Cabinet Secretary to continue
Cabinet Secretary K M Chandrasekhar is going to continue for another one year. Prime Minister Manmohan Singh is believed to have cleared his extension. 1970 batch Kerala cadre IAS officer, Chandrasekhar, is considered to be an honest, upright and straightforward person.

Orders of yester-ministers
Lalooji approved the postings of Divisional Railway Managers on the day of counting of votes. The Railway Ministry issued orders before the new minister could take charge. On the other hand, Ministry of Social Justice and Empowerment stopped obeying the orders of the Minister the day elections were announced. Meira Kumar called for a file and wrote that if the Secretary thinks that this is a caretaker government, he is wrong. In spite of lack-luster performance of her ministry, the newspapers were reporting that Meira Kumar, a hands-on Minister who takes decisions to the level of work distribution of deputy secretaries, will continue in the same Ministry. Mukul Wasnik has been welcomed in the Ministry with great relief.
Tony Jesudasan to remain in India
Despite rumours that Tony Jesudasan is shifting to the US, it appears that his plans have been put on hold. It has reportedly happened because of the UPA's return to power at the Centre. Jesudasan is President in the "Anil Dhiurubhai Ambani (ADA)" group. He & ADA GROUP's Corporate Chief in Delhi A.N.Sethuraman know a number of Ministers in the present cabinet.

IPS changes in Maharashtra
Himanshu Roy will move to Mumbai as additional commissioner of police (South region) in place of D Venkatesham. Venkatesham will now be DIG (Administration). Alibaug Pratap Digaokar has been transferred to Mumbai.
Chhattisgarh government reshuffles 11 IAS officers
Chhattisgarh government has reshuffled 11 Indian Administrative Service (IAS) officers. While R Prashanna, Avinash Champawat and L.S. Ken have been appointed collectors of Bijapur, Kanker and Narayanpur districts respectively, Niharika Barik, the New Delhi-based resident commissioner of Chhattisgarh, is now Mahasamund district collector. Similarly while Avadh Bihari is commissioner of the state's Surguja division, PC Dalai has been appointed Chairman of Board of secondary Education and Professional Examination Board, SK Srivastava is now Secretary PHE department, Surendra K jaiswal has been posted as Deputy secretary in the State Secretariat and Xavier Tigga has been posted as jointsecretary in the State Secretariat. Also, Ms. Shahla Nigar has been posted as MD Chhattisgarh Civil Supplies Corporation and Sunil Kujoor has been given the additional charge of Revenue, Disaster management and Commissioner Rehabilitation.

Ministers should face 360 degree evaluation
All the newly sworn in ministers should also face the genuine 360 degree evaluation (APA and annual ministry appraisal) which should be accessible to all on the net. Certain exhaustive benchmarks should be set for the minister/ministry's self appraisal which should be verified by the cabinet/ruling party president after which tabled in the parliament so that if need be things could be questioned by MPs /Public.

India needs more international civil servants
India is an influential global player. It will become one of the most economically powerful countries in the next 10 years. Unfortunately , its global dominance in the UN system has declined over the last few years. One reason being the reluctance of GOI to allow the Indian civil servants to take up long term assignments. While there is no denial that as long as the officer is needed in any asignment in India , he cannot and should not be soared, but there is no case not to encourage officers to join prestigious assignments if they are not needed in India. For e.g , if any Jt Secy/ Dy Secy has completed his tenure in MoEF and is being óffered a job in UNEP/ world Bank , he should be spared , rather encouraged as he can advocate our interest. Making the officer quit and go makes no sense. The new government must revisit the existing policy if they are keen to retain talented officers, yet at the same time giving them an international exposure of 2 or 3 year.

Punctuality

Its best to follow the example of Delhi Metro stations. They have computerised entry-exit points. We need to provide electronic IDs to all employees and the machine will record the timings. Deduct one CL for every three late arrivals/ early departures including lunch timings. The machine will decide, no human errors or manipulations. The supervisors would know if the official is on official duty. Memos could be given from personal files to chronic defaulters. A system can be developed to decide on the future career of such officials.

