INTERVIEW WITH ARUNA SHARMA ,DG DOORDARSHAN,

Pradesh cadre IAS officer Ms. Aruna Sharma who has left her impact wherever she
went is now a day looking after Doordarshan in her capacity as its Director General
putting in all her efforts not only in improving its programming but also transmission
and more importantly reception quality. Besides, she is focusing more on issues
like primary compulsory education, guaranteed nutrition and issues related to
labour laws. Since, DD has various channels, she is concentrating on working out
a different strategy for programming for each channel. Her main aim is to brink
back the glory of DD She talked at length to the whispersinthecorridors.com.
Following are the excerpts.
1. You did not agree to give interview
immediately after taking charge in DD but now its 4 months since you have taken
over as DG Doordarshan, what is your vision about the Doordarshan. Yes,
I did not agree to comment immediately after joining the Doordarshan, as I always
prefer to speak when the detailed strategy and plan of action is worked out and
is ready for execution. Doordarshan, as all are aware is largest terrestrial
and satellite network and thus my immediate intervention is in terms of programming,
transmission and more important reception quality. 2. You have listed
programming , now with competition with private channels what is the way to compete
with them. Programming in Doordarshan is also for information and education
besides entertainment and news. Thus to address above areas and mandate of each
channel a different strategy is to be adopted. To improve the content and presentation
regarding information, special prime slots have been identified. The focus of
the issues is not as per ministry in the government but on issues. To illustrate,
the issue of 'Children' cuts across primary compulsory education, guaranteed nutrition
and issues related to labour laws. Thus the discussion forum is comprehensive
cutting across Ministries and Programmes but converge schemes for the common objectives.
I definitely have advantage of subject matter and the problem areas due to my
experience in administrative service. Special attention is given to ensuring framing
issues, presentation and packaging. IGNOU and UGC has been asked to give
us fresh programmes instead of relying on repeat programs. DD-National, do
have entertainment segment. SFC experiment is successful; hence focus is to get
still better programmes. Very soon we are coming with some new programmes. Attention
will also be paid to publicize. DD National the fixed time chart is being reworked
and for systematic introspection channel monitoring has been introduced. Monitoring
enables to understand the competition at that particular time, besides content,
presentation and also quality of reception. 3. Doordarshan is multi-channel
and also have international Channel, what are the plans for them For
programming, for each channel a different strategy is worked out. It may
sound strange but it is important to have special attention on transmission due
to vast spread and more important on reception. To give an example Tata Sky was
putting DD National and News on not the right frequencies and resultant was faded
and jaded image. That has been corrected DD- India arrangements made to transmit
in 146 countries since last 15 years. However, mechanism of assured reception
was off and on, thus the last leg of downloading the signal and transmitting to
household is the issue. Thus steps have been taken to ensure the last leg is assured.
We have now worked out systematic plan for the same. For, DD-India we are
working on 8 hour loop to cater for different timelines. The content will have
information about educational institutions in India, Medical Tourism, information
for tourists not on just sites of interest but also our culture and heritage,
Information on Business Opportunities. Besides, Culture, Dance, Entertainment
and Bollywood will be the inputs. DD-News have USP on content, detailed discussions
with the team and mechanisms have been worked out to ensure better research, visuals
and presentations. 4. How do access the manpower in Doordarshan?
The advantage of Doordarshan is trained manpower but disadvantage is it is
ageing organization and thus needs to revamp its mechanisms.. Besides steps
have been taken to computerize the Budget, this year for the first time all the
kendras got to know the budget available to them head wise through out the year
right in the beginning of year. This will enable systematic planning by all Kendras
and also ensure fiscal discipline. There are many litigation cases, analysis
of issues is being done for each cadre to find out solutions so as to not just
end unnecessary litigations but work out a logical answer to the long grievances.
Transparency is encouraged and we are now putting information about pending
projects, proposals etc on LAN for easy monitoring. 5. Doordarshan is
Host Broadcaster for Common Wealth Games, what is the level of preparedness.
The team is well geared to take the challenge; Attempts are to have HDTV channel
transmission arrangement by then. I have major and a fall back plan for the same.
6. What is your dream for Doordarshan? I look forward for Doordarshan
to get back its glory. Special Channels like DD-Kashir, DD-Urdu and for North
East to establish themselves with good content and quality programs. Doordarshan
team is talented and my focus is to systematically identify the gaps and issues
and step by step resolve the same.

