Divided opinion on retirement age ?
As the grapevine has it there is a divided opinion within the Congress as far as increasing retirement age of Government servants including officers to 62 years was concerned. As the grapevine has it Indian Prime Minister Dr. Man Mohan Singh including his cabinet colleagues like Pranab Mukherjee & P. Chidambaram were in its favour. However, there are no takers for this idea in the "RG" i.e. Rahul Gandhi brigade.

Powers of Railway Ministers of States withdrawn
Financial powers for approval of tenders for large contracts in the railways have been withdrawn from the Ministers of States. Air India to vacate LIC building in Delhi
The National Aviation Company of India Limited (NACIL) i.e. Air India of which Chairman cum Managing Director (CMD) is Arvind Jhadav , will reportedly be vacating Jeevan Bharti building of LIC. Verbal approval by Election Commission - The appellant was informed that his transfer from the post of SP, Vaishali was purely on administrative grounds by the State Government after discussing with the ECI - no communication with the Government of Bihar is available in the Secretariat of the ECI on this subject and the transfer was approved verbally.
Recommendation - u/s 25(5), the Commission recommends that the Election Commission should consider all aspects of actually holding such information in cases where they recommend or agree to transfers and postings of officers given the responsibility of SPs & DCs in Districts where Elections are being conducted - this information should be allowed for access to such officers, subject to the exemptions provided in the Act - it would ensure that such action does not thereafter become an unfair ground for suspicion or doubt on the character of a civil servant.

SAIL Chairman S.K. Roongta's response to Budget '09

The budget puts a clear emphasis on infrastructure building through substantially higher allocation for JNNURM, Bharat Nirman, national highways, railways, housing for paramilitary forces etc., along with an initiative for funding of PPP projects through IIFCL and banks. Continuation of stimulus package, specially relating to lower excise duties, is encouraging and abolition of fringe benefit tax (FBT) is a welcome move. These views have been expressed by SAIL Chairman S.K. Roongta. Higher income in the hands of the rural population through NREGA, etc., should help industry indirectly, he added. As already spelt out by Finance Minister, there is an urgent need to remove policy, regulatory and institutional bottlenecks towards implementation of various projects/schemes. We hope necessary follow-up initiatives and measures would be taken by the Government.

IAS intervention has become necessary
The officers of the CPOs are venting their grievances through your website that the IPS officers are not at all looking into the problem of the force and rather busy in enjoying the facilities and perks there.
Now the time has come when the post of the DGP CPO should be reserved for the best service of the Country i.e. the IAS. None of the problem of the country could be effectively and efficiently tackled without the direct involvement of the IAS. The pathetic conditions in which the junior officers of the CPOs are in and the way these incompetent IPS officers are handling the CPOs is quite evident from the fact that all the grievances of the junior officers are intentionally being ignored by the IPS officers who come on deputation to the CPOs.
Government should seriously think to ban IPS from going on deputation to the CPOs then stop recruitment of IPS and increase the recruitment of IAS so that they can look after not only the development and other problems of the country effectively but also improve the functioning of the CPOs by dint of their experience in handling law and order situation in the districts. This seems to be the only way to improve the conditions of the suffering lots in CPOs.

How will RBI declare the names of its officers dealing with disclosure matters? They do not even have any policy for the Banks in the country to disclose about their Loan-Repayment Position..... even after so many Banks, across the world, are failing.
No wonder the Governor RBI gives a hollow promise to pay on the currency notes....!!

Humorous observation
This refers to your report that at in an elite party the topic of conversation was that the mother and son duo does not know what is going on in Government. This is quite humorous observation which is in stark contrast to the common knowledge and frequent news reports that they have the final word on important issues and whatever they want, will be done by the Government. Frankly, in the interest of the Government and the people, it would be good if they are not allowed to concern themselves with the Government because they are not in Government. Let them focus on their own party and leave the Governance to the Government. The million dollar question is whether the PM has the will to ensure this?

