DoPT issues directives regarding woman participation in recruitment agencies
Department of Personnel & Training has directed all appointing authorities that it is mandatory to have one woman member in the Selection Boards/ Committees for making recruitment to ten (10) or more vacancies and lady candidates are expected to be available for the service / Post. Besides, where the number of vacancies against which selection is to be made is less than 10, no efforts should be spared in finding a lady officer for inclusion in such Committees / Boards. Moreover, in the event of such an officer not being available in the Ministry / Department itself, lady officer may be nominated from any other office at the same station and wide publicity be given to all appointments in Government.

UP Governor's term expires
The five year tenure of Uttar Pradesh Governor T V Rajeswar expires on July 7. He is however likely to continue till the decision on his successor. Rajeswar was appointed the UP Governor on July 8, 2004, after his stint as the Governor of West Bengal, Sikkim and Arunachal Pradesh after retiring as the director, Intelligence Bureau (IB), in 1983. However, some senior Congress leaders are in favour of giving another term to Rajeswar.

With markets down Sarkaar does not want to undersell PSU shares!!!!
Not when on the Street you see few bulls and more bears!!!
India Inc. has gone in for QIPs when the market is in a slump!!!
Seems India Inc. feels Stocks will go down more and so Stocks they did dump!!
But why are QIPs being bought into??????
Well issuers need funds desperately and buyers with piles money feel something they have to do!!!!
Buyers are taking a long horizon view and feel in five years these shares will rise!!!
And their feeling is that they are being wise!!!
So those going in for QIPs are selling cheap,
As in debt they are neck deep!!!
Buyers are buying as cash is aplenty and in five years they feel stocks will rise!!!
And touch new highs!!!!
And as there is no lock in buyers can sell QIP purchased shares whenever the want to,
And if they feel matters are not moving as per their targets this they will do!!
Sarkaar has no incentive or need to sell PSU's cheap..... urgency is not there!!!

Moreover Sarkaar should realize minority disinvestment does not work.... failed,

Fused bulbs again?
Further increase in the age of retirement has never been under consideration of the government after the age was increased from 58 to 60 few years back. IAS officers who are nearing retirement are fully entitled to day dreaming. From time to time they influence Dr. Mehrotra to publish a false news. Hopefully, this minor falsehood does not affect the credibility of the site too much.

Retirement age at 60 !
Atlthough much has been written, one cannot refrain from making an observation. All kudos to RG team for resisting this move. I wish to draw attention to Maggie Thatchers New Public Mgmt NPM of 80s, wherein she gave a golden handshake for all those above 55 ( retire everyone at 55), create vacancies ( 3% posts = 1 yr : 5 yrs translates to 15% vacancies). All the posts should be filled up ( not 1/3rd) , but the government will end up making a saving . let us say 1 Assistant is retired at 55, his replacement will be drawing 1/2 salary and will be more /equally qualified. The benefits of reducing the age of retirement to 55 or 56 is good for improving the administration of govt. Moreover, those who are made to go, have a productive 10 yrs and they can contribute best . In case 55 appears too redical, make it 56 or 57 . the humbug of experience should not hold back the govt from not taking a decision ( the fall will be early promotions , which wil be motivational )

Weed out the inefficient !
It is alright to increase the retirement age to 62,but at the same time Government should formulate a policy to weed out inefficient and corrupt elements in the service. If you look at the States' Secretariates, you can see than less than 30% of the IAS officers do work. Some even play Golf in office time.

No heading for welfare
Sixth Pay Commission amongst other things recommended rationalisation of HBA or tying up with public sector banks, but despite so much time there seems to be no heading for welfare measure for larger chunk of CIVIL Servants. Current limit of Rs. 7.5 Lacs is artificially low and not linked to ground realities. Getting loan from Banks is more expensive and being government servant, government should not deny legitimate welfare measures. Can this forum act as messenger to the concerned ministry to come up with realistic scheme now? Especially when the presentation of budget is over and more allocation is ordered by the FM?

I can understand the pain of Aurrat (WIC 6/7/09) He is so pained by one DG coming from outside to Punjab. I hope he and his bretheren in the IPS will also have same sympathies for the cadres of CPOs who not only have to suffer the DG but also officers coming on deputation even at the level of DIG and blocking the avenues of cadre people from becoming even DIsG

UN assignments of civil servants
India ia a global player but on many occasions it is noticed that India is unable to carry its strength to the international arena ( including in complex negotiations). One reason is the inability to send seasoned bureaucrats on foreign assignments. The Government of India should actively encourage officers to apply and go for UN assignments. However, this should be for a maximum period of 5 yrs . Morever, there should be a bond that the civil servant will serve the Government of India for atleast 3 yrs after his assignment. Those in the Government of India should also be allowed to go, once their assignments under Central Staffing/Fixed term assignments are getting complete or atleast 80% over, say 4 yrs out of 5 for Dir/JS level officers and so on this is essential to strategies on complex matters such as in WTO, ILO, World Bank etc, but may perhaps apply equally well for other UN organisations such as UNCTAD, UNICEF, UNESCO, WHO, FAO, Etc

PESB is necessary
I am in the private sector and have appeared for interviews in the PESB several times for appointment at the Board level in public sector. I failed to get selection as I could not meet the demands of the Ministers, who controlled the PSUs. The views given by the former Secretary PESB must be considered by Rahul Gandhi, the General Secretary of the Congress party in the interest of good governance.

Kudos to your website for posting the views of the former Secretary, PESB. As a former CMD of a PSU,I agree 100% with what he says. There should be a check on the freebies enjoyed by the officers and ministers from the PSU, under their control. I am 75 years old. Such things never happened during my time. Will the Prime Minister look into these matters?

As a serving PSU Executive, I fully endorse his views about corruption in appointments matters in the public sector. The allegations are correct. The restructuring of PESB is very necessary. Not finding solution
It is true that the Urban Development Minister is also trying to find easy way out instead of finding real solutions to problems of home buyers. The trend of forcing banks to give easy home loans at lower rates was really pushed to the limit by Chidu and builders could make hay while his sun was shining.
Unfortunately, it seems that even the new Govt. is either working for the builders or is not capable of forcing them to bring down prices to realistic levels. After all, the people do not have the deep pockets that the builders have!

it is correct
It has been correctly pointed out in "DOPT has made mockery" about pay parity orders issued by DoPT while giving non-functional promotions. In another feature, it has indicated that batch for non-IAS services will be as per year of joining. Even when some officers from the same exam and belong to same cadre, there could be different years of joining ( even if separated by only a few months), they would be considered different batches. The reasons for late doing may perhaps be due to "efficiency" of the cadre controlling authority. This would make a junior in merit, senior. Thus the principle would be "first come, first serve". This principle was adopted by Dept. of telecom and held "unjust" by recent high court judgement.
Surely, some one in DoPT needs to apply his/her mind more constructively.

Budget 2009-10:
It is silly to say that it is an "am aadmi budget" because the more richer persons and the more earning income persons are the real beneficiaries. An "am aadmi" is not concerned about the discount in luxurious cars but interest only discounts and benefits from the items that suit an ordinary Indian middle class people. This budget indirectly if for the benefit of higher class of the society and it has indirectly fooled the middle class and lower class. Slowly and steadily this stable government, it seems will ensure only for the stability of the richer sections of the society and not for the salaried and middle class.