Frederick Roy Kharkongor a young
IAS officer of Assam-Meghalaya cadre belonging to 2000 batch is making waves in
the field of tourism. Recently, speaking as an invited panelist during the plenary
session of the national seminar on rural tourism organised under the aegis of
the Madhya Pradesh Tourism Development Corporation (MPSTDC) in collaboration with
Ministry of Tourism, Government of India (GOI) and CII at Bhopal, he impressed
guests. Mainly present on the occasion were Sujit Banerjee Secretary Tourism to
GOI & Ms.Leena Nandan Joint Secretary Tourism to GOI. Frederick Roy Kharkongor
as Deputy Commissioner of Jaintia Hills District in Meghalaya from 2005-2008 had
conceptualized and facilitated the implementation of the Lalong Rural Tourism
Project- Meghalya's first Rural Tourism Project. The Project turned out to be
a pioneering start to community based tourism initiatives in the district, he
said. He till recently was DC, West Garo Hills & now has been made Registrar
Cooperatives. His presentation had impressed national consultant of UNDP and various
national representatives of the Tourism industry, with his wide-ranging involvement
and interventions in Rural Tourism. He also piloted the DRDA special tourism projects
in the district, where seven Tourist projects were successfully executed in five
different blocks of the district, through convergence. Of these four have been
handed over to the community, in an effort to provide alternative livelihood to
the rural poor and to encourage protection besides preservation of their cultural
and natural heritage, added Kharkongor. Several village based tourism societies
have also taken root. He also created & marketed the "Discover Jaintia
brand of Tourist Festivals" in 2006 2007.The Festival is now being organized
by the Jaintia Tourism & Environment Society, and is part of the States Tourism
calendar. Even in West Garo Hills District, Sasatgre/Chandigre Rural Tourism
Project was handed over to them .He is actively collaborated and converged with
departments like Soil and Forest to facilitate creation of tourist projects in
the district and at Nokrek Biosphere Reserve, a recently recognized UNESCO World
Heritage site. In 2008 he had organized for the first time the AHAIA Tourism Festival
on a grand scale. He was also actively engaged in promoting eco tourism through
fish conservation at various sites. Apart from this he is a Charles Wallace Scholar,
a fellowship under the British Council and has done a professional fellowship
at London School of Economics (LSE) and at the University of Durham in 2004.This
was the third time that the Ministry of Tourism GOI had invited him to deliver
talks and make presentations on rural tourism, a sector that is fast emerging
as a niche developmental tool, in "Incredible India" campaign's foray
into rural India.

borrow one and Artiyas in their books write ten!!! Freeing Farmers from their
clutches should be done!! These Arityas are money lenders, fertilizer stockists,
money lenders all rolled into one!! Though a pesticide may be bad for a crop
they'll force the Farmer to buy it!!!! The Farmer will poison his crop and
his crops pyre by the Farmer himself will be lit!!!

will be at the mercy of the Artiya to survive!!!! And with the Farmer at his
mercy very 'cruel' deals Artiyas are known to drive!!! What development do
we talk of when such people rule rural India with an iron hand??? Everyday
thousands of Farmers ka Artiyas all over India bajaathe hai band!!! Most Artiyas
are either small time politicians or are politically connected!!! And hence
by the Cops are well protected!!!

They are middlemen without a aatma!!!
If you ask me Omar Abdullah has pushed

same grade, ex. some getting Grade Pay Rs.4600 after 20 years/30 years most of
them just six months back have got Grade Pay Rs.4800 as 2nd ACP and immediately
3rd ACT in GP of Rs.5400. This is an deliberate attempt by the DOPT to deprive
the benefit to maximum employees and restrict it to only fewer employees. But
DOPT should also ensure that only this "fewer employees" are more responsible
for the work and not all. DOPT is not capable of doing this and that too when
they do not know for what purpose the post of PPS and Sr. PPS had been created
and what are their duties.

Need to reform police force
Two incidents in the two different corners of the country i.e. one of
fake encounter at Dehradun and other of the hooch tragedy in Ahmedabad again underline
the desperate need to reform our police force. How many innocents have to die
before the government actually wakes up to reforming our police administration
which is gradually turning from bad to worse. Unfortunate part is that top leadership
of police is either actively conniving or (right ones)is a helpless spectator.
If we want to proclaim ourselves as a modern progressive nation than we need to
first reform our colonial police and administrative structures in the absence
of which all progressive policy announcements would have no meaning for want of
actual implementation on the ground.

should guide yougsters Some of the most outstanding IRS Officers, including
Chairpersons/Members of CBDT, get Settlement Commission Membership or Ombudsman
as post retirement opportunity/challenges to re-excel and show their high caliber.
As such, after having worked as Senior Tax Administrator ,the meritorious ones
may be requested to join training institutes to guide/bless the youngsters and
subordinates passionately to ensure quality Tax Administration--- a must for our
nation at this juncture....

Vittal can bring
back the glory of PESB.
N Vittal is the ideal person to be the Chairman
of PESB. The erstwhile minister Santhosh Mohan Dev had made PESB irrelevant in
their role of selecting right persons to head the public sector undertakings during
his tenure. I am sure that Vittal can bring back the glory of PESB provided he
gets another chance to head the it .

CSSS efforts
appreciable I fully appreciate the CSSS efforts, but it seems most of
the Stenographers are not aware of it. It is my humble suggestion that efforts
should be made to involve each and every individual in your fight either by circulating
pamphlets or by asking your representatives to circulate a word to all the members
so that one is aware of what is happening. Even the benefit of cadre restructuring
went to the CSS and the CSSS was left out of it. Select list of Stenographer Gr
D was prepared till 1994 and that was all that we got. Now, even the ad-hoc promotions
have been stopped. And please we should stop fighting amongst ourselves at to
what post we belong to. We are basically all stenographers and should get together
for a common cause. That is the only way we can fight for our cause. If any post
is left stagnated, it affects the overall promotions of the other posts. I urge
our fellow colleagues, who are posted with the higher officers to kindly do whatever
they can and take up the matter with the senior officers.

totally disagree with the survey outcome I strongly believe that taking
into consideration the competition and the rigorous selection process, our bureaucrats
are the best and brightest and India could not have achieved this kind of progress
but for them especially in the presence of stinking political atmosphere since
independence.
