Gill is new DGP Punjab
Padamdeep Singh Gill would be the next Director General of Police (DGP). The ACC has cleared his file. The Punjab government had recommended his name to the Indian Ministry of Home Affairs (MHA). Gill, a 1974-batch Jammu and Kashmir cadre IPS Officer, would succeed DGP K K Attri. The latter retired on June 30, 2009. Presently P.S.Gill is posted as Commissioner (Vigilance) in Jammu and Kashmir. It may be stated here that Padamdeep Singh had played a pivotal role in countering terrorists menace in Jammu & Kashmir. He was posted in J&K when the state was on the brink of a severe crisis.

CAT order in favour of IPS officer Dr Garg
A bench CAT comprising Justice VK Bali and Mr. LK Joshi has directed that adverse ACR of Dr. RK Garg, an IPS officer of the MP cadre of 1986 batch be expunged totally on the ground that it was written without getting his self assessment and also by observing that his ACR prior to 2002-03, when adverse was given, had been outstanding and later also after that year he has earned outstanding or very good ACRs. However, the Tribunal said that malice, as alleged against the then Director CBI, PC Sharma , could not be proved on the basis of material on record. Dr. Garg got Police Medal for outstanding service on 15th August 2002 and was given an adverse ACR in the same year, which the Tribunal found to be very strange.

Three officers promoted as CGM in NHAI
VK Sharma, SS Singhvi and Tawade have been promoted as CGM in NHAI. VK Sharma is presently GM, Environment and SS Singhvi is GM at Jaipur. Tawade is SE in the Ministry of Road Transport and posted at Mumbai. He may not join as he is likely to be promoted as CE in his parent cadre. G Suresh has been selected as CGM as financial expert on contract basis. Two officers from MES have also been selected as CGM in NHAI. Patel, Secretary Highways in Gujrat has already been inducted as Member in NHAI. Patel, an engineer from Gujrat, was earlier in NHAI fro 1998 to 2002.The new Minister is trying to fill up posts and activate NHAI.

Indian bureaucrats are ideal

I beg to differ. I have been in government service for quite a long period. Based on my personal experience, I would say that some of the Indian bureaucrats are an example of hardwork, dedication and efficiency. They burn midnight oil to produce results and also to formulate policies and to have them implemented. There is nothing wrong at the policy making level. However, at grass root level of implementation, we have to have a study and see what ails the implementation process.

Congratulations to Bhatnagar !
It is a good news that the resignation of Bhatnagar has not been accepted. All the professionals welcome this decision of the government. Now it is an opportune time for him to take strong decisions to give a new life to already dying AIR/TV & to make them purely professional and free from malpractices, highly paid corrupt Oficers, Babus, who do not know ABC of programme Production, come to Doordarshan with empty suitcases and leave with loaded suitcases after 2-3 years.

MCD may have more bogus employees than reported
Media reports about existence of bogus employees in sanitation and horticulture departments of MCD may not be limited to 45000 only. What about those employees, who though physically present are diverted for household work in their bosses residence. Should their salaries be not recovered from those responsible. Practice of using official cars for transporting children /teacher wives of some govt. officers to and from schools is common knowledge and sight in Delhi. Now when all Ministries are coming up with 100 day time bound agenda , will any beginning be made in this direction remains to be seen ?

Expenditure on Liberhan Commission , a Case Study for Statutary Audit !!!
After conducting 399 hearings, examining 100 witnesses ,seeking 50 extensions and 17 years of labour pain ,the baby is born ,at last , albeit at such a stupendous cost of Rs 9 crores! The timing of release of Liberhan Commission's report reinforces the public suspicion that this was a Congress's ploy to distract peoples' attention and disturb communal harmony. Both the Congress and the BJP were co-sinners in mosque demolition ! They have a single point agenda: How to disturb the communal harmony? In my humble view, both the Congress and the BJP were jointly responsible for the catastrophy on Dec,6,1992. Could Justice Liberhan explain as to how did he take 17 long years to submit his report? He has attributed the delay to the "non-cooperative attitude" of the witnesses. This argument is absolutely fallacious . Freebies like HRA (or rent-free residential accommodation),TA, DA, emoluments , chauffeur-driven car, and several other facilities as admissible to a Supreme Court Judge, must have been available to him. These are magnets, that could attract any one! Why did he not submit his findings within three months ie by March,16,1993. Why did he accept the assignment of the Inquiry Commission,if he was not sure of completing the job within the prescribed period? Further, in the interest of transparency, it would be appropriate to ascertain whether the staggering expenditure of Rs 9 crores on the Commission during the past 17 years, was incurred as per rules, particularly the payments ,if any, made to the lawyers or any other agencies engaged by the Commission. The GOI would be well advised to take up the matter with the C&AG for conducting a Special Audit.

