Oldest living ICS officer celebrates 103rd birthday today
Professor Samuel Martin Burke, ICS (Retired) popularly known as Burke Sahib is celebrating his 103rd birthday on Friday, July 3, 2009. Burke Sahib is the oldest living Indian Civil Service officer who retired from Pakistan and is now living in the United Kingdom.
Prof. Martin Burke's daughter Noel Parson responding to whispersinthecorridors.com says, her father has been very meticulous person throughout his life. Though health problems have bogged him down nowadays he still likes discussing about bureaucracy in South Asia with friends and has quick fix responses to problems.
Born in the Punjab village of Martinpur on July 3, 1906 he was a brilliant student. After doing his M.A. he cleared the ICS in 1930 and rose through the ranks of the whites-dominated higher bureaucracy. He served as a Deputy Commissioner and District and Sessions Judge in several districts before 1947. He became the President of Election Petitions Commission of the Punjab for the 1946 elections.
After 1947 he commenced a diplomatic career in Pakistan, handled the India desk in the Foreign Ministry and was Counsellor in HCP London, Minister in the Washington Embassy, Envoy Extraordinary and Plenipotentiary of Pakistan in Scandinavia, Ambassador in Thailand and High Commissioner in Canada. He retired in 1961, at 55, and commenced a third career as an academic. He was also Professor of South Asian Studies at the University of Minnesota

Why OSDs are not getting appointed?

Why OSDs to Ministers are not getting appointed ?.This question has been doing rounds in corridors of power. There is a perception at the Government of India (GOI) level that OSDs are basically Joint Secretary rank officers. In any Ministry cutting edge is at the level of Joint secretary. Where is NRAA?

The scenario of the impending drought has been staring at us and the hectic movements are now seen in the corridors of power. The PM backed high profile NRAA created solely for the rain fed areas to tackle the drought like situation is now in the limbo and has been sidelined. In spite of the good work done for the future of rain fed development the authority is not finding its real status and has been embroiled in officialdom. There is a feeling that only intervention of PM can retrieve the situation. Grapevine has it that CEO NRAA wants the authority in the Planning Commission to get it some teeth. The drought like situation may come in handy.

Training for higher education
It is heartening that the government has belatedly woken up to the need for enrichment of higher education in the country. But it should not become another subterfuge for giving liberal entry to bogus foreign institutions to make a killing in the name of a foreign degree. It is, perhaps, time to devise a training package for university and college teachers in India. Teachers of schools with pre-service training in education are more successful than raw hands. College teachers are given no training. The result is that everybody teaches what (s)he likes in whatever way (s)he likes. In higher education the situation is more arbitrary. Most of the time is spent on non academic activities. In the name of academic freedom, some teachers do not allow others to teach. Not that anybody intends to do so for some reason. Honest analysis reveals that it is 99% due to lack of training. Training can mould the teachers and bring out the very best academician in them.
In civil services, intensive training is given to new recruits. They are raw in administrative skills. But the gruelling training imparted to them turns out finely chiselled administrative beings out of roughs among them. Even with a mere graduation in any subject, but with intensive training and exposure during career, they turn out successful in life, excepting those who decide to ruin themselves. These recruits are also sent to foreign countries before completion of their initial training. But the college and university teachers are given no such beneficial training.
Is it not in national interest to have highly trained teachers with international exposure in our colleges before we allow FDI in higher education?
I have the personal experience of both academic as well as civil service and can say that training to teachers shall make tremendous difference. Let us remember that the Indian genetic material is of the best grade, but needs modernisation on a massive scale. Truly, the historical tragedy that can be termed India is nothing more than reduction of a knowledge society to a mere devasted habitation!

Grant 'Time Scale Promotion'
The grievance expressed under caption 'A Welcome Decision' could be redressed completely if my suggestion of granting 'Time Scale Promotion' is implemented in all Services, be it CSS, CSSS, CSCS etc., to name a few. Time Scale Promotion benefit, at present is available only to IAS officers.

