populist out and out!!!! On this there is no doubt!!! What worries is
how much of the populist schemes will reach the target!!!! Miniscule has been

view of the past practice for the last many years of filling up one post against
three vacancies due to retirement, resignation, etc. and the resultant shortage
of staff; for overcoming financial outgo due to retirements; meeting payment of
2nd instalment as a result of implementation of 6th Pay Commission's report, etc.
etc., there is a strong case for increasing the retirement age to 62 years. Dharam Neither
the MOF should be proud of nor the public be happy The banking cash transaction
tax has been repealed last year and this year it is the turn of FBT, as the pundits
say. Next year, it may well be the tonnage tax. All these were ushered in with
lot of fanfare and would go down with useless expenditure on forms and stationery,
software and hardware cost, both to the government and the public, and to add,
the costs on continuing and pending litigation. In living memory and in all taxing
jurisdictions, these taxing provisions would have had the shortest period of operation,
a record of sorts. Something, neither the MOF should be proud of nor the public
be happy about. Taxation measures are framed on consistently relevant historical
data and are designed to hold fort for a consistently durable length of time.
The conditions which precipitated the enactment of all these provisions have not
changed one bit in the last 3 years, so why the need for repealing ? Unless the
enactments themselves came about on somebody's whim and somebody else's brazenness.
Is it not time, the MOF comes with a disclosure on the money spent both by the
government and the public on enactment and giving effect to the repealed provisions,
the pending litigations on the repealed provisions, and the reason as to why the
provisions have been repealed, along side the names and identities of the worthies
in MOF or else where who broached the idea and piloted those through to legislation. Ram

and Sr. PPS. Only DOPT should know what their actual responsibility is because
when we stenos after having put in service of more than 20 years can do the work
more efficiently with sr, officers(taking dictation and other works); these PPS
and Sr. PPS simply do the liaison work and call themselves DS and US. This work
can be done by anybody irrespective of their designation. Surprisingly, DOPT is
a silent spectator for these persons. A visitor Government has
befooled the Government Servants on various counts The increase has been
only given to IAS and Class I Lobby and staff has been ill-treated. The very formula
of fixation of Pay Old pay as on 1.1.2006x 1.86 for staff and old pay as on 1.1.2006x
2.7 for officers is clear cut discrimination policy of the Government. It seems
Class I officer is more poor than staff. Staff stagnates for 20 to 25 years and
sometimes even retires at the same post where he is recruited. It is high time
Government should consider anomaly commission and sort out this issue of staff

Yes I am a Cadre officer of BSF. So what Mr Sat B? You talk of only
25 officers of IPS in BSF ! But look where are they. All the supervisory and directional
level posts are occupied by them. So who makes policy? The personnel Provisioning,
Engineering Directorate and most of the frontier headquarters are commanded by
these IPS officers. In order to accommodate them, they are first given a paper
posting to Delhi for 15 to 20 days so that they can get accommodation and then
they are posted out to frontiers from where they come back to Delhi after two
years as a matter of right. Raj It is the IAS lobby not in favour
News on this site-"Why there has been delay in decision on appointing
OSDs to different Ministers? Reason for this is said to be Government of India
(GOI) not being in favour of having them." Read between the lines. It's not
GOI which is not in favour. It's the IAS lobby not in favour due to its own vested
interests. Sanjay Singh PESB's Raison D'être !!! Based
on my hands-on experience of six years as Secretary, PESB, I find it totally unjustifiable
to go along with the view that the PESB needs to be wound up ! During my stint
in the PESB ,I had occasion to interact with a large number of public sector executives
including CMDs of Navratna PSUs. They were unanimously in favour of retaining
the PESB in their own interests. The Board served as a shield against the ministerial
onslaughts where the Officers and Ministers treat their public sector units like
fiefdoms. The fountain-heads of corruption lie in ministries! One often hears
of cases involving quid pro quo deals with the political Executives. These are
not mere hearsays but hard truths, which no self-respecting Indian would like
to hear! The ministries ( Read as Ministers) do not permit forwarding cases of
extensions of tenures, appointments, confirmation of tenures etc to PESB ,unless
their demands are met. This is euphemistically called 'Boundary management'. Secret
deals are, sometimes, struck through 'fly-by-night' operators, wheelers and dealers.
All other parameters being equal, the serious aspirants are the casualties. The
smart ones succeed! The principle of selecting the "Right person for right
job", remains buried in the text-books. Who has been responsible for
this mess? Undoubtedly, it is the successive Central Governments in power ever
since PESB,s creation in 1978 as an autonomous board by DOP&T, which is invariably
headed by the Prime Minister. A weak PESB is easy to manipulate by the Government
of the day. In case of sensitive appointments , signals are received from some
source located in a 'House' or an 'Office', which I would not like to identify
as I do not intend to embarrass anyone. I had unsavoury experiences during the
NDA regime. Unfortunately, the story continues. Only, the characters have changed!
So with all this happening , What is the prescription? We do not need to be management
experts to know the answers. We ,merely, need to think' Out of the Box'. The answer
lies in upgrading the present status of PESB by according it Statutory or Constitutional
status. It would be appropriate to bring even the Board-level appointments in
Banking institutions under the purview of the reconstituted PESB. On the analogy
of the UPSC , a Constitutional Board ,headed by an eminent person preferably a
retired high court Judge with the rank of MOS, who could withstand politico-administrative
pressures ,assisted by professionals and management experts, would meet the need
of the hour. The retired bureaucrats should be declared 'persona non grata'!
But, can the GOI achieve this Utopia? Perhaps, never? So, let the status quo of
corruption continue unabated as the path of least resistance. It suits everyone
except our Country, which is,in any case, moving ahead on "Bhagwaan bharosay". A
K Saxena (A retired civil servant) Cruel joke on the aam admi Pranab
Mukherjee has played a cruel joke on the aam admi by raising the I.T. exemption
limit by a laughable amount of Rs. 10,000-15,000. Assuming that everyone pays
tax at maximum rate of 30%, the maximum relief amounts to Rs. 375/- per month.
95% of the people will get relief of less than Rs. 200 per month. We, the aam
admi (read beggars) reject this kind of charity to us straightaway. The money
saved by him by not increasing these limits can be spent by him in releasing massive
advertisements from public funds to extol the virtues of his Party and its President.