High handedness of reporting officer
I submitted my Self -Appraisal for the year 2008-09 to my Reporting officer on 10.4.2009. But my Reporting Officer has not written ACR till now. All my requests in this regard are in vain. This is the height of discrimination and harassment on the part of Reporting Officer. As per DOPT guidelines, the ACR must be reviewed upto 30.6.2009. In such circumstances, whether the high-handedness will come in the way of my career. What is the action against such ROs, who do not write the ACR timely?

Anomaly in exemption of TA from IT
I intend to draw your kind attention towards the fact that before implementation of VI Central Pay Commission transport allowance given to employees (@ Rs. 100/-, 400/- and 800/) was fully exempted from income for the purpose of income tax. Thus Rs. 9,600/- were reduced from income at the highest slab of transport allowance. VI Pay Commission has given transport allowance @ Rs. 600/-, 1600/- and Rs. 3200 + DA thereon. But for exemption of transport allowance from income, old slab of Rs. 9600/- is being resorted to. It is given to understand that fresh orders to remove this anomaly will be issued by CBDT. Can someone please take note of this to help the employees.

Complete overhaul required
The Minister is blaming not only the staff but also the management of Airindia saying that they had full freedom and there was no interference from Ministry. The Unions say it and public perception is the opposite of what the Minister says. All machines, especially the ones like Aircraft need a complete overhaul periodically. A stage has come now when the entire structure of aviation i.e. Air India as well as the Ministry need to be overhauled completely from TOP to toe.

IPS officers are regarded most
I want to convince Amitabh Aggarwal, Advocate that unfortunately I am not an IPS officer but one of the poor jawans, who have seen the reality of Force on ground. I may also add that these are IPS officers who are regarded most in the Forces because of their style of working and civilised behaviour. As far as cadre officers are concerned, barring few good ones, almost are disliked because they do not want to redress the grievances of jawans but treat them as slaves. Cadre officers remain busy in their own ego clashes within groups such as SSCOs, Direct Entrants, Promotee Officers (further divided into sub-groups based on their background e.g. Communication, General Duty, Ministerial, Junior Engineers, Water Wing, Sports, Motor Transport etc.). Outside people do not know the inside matters of forces and inside personnel are not allowed to speak outside. Further, exemption from RTI Act on security grounds, is helping them to protect even their corrupt fellows. If I disclose my identity, I am liable to be fired on the grounds of indiscipline and you will not be able to protect me in the Court of Law as you know, in Force, the Court is their own, witnesses are their own, prosecutors are their own, defending witnesses are their own and most importantly the Judges and Appellate Authorities are also their own. The conviction rate by such Force Courts is 100% because charge-sheet is framed only when one has to be fixed. How much I should write more in this regard ?

DOPT has made mokery of 2 years pay parity with IAS accepted by Pay Commission & Government. CSS officers are totally negative and can create mess of any issue. CSS has added so many ifs and buts in notification that total intention of 2year parity concept has gone to doldrum. God may prevail positive sense in them.

Is PESB Still Required?
The matter of another extension to the CEO of a premier PSU has become a hot topic of public debate. Stories have been appearing from time to time about delays in selection of key personnel for the PSUs or the rejection of the panels recommended by the PESB by the Minister concerned or ACC approval not being granted to the person(s) recommended. If a review of all the recommendations made or not made by the PESB and approvals or disapprovals in the past 20 years is made, it will be quite astounding! The IIMs or the National Business School can do a case study. A time analysis and failure analysis of all posts referred to the PESB during these 20 years and the effect, if any, on the adverse health of the PSUs is done in the case study, it will reveal that the PESB has really long outlived its utility & relevance. It is now just a majestic island for the netwoked, who are deft at turning the wires in today's administrative culture. It is, perhaps, the single most significant institution responsible for unnecessary or undeserved extensions and unfilled vacancies in the PSUs.
Should PESB continue to exist or be immediately wound up in the interests of the general economy of the country and particularly the profitability of the PSUs? To do or not to do, that is the question!

