Lack of patriotic training, colonial mindset makes Indian bureaucrats corrupt
The Hong Kong-based Political & Economic Risk Consultancy which carried out a business survey on 12 economies that ranked Indian bureaucracy as the worst amongst its peers has evoked strong reactions from within the bureaucratic community and otherwise. While the survey has placed Singapore on top in Asia, India is placed at the bottom of the table. The countries in Asia are placed accordingly - Singapore, Hong Kong, Thailand, South Korea, Japan, Malaysia, Taiwan, Vietnam, China, Philippines, Indonesia and India.
whispersinthecorridors.com sought opinion from the surfers to comment on the findings of the PERC survey and received mixed responses. The responses had been overwhelming as and we received close to 700 e-mails. While some people have stoutly defended the Indian bureaucracy, others have vilified it for all the ills in the country stating that they are subservient to the political class and are concerned in furthering their personal interests.
The mails suggested lack of patriotic training to Colonial mindset to Lack of Introspectional Training as the reason for the rot in Indian bureaucracy. Inequality of Career Posting profile and insecurity of tenure also leads to greater subservient tendencies in the average Indian Bureaucrat, owing to the competition from the peers. More and more Indian Bureaucrats have turned into hypocrites and have lost capacity to take principled stands, the responses suggested.
An e-mail by Anasooya (anasooya2006@yahoo.com ) sums up the debate nicely - " Yes, we know Indian bureaucracy does not perform. Not that people who joined bureaucracy are morons. In fact they are the best talents of the universities. If an IITian is outstanding in private sector or in research, why is he least efficient as a bureaucrat? People should look for an answer to this".

This scandal took place in UPA's previous stint!!!!!
And those involved ne kiya Rs. 2500 crore mint!!!
UPA Sarkaar had banned export of non Basmati rice and rice tota of 25%,
Into an upward spiral in the overseas market prices this ban sent!!!!
From $ 350 the prices went up to 1000/ m.tonne!!!!
Looking at the lucrative prices a rice cartel decided something needed to be done!!
So they got 21 African Countries to write to MEA and request for rice!!!!
The letters mentioned quantity and surprisingly the Exporter but no price!!!!
It's extremely odd for a Country to identify an exporter in such a case!!!!!
In Diplomatic circles they'd say identifying the exporter 'was incorrect and lacked grace'!!!
MEA forwarded the request to Ministry of Food and Ministry of Commerce!!!!
And it's here that kichdi was made as per a reliable source!!!
Rather than humanitarian aid this Deal ended up as a business Deal!!!!
Business deal between Foreign Governments and their nominated exporters what insiders feel!!!
A neat profit of about $ 200-250 / MT was made!!!!!
And via this modality the ban on rice meant for PDS was stayed!!!
Here people go hungry and our Sarkaar allows broken rice to be exported!!!!!
'How can we feed our poor if such exports are allowed' an expert had retorted???
And imagine the Food Ministry even sought EC's approval to procure rice to export to Nigeria!!!
Did not bother to check out a basic criteria!!!
And that is Nigeria did not want the rice as its own crop was expected to be good!!!!
So you can see a lot of jigger pokery was going on 'under the hood'!!!!
In the case of Sierra Leone the LC did not come from the Sierra Leone Government!!!!
LC was from a Swiss Buyer was sent!!!
Now Pawar , Kamalnath and DGFT Gujaral are refusing to answer sawaal pr sawaal!!!

Racial discrimination in IIMB
Your website is doing a great job not only in giving out whispers but also in tackling contemporary issues. I would like to bring to your attention an important issue which I feel people should know. It is about racial discrimination or a form of racism that is being practiced in Indian Institute of Management Bangalore (IIMB).

I attended a program on Public Private Partnership for a week in IIM Bangalore from 29 June to 4 July 2009 along with several senior officers of the Govt. There were very senior officers from IAS, IRTS, IRAS, AAI, NHAI, Ports and PSUs. Many were of the rank of Joint Secretary to Govt. of India and some even that of Additional Secretary rank. The program was sponsored and funded by the Planning Commission.

It was a residential program. While the accommodation was reasonably OK, the dining facilities were abysmally low in standard. The participants were accommodated in the common dining hall of the Management Development Center of IIMB. The level of hygiene and cleanliness was very poor. The staff had no training at all. They had unclean habits. For example, if you asked for a spoon or fork he would give it to you handle first, holding the head portion in his fingers. Cutlery was not washed properly. And sometimes when the rush hour was on we could not even find chairs to sit!

At the same time there was another dining hall next to the common one called VIP dining hall. This was better in terms of cleanliness and service. While the cream of Indian civil service was forced to eat under unhygienic circumstances, the VIP dining hall was given for the exclusive use of a visiting French business delegation consisting of white men and women. The Indians (we) were not allowed in the VIP dining hall while the white men and women were eating!

When the general lack of hygiene was brought to the attention of the course coordinators, they initially chose to ignore it, but upgraded the participants to the VIP dining hall when the French left. One of the course coordinators called it upgrade for good behavior!

I have written to the Director of IIMB, Pankaj Chandra, about this but I am yet to receive a reply.

If IIMB is practicing covert or overt racism, then it raises a frightening spectacle. 62 years after the departure of Brits, Indians are being discriminated in our own country by our own people. This is a crying shame!

I would like your site to bring this to the attention of all our fellow countrymen.

Bureaucrats failed to advise PM !
Apropos to M N Buch's comment on what happened at Sharm-el-Sheikh, I think the bureaucrats who accompanied the P.M. have failed to advise him. Or is it that there were some compulsions that are yet undisclosed. Whatever, the fog needs to be lifted away.

FM should initiate actions
Many persons who are obviously aware of the goings on in IT Department have objected to the leakage of information about raids on various builders in Gujarat recently.
It is precisely for this reason that the Finance Minister himself should initiate action. If the major builders in the metropolitan cities are targeted, it is sure to reveal thousands of crores worth of black money transactions. Targeting small fry will not achieve any ends and only alert the big fish. Are the small fish targeted only to achieve this by friendly interests in the Department? Are they trying to give ample time to the big ones to cover their tracks? Builders are one of the biggest sources of black money and they would not hesitate to pay huge bribes so they are not touched.

Attention: Secretary Planning Commission
You are retiring soon from government service. Please leave your mark so that the commission becomes vibrant. People are highly demotivated. There is highhandedness, arbitrariness and patronising attitude pervading althrough.
Officials are irregular to office, less than punctual to office timing, leave record not maintained, sections are dysfunctional. Administrative sections are in full strength but don't provide supporting services to other divisions to function efficiently.
USs ( even promoted adhoc) from CSS occupy designated single rooms but dputy advisers are made to share rooms. USs and DSs are provided the best of PAs and peons and full staff whereas even Directors who carry most of the burdens in the functional divisions don't have support. When DSs have full time peons, directors share a peon.
As a result some work because they are used to working and others make merry.
Is this the organisation you would like to bequeath. I think some smart actions are fesible.
