaj The
Indian Foreign Service (IFS) officers of the "Bahujan Samaj" have proposed
a separate system of language allotment for them starting with the 2007 batch.
The proposal, however, is learnt to have been shot down by the Foreign Secretary,

in the Ministry of Home Affairs. He is 1998 batch CSS officer. Ratna
Dasgupta joins ISRO Ratna Dasgupta has joined the Indian Space
Research Organisation as Controller. Ratna is 1989 batch IRS (IT) officer.

Roemer, U.S. Ambassador-Designate reaches India Timothy J. Roemer,
U.S. Ambassador-Designate, had arrived in Delhi on Thursday night following his
confirmation by the full Senate last week. Testifying before the Senate Foreign
Relations Committee on July 7, 2009 Ambassador-Designate Roemer said, "Our
relationship with India is a good news story.. And while our relationship has
gone through different stages, we are certainly moving ahead on an upward trajectory.

enhanced? (i) A couple of days ago I read the euphoric comments of some
BSF officers about promotion of the first cadre officer to the rank of additional
DG and enhancement of the quota in the rank of IG to 50 percent. The excitement
was a bit premature though. The fine prints of both these orders need to be seen.
(ii) The promotion to the rank of Addl DG can take place only if one completes
3 years as IG. This Herculean task is well neigh possible. The average length
of service left for a BSF officer has been calculated to be just one year after
he becomes an IG. This is a matter of record which is verifiable. So Gaur becomes
Additional DG and retires after 20 days on July 31st. The next officer has no
chance of becoming Additional Director General before end of 2010. So what happens?
The vacant posts of will be taken over by IPS lords after they remain vacant for
6 months. After the retirement of Mr Mishra ( who may pick up the rank of Addl
DG in Jan 2001) nobody else will make it to this rank for next 5-7 years. This
is the state. So there is no need for the cadre officers to be happy. They are
subservient and will remain so. I will deal with the order regarding IGs
in my next post Bhaduria Judges vacancies in high courts !!! The
number of vacancies of Judges in High Courts is staggering. Shame on Department
of Justice under Ministry of Law for this mess! Reasons, however, are not far
to seek. The GoI is not able to locate pliable judicial officers, who could toe
its line. Will Mr. Moilly, the new Law Minister look into the delay and fix the
responsibilities on officers of Department of Justice who are responsible for
this. I suppose, Mr. Moilly, unlike his predecessor, H.R. Bhardwaj, has no personal
agenda. Pendency of cases in High Courts is beyond anybody's imagination. Justice
delayed is Justice denied! A.K. Saxena (A retired civil servant) Keep
it up Mr. Saxena I have known V.K. Saksena for last 25 years. An extremely
competent, polished and sophisticated officer, he is a symbol of support to other
officers, staff members, professionals, and he has never wavered in his commitment
to the President of the Republic. He spent more than 66 months in Kolkata, much
to the advantage of Revenue, even at the cost of his family health in Kolkata,
and he was not given a change within the Department despite family's health problems.
He was to join in a sensitive post, and people were jittery, given his commitment
to the job, competence, and level of loyalty towards the President of the Republic,
and today has been a day of celebration for many, happy to see him go away from
Kolkata. Well, you can always please people at least some times. Sometimes when
you come, and sometimes when you go. On both counts Saksena has been giving happiness.
I am sure he will be an asset to the new assignment he will join next week. I
wish him all success, especially to the funding of the Commonwealth Games.

I am surprised to see that Income Tax raids are getting routinely leaked out since
last 3-4 months. Websites like yours are getting information in advance which
never used to be the case before. Well this answers the question as to why Chairman
CBDT and RS had strongly opposed the appointment of the current incumbent as Member
Investigation & Special Secretary to the extent of clearly noting down in
the files. But what to do? Chairman & RS propose, Omita Paul disposes! Our

issues should not be leaked before the occurrence of the search .This can result
in raid being a failure and can cause a loss to exchequer of nation. I think whispers

The IRS transfers generate so much heat and controversy because it is the Nation's
biggest cadre. In spite of it there is no in house secretary from IRS. The service
is talented but not recognised. Poor cousins of IRS such as customs, Defense,
Information, Accounts etc do not have numbers to air their grievance. The way
IRS officers function through their career refusing the claims of the Tax Payers
perhaps is the most logical reason for the deviant behaviour of mandarins in CBDT.
Any JS from out side cadre gets afflicted with this virus of saying "no"
by the IRS. Shari As regards Swamy's comment that CITs on promotion
should be posted to ITAT, the ITAT experience is valuable for all officers. Many
of senior CITs have not seen the face of ITAT even for a day. Instead of posting
newly promoted officers there, CITs who have not worked as DR (ITAT) at all till
now should be first posted there in the order of seniority, so that no CIT misses
out on this valuable experience before promotion as CCIT. D. Singh

criticize government servants what about businessmen like Rama Linga Raju and
others, who are not only manipulators and fixers but also spoil the Government
servants by bribing them to get their work done. Also not all government servants
are shirkers. The people involved in family business are also shirkers. Their
lackadaisical attitude has led the poor man losing his money in the form of share
money or fixed deposits given to those lackadaisical businessmen. The recent trend
of recession all over the world is only because of the immoral methods adopted