It's over exaggerated
The comments on CAT are a bit over-the -top. One can compare the average waiting period for an order to be passed in case of CAT and the HC to appreciate the efficacy of the former. The very fact that appeals continue to be filed with CAT and in incrementally large numbers do prove that officers continue to have faith in CAT and that one can not rely too heavily on the executive to dispense justice to one of their ilk. Dismantling a time tested institution just because it is partially manned by former bureaucrats is not reasonable. A case of throwing the baby with the bath water, perhaps.

The grievances can be redressed like Lok Adalat.We can have Adalats on Service matters by forming a team or board who can constantly review such grievances and reduce the court cases also. The following suggestions can be considered by the Ministry of law to form teams of Adalat.
1.The team should have members (appropriate levels) from amongst serving or retired officers.
2. They should have worked in establishment branch or Personnel branch
3..They should not have served in the same Department/Ministry.
4 They can work on holidays only and save space and accommodation expenditure by locating them in the same Dept where such grievances occur
5. Both the parties can present cases.
6. Decision of the Adalat shall be final/binding and the complainant should give an undertaking that he will not go to court any further once he/she opts for Adalat.
7. No Advocate or Lawyers are permitted but the employee can take the assistance from a government serving/retired employee.
8. An employee should have exhausted the departmental means and if nothing had happened for six months he can come to the Adalat.
9. Honourarium may be paid to the members.
10. As there will be no judicial intervention employee can choose to go to courts or seek remedy in Adalats.
11. If the cases can't be settled in 4-5 sittings the award should go against the defaulter.
We can refine the above concepts as my ideas are of loud thinking.

Not only BSF's problem
This is not only BSF's problem .it is same with crpf n itbp as well.I dont understant y govt is succumbing to these IPS officers.In fact IAS officers should take a note of it n try to correct the system.

TO WHOM SHOULD I SAY …. BSF was raised with specific role and task i.e. defending Borders of India. The commanders of the force should be one who has better understanding of force and can motivate force at time when there is need of supreme sacrifice. The IPS who are basically police officers fails to motivate their own force (i.e. State Police) whenever there is do or die situation for Mother Nation. It is seen in such type of situation when one or two coys of CPOs is deployed then only police force gets some strength to
stand, then what motivation BSF can get from these IPS officers who are defunct to motivate their own men. These IPS are on lease in BSF for 3 to 4 years they can be defined as Babus sitting in Air conditioned offices because for all BSF cadre they have to be medically Shape-l and for these Babus they can be of any shape or shapeless because they don't have to fight or sacrifice for Mother Nation. Basically they do opt CPO to have fun and enjoy and are least bother for development and upliftment of force. Every year hundreds of BSF personnel are tendering their Vol retirement or resignation why it is not in police and other civil services, water always flow toward slope, to lift it or retain some pull is required which is lacking in BSF. Even after 44 year of raising we are lacking basic amenities, prisoners lodged behind the bar are also provided with basic amenities like water, electricity, accommodation, means of entertainments etc but because of these IPS officers who are ignorant or rather to say deaf and blind about BSF problem at many places we are living like primitive man. We are not even compensated like Army for the sacrifices made by us. In 35 yeas of service span almost majority of BSF Cadre Officers and Jawans get only 6 to 7 years to stay with their family i.e. for 28 years they serve the nation
round the clock without rest of even single minute. Our these sacrifices are not projected to the Govt by these IPS bosses properly just to get some berth after their retirement. Army officers are fighting for their retirees also and these IPS kept mum for CPOs in 6th pay commission, when the 6th CPC treated us at par with Civilian then why they didn't show the guts to go to Government like Army to say the Govt if treating CPOs like civilian then don't expect sacrifices from them like soldier and define 8 hours of duty for CPOs like civilian, but they projected only their demand to government not for CPOs then what for they are in CPOs they should be thrown out.
