reservation bill threw up interesting insights into fears of male members. They

is the GoI the largest litigant" About 45,000 cases relating to service
matters are reportedly pending in 17 Benches of the CAT, spread all over the country.
This large pendency cannot be attributed to any lack of action by the GOI. The
primary reason is the litigious nature of the govt employees who file applications
in several benches of CAT on frivolous issues in the fond hope of getting some
relief. As per my experience of 35 years in the Govt of India, in a majority of
cases, the Tribunals uphold the actions of GOI. The litigant is invariably the
looser! The only winners are the advocates/counsels, engaged by the GOI and the
poor applicants. The unholy nexus between the advocates, representing the opposite
parties, is an open secret. They claim payment from their clients for simply entering
their appearances in the courts for seeking adjournments, turn by turn. It is
here that Mr. Veerappa Moily, the new Law Minister is required to step in and
take pro-active and innovative steps to remove the element of invisible corruption.
Another area that is crying for attention relates to the appointment of government
counsels by the Law ministry, which has become an "ATM" ministry! The
officers in the Law ministry enjoy unlimited discretionary powers and, that too,
without an iota of accountability. Favourites are favoured on quid pro quo basis.
This can be verified by the Law Minister by getting details of appointments of
govt counsels during the past five years. The Law Minister is also requested to
closely monitor the whispers in the corridors of Shastri Bhawan, New Delhi and