We can only generate domestic demand !
We cannot influence world demand (as we contribute less than 1% to world trade) by giving some sops to export industries.
We can surely generate domestic demand by putting more disposble income in the hands of individuals. If Rs. 60.000 crores income tax rebate is given to individual taxpayers then Rs. 40,000 crore additional demand will be created(34% being saving rate)across all sectors that consumers want-- a sure way to boost economy. This will be much more effective, than giving same amount of sops to industry. Even if the benefits are passed on to consumers by industry, people will not buy a product simply because it is 2-3% cheaper!
Similarly reducing interest rate will not help industry much as it will result in hardly any reduction of costs(Interest cost is about 5% and if reduced by 1%, it will reduce cost by .05% only) but will reduce income of people by several thousand crore as interest rate on deposits will also be reduced, resulting in reduced demand, besides adding to inflation.
So giving more income to people through fiscal policy, NREGA and other poverty alleviation schemes appear to be the best solution!!!!!
The talk of 7% or more growth appear to be a joke as even the US authorities (USA creates demand for the rest of world mainly) have not ventured to announce any figures the way our expert economists seem to mouth. The current finance minister was the only person to mention sometime back that we don't know what exactly will happen- he is an experienced and an astute person and do not perhaps pretend to be an intellectual know all ! although he has been a genuine professor in the past!'

Why import DGP from J&K cadre?
I am unable to understand the decision of Punjab government to import a DGP from J&K Cadre while its own cadre is flushed with IPS officers. One Punjab is now a more or less a peaceful state without any major insurgency issues which need intervention of an expert from J&K. Second in any case most of senior Punjab Cadre officers are well experienced in handling any such threat as they had already won a major war against terrorism. This type of political interference in appointment of senior most position would only demoralize its own cadre as it is in a way an indirect comment on the competency of the state cadre as if it does not have competent officers to man the post of DGP. It is even more surprising that MHA has permitted this gross injustice to the state cadre despite all talks of police reforms.

It is not fair
Bringing heads of cadre posts of All India Services like IPS from outside is very unfair to the officers of the state cadre who serve for their whole career in the cadre hoping to reach the top position some day. Cadre officers also acquire immense experience and in-depth knowledge of their state which is not available to the outsider who parachutes into the top position due to extraneous considerations (and perhaps back room deals with the political masters). Moreover, for any acts of omission or commissions, they cannot be disciplined by the borrowing state as is evident in case of SS Virk, former DG Police of Punjab, who is now being shielded by the State of Maharashtra whose cadre he belongs to, even though the borrowing state Punjab where he was brought in as DG Police has many cases against him.

Chidambaram fooled us
Government servants have been fooled and the proof is the VIth pay commission which was very much hyped in the newspapers, TV channels etc. Very cleverly even the meager benefits that the V th pay commission had given to the babus have been snatched away from them. Introduction of ACP was like an oasis to the govt. servants specially the Grade D stenographers of CSSS. Due to the stagnations in the promotions of grade Ds, this was some sort of relief to them as they would now atleast get the monetary benefits of next 2 scales. And then came the VIth Pay Commission which introduced 3 ACPs plus the pay bands. What we thought that now atleast we could jump 3 scales higher. But what actually came out from that was that what we would be getting in 24 years, (that is 2 ACPs), we would not be getting even after 30 years (after 3 ACPs). A steno gr. D who gets 2600 as grade pay would get 2800 grade pay after 10 years, 4200 after 20 years and 4600 after 30 years, i.t. not even the scale of an S.O. The UDCs too are affected, but not too much, since they get promoted anyhow. The plight of Stenographers is worse as 1981 Grade D stenographers are still awaiting to get promoted i.e. even after a span of almost 3 decades whereas an LDC of the same year is expecting the 2nd promotion i.e. of an Assistant. It is very sad that even the sufferers are silently sitting and not doing anything about it.