One must attend to one's dharma!
When Cabinets come and cabinets go, even cabinet secretaries must emulate them! When life itself is from ashes to ashes and dust to dust, what price posts? Power and pelf are equally ephemeral as life itself. One must attend to one's dharma, be one peon or secretary (anyway, there is no difference between peon and secretary, but for the rank and pay, both have families to raise, jobs to do and bosses to humour). If one attends to one's dharma, these doubts will melt away.

Punctuality and late coming
Log the total hours in a year an employee comes late and/or goes early and deduct it from the qualifying years of service for promotion. Reflect it in the ACR. At least those are punctual will have less competition. We tried this in a large central PSU and saw remarkable change. You cannot change behaviour pattern without changing the measurement yardstick.

Good work should be appreciated
I am a regular and an avid reader of your site and admire and inspire others to follow suit. The article on HM Chidambram stating schooling and confronting his orders and desires on punctuality are not being taken in right earnest and instead being targetted .This is the misfortune of this country that anything done to improve the overall image are always seen harshly. This is all so called babu-dom of the ministry, those are raising the voice for no apparent concern that give them any room to breath. Please stop criticising the good work by done and adopt a style of healthy living in a positive frame of mind.

Will it make them work?
One can force people to come in time and will it make them work? Mere presence of people at a particular time is not going to help the country or people at large.The people who r forced to come on time may also resort to going back at the schduled time of closure and it will more or less result in a situation of work to rule. What is to be emphasised is commitment to work with an accepted work ethos and dedication that they r all doing it for the betterment of their country and its people.Politicians like Chidambaram should act as Roll models in this and try to imbibe their employees with such good traits. Once this is achieved, rest of the other things will take place automatically. I therefore agree that Chidambaram should not act like a Principal of a school but should conduct himself gracefully to inculcate the spirit of service and earnest working among the employees of his Ministry which will go a long way in meeting the aspersions of the people of our Nation.

Bureaucrats with political pull never retire
I think in Delhi, bureaucrats with political pull never retire. We have seen the disgraceful behaviour of a retired Secretary and former CEC joining a political party and then becoming a Minister. By putting a retired Menon in PMO, the new FS will not have the freedom to work.

CBDT receives kudos but------
The CBDT has received kudos for publishing due list of Commissioners for transfers but the hidden fact is that CBDT is not undoing the sins committed in the past .Many Commissioners were transferred in the past in violation of transfer policy and their representations were ex-party buried. Since they have joined the new place their tenure is one year and they were shown not due for transfers.

Is Rahul Gandhi a super boss in the Government ?
I have noticed that of late, Aaj Ki Aawaaz has been constantly referring to Rahul Gandhi as if he is some kind of a super boss in the Government. I feel that the media including Whispers should not try to create such hype about people and indirectly encourage such extra-constitutional authority. In fact, responsible media in a democracy should highlight whenever such extra constitutional authority is seen to interfere in the Govt. business.

Colonial feudalistic attitude plaguing bureaucracy
One of the fundamental problem facing our bureaucracy is its colonial feudalistic attitudes. It is painful to see even the young educated officers behaving the same way as feudal lords while brandishing their newly acquired power symbols i.e. 'lal bati' and armed 'police guards'. Most unfortunate part is that it is essentially these motivators which are attracting younger generations to bureaucracy than its work contents. Though within bureaucracy there are shining examples of many who have worked for and identified with the common citizen but their number is fast dwindling. You go to schools, marriage ceremonies or even on roads you will find out this growing tribe of hooter blowing and arm brandishing bureaucrats. The only saving grace is that much of these tendencies are prominently restricted to some northern states like Haryana, Punjab, UP etc but the tribe of such officers is growing in number and if
India has to classify itself as a modern country than the first thing that needs to be done is to remove these vistas of colonial feudalism. This is a high time that our administrative set-up is overhauled to give it a more professional outlook and its identification with common citizen is enhanced. If team Rahul and Manmohan is really serious about building a new India than the first and foremost on its agenda should be administrative reforms as government's agenda can be effectively implemented only if its delivery mechanisms are strengthened.

Why the Incentive only for CBI?
If CBI officers are given 25% incentive, why not Income tax, CVC etc. be given similar incentive. After all their nature of job is the same as that of CBI. If CBI catches corruption case, so is CVC and Income tax department catches business corruption which is thousand times bigger than bureaucratic corruption.
