too There is a need to extend the mandate of the CBI to include all IAS and
IPS officers even when they are working in the states. Currently, the jurisdiction
of the agency does not extend to such officers resulting in incomplete drive against
corruption. It is only IAS/ IPS officers on deputation to the central government/
PSUs etc who come under the CBI scanner.Is the PM listening? Vijay Kumar
CBDT order complex The recent order of CBDT for Additional /Joint Commissioner
Income Tax is full of complexity and favoured position. Some of the officers,
who were shown due has not been transferred and some of the officers were never
shown due as they did not submit data. Some of officers who came from deputation
last year, who were to be transferred this year were also not transferred. One
classic case is of civil list 95012, 2006, 94081//90, and others who have done
more than 8 yrs in Delhi and Mumbai but still not transferred but rewarded. This
is state of transparency and pick and choose. SK Discontinue PDS and
reduce corruption There is a heartening news today that the Planning Commission
is in favour of cash payments to the BPL families instead of grain through the
PDS. Nothing could establish the good intentions of any government that seeks
to reduce corruption than the decision to dismantle the PDS system. This is now
irrelevant. It served a purpose for a short period when food imports under PL480
used to be the prevailing situation. India has come a long way since then and
has started exporting food grains. In public service, what starts as a plan scheme
is not wound up even after serving the purpose for which it was created and is
continued for several decades either as plan or non-plan scheme. This must change.
Dr Manmohan Singh decided to wind up the DGS&d. Could he? The organisation
continues in different form. Government can not purchase quality products or services
because of such organisations. The PDS is not only emblematic of corruption,
but contributor of public criticism of the government. In fact, it has brought
very bad name to the Congress party (I am referring to the Congress party before
it split). But since the goodwill, assets and liabilities also got transferred,
the present congress has inherited this system of open and shameless corruption.
It is known for selling the items in black market, more than 49% of adulteration(technically
called foreign material), underweighing, selling inferior quality products unfit
for even animal(swine) consumption, fake beneficiaries, wastage of time for irregular
days of distribution etc. It affects the image of the government, exploits the
poor, generates black money feeding the black economy derailing all planning in
the country, sullies the image of the ruling party, smears the image of the government,
gets a bad name for the country, promotes criminals who manage to get fair price
shops allotted in their name due to their political party worker tag, wastes the
most valuable asset of the country viz; food and attracts unwelcome comments from
international organisations like the TI. PDS today is Perennially Diseased
System and more frightening than the swine flu-it is a typical Indian strain and
calls for urgent treatment at the hands of the doctor who knows the disease and
the diseased and also the cure and its need. Can the young brigade look the other
way? Can it take the bull by the horn? It does not need even 100 days! M.L.

time to time. Hence, in the last 44 years BSF has not been able to evolve proper
Border Management Doctrines and strategy. It is pertinent to mention that
the 6th CPC gas recommended 50% of posts of the IG and above to be filled by Cadre
Officers in CPMFs against the present existing quota of 33% only in the rank of
IG. However this recommendation has been completely overlooked by the Empowered
Committee headed by the Cabinet Secretary and finds no mention in the Govt. Orders.
Few DGs of CPMF like BSF and CRPF has probably backed the 50% quota in the rank
of IG and above for Cadre Officers but the powerful IPS lobby seems to have managed
to get it toned down for their selfish motive, whereas have been fighting tooth
and nail for their own pay to be fixed on time scars basis with the same service
length of IAS Cadre. The National Police Commission constituted by the Govt.
of India by its resolution No. VI-24021/36-77-GPA-I Dated 15.11.1977 submitted
its first report in Feb' 1979 and final report in 1981. The N.P.C. at para 44.25
(6th report) had pointed out that IPS cadre recommendation was never implemented
nor any effort was made by the Chiefs of CPOs to take up the matter with MHA as
they are of the opinion that it will hamper their own growth without bothering
about the interest of the nation. NK Tail-piece Really a class

CPM in Kerala immediately passes a law preventing Ants from working hard
in the heat so as to bring about equality of poverty among Ants and Grasshoppers.
Lalu Prasad allocates one free coach to Grasshoppers on all Indian Railway Trains,
aptly named as the 'Grasshopper Rath'. Finally, the Judicial Committee drafts
the ' Prevention of Terrorism against Grasshoppers Act' [POTAGA], with effect
from the beginning of thewinter. Arjun Singh makes 'Special Reservation '
for Grasshoppers in Educational Institutions & in Government Services.
The Ant is fined for failing to comply with POTAGA and having nothing left to
pay his retroactive taxes, it's home is confiscated by the Government and handed
over to the Grasshopper in a ceremony covered by NDTV. Arundhati Roy calls
it ' A Triumph of Justice'. Lalu calls it 'Socialistic Justice '. CPM
calls it the ' Revolutionary Resurgence of the Downtrodden ' Koffi Annan
invites the Grasshopper to address the UN General Assembly. Many years later...
The Ant has since migrated to the US and set up a multi-billion dollar company
in Silicon Valley , 100s of Grasshoppers still die of starvation despite
reservation somewhere in India , AND As a result of losing lot of hard
working Ants and feeding the grasshoppers, India is still a developing country
!!!