The situation in BSF, as narrated by one Raj, who is surely a departmental officer, is true & pathetic. At the same time, his intention to bring out the poor work culture does not seem to be genuine because he is mainly against the induction of IPS officers into BSF. As per my estimate, against total cadre officers strength of about 4,000, IPS officers are merely 25 or less (1-DG, 3 Addl DsG, 14 IsG & 4/5 DIsG). If the cadre officers themselves failed to improve the work culture in their own force, what 20 IPS officers can do to improve the situation. It is simply a blame game, nothing else. As far as, the role of local police is concerned they are meant to aid the civil administration and petty criminals. They cannot be equated with CPOs personnel who are exclusively trained to fight with hardcore criminals/enemies for which they are adequately paid by the Government. Each and every sacrifice is suitably compensated by both Central & State Governments. These are the cadre officers only, who do not take care of their own soliders/their families. Who says that cadre officers remain away from their families for 28 years ? These are only poor jawans, on whose names, all facilities are begged for. Except for initial 3-4 years service on border, every officer enjoys soft staff postings at Btn HQrs with their families with all free facilites at the expenses meant for poor jawans. These are their own families who do not want to remain back at their natives, where no such facilities would be available. If you count, you will wonder, how many BSF persons are working as cooks/domestic servants termed as Security Aides in the houses of retired officers in Delhi alone. Nobody cares for proper infrastructure for jawans at Border Out Posts because there is proper arrangement for Officer Commanding the Coy and the visiting officers from Btn HQrs. CPOs jawans are living in inhuman conditions but there is none to take care of their grievances because their own officers are busy in grabbing soft postings/ promotions and rooting out IPS officers. May the God takes good care of these Forces, which are being driven to wrong side.

What is the wayout?
When PIOs/Appellate authorities are notified, it is done by name. Is there any provision in the RTI Act and Rules for dealing with a situation when the designated PIO or the Appellate Authority takes ill etc necessitating long leave and therefore the RTI application remains unattended beyond prescribed schedule?

No doubt Mayawati is setting new standards for wastage of public money by spending in on parks and statues while larger sections of society are suffering from lack of basic facilities. However Congress cannot take any high moral ground on this issue as they have been no different, if not worse Maywati, in wasting public resources. How are the full page advertisements in newspapers costing crores of rupees helping the common man. to be fare to Mayawati at least her parks are leading to creation of some capital assets and may be providing some employment to the poor workers but the publicity expenses of the Congress are just feeding some top media houses and is sheer wastage of highest order. Of course the bureaucracy and media are silent as former has lost all its spine and the later is a direct beneficiary of this larges of the government. It is a high time that some concerned body may be Supreme Court or CAG take note of this disgusting wastage of public money in a country where a large section of population does not get even the basic amenities of life. For God's sake stop this nonsensical wastage by all the political parties across the spectrum.

If unorganised services can get it why not organised services ?
It took Sixth pay commision more than one year to define parity of organised services with 2 years gap from IAS. It took 8 months for DoPT to issue OM. After another 3 months, the actual dates of promotion due, to avoid stagnation, were issued. Now nearly three months are over but in many organised services, action still needs to be taken. Simple lethargy, incompetence, politics, ignorance, corruption, feudal mentality and dictation by clerks to change recruitment rules, define constitution of screening committee, new benchmarks etc are the reasons. It would be better if DoPT had asked for list of all officers ( although it already has them) and issued orders.
What is delaying issue of orders related to next Grade pay after 10 years in one Grade pay. Again DoPT would be advised to issue orders for the persons concerned since cadre controling authorities may like to perpetuate the feudal mentality.

Still reeling under "Extension Raj" ?
This is the third time extension of the tenure of the CEO of India's biggest Central Public Sector Undertaking within a span of two years (as if Indian Public sector had no other professional to lead such an organization). It is a pity that when Government of India is planning for a massive expansion program in the Power sector by adding a generation capacity of over 100,000 MW in the coming decade, the pivotal organization which has to supply and install the plant and equipment is still reeling under "Extension Raj".
It is high time that the UPA Government especially the veteran minister Mr. Vilasa Rao Deshmukh should direct PESB to take expeditious step to hunt for a dynamic manager, who can spearhead this organization and meet the enormous challenges, it has to face in the coming years.

P S Gill, IPS(JK-74), who is joining his new posting as DGP Punjab is really a right choice for the tough job. He is very kind hearted and professionally sound officer, who have always won the hearts of his seniors as well as juniors. It is co-incidence that he is today taking over the charge from his elder brother R S Gill, IPS (PB-73) who shall be serving as DGP/Director, Punjab Police Academy, Phillaur till Feb'2010 under command of his younger brother, who is also one year junior to him in service. But all is well in the family. My heartiest wishes to P S Gill for his successful tenure in Punjab.

Naming of projects
Needless controversies are being created due to the party in power insisting on naming schemes and projects after certain individuals. This undesirable practice started by the Congress has by now become a normal method of getting cheap political gains by all parties. It is high time this practice is stopped.
All such projects and schemes which are made for the people from the taxes paid by the people, belong to the people and the country, not to any political parties. A project or scheme can be named after any individual only with approval of a two thirds majority in the Parliament or the State Legislature, as the case may be.
