L.K.Advani's Website says 'the journey
continues' and may I add downwardly!!!! Now BJP looks in turmoil both inwardly
and outwardly!!! At least a few days back there was an outward appearance
of 'on the mend'!!! But now Sushma's volcanic comment ne ' BJP's in real
trouble' message kiya hai send!! Jaitley's resigned and Yashwant wants to
know how his letter was leaked!! And insiders say the turmoil has still not
peaked!!! Imagine this Party is in power in so many States and by the looks
of it, If elections are held today in these States post results in the Opposition
BJP will sit!!! And all because of two Netas who are responsible for BJP's
defeat!! Have applied Fevicol on apni apni seat!!! Advani should have
retired from active politics the day the results were declared!!! Seems more
than the Party for the trappings of Leader of Opposition he cared!!! Rajnath
Singh should have done the same too!!!!! Don't know both continue to be at
the helm in BJP
. with which mooh!!! Down the line people will do 'smaran'
that Advani caused BJP's downfall!!! 'Selfish Raajnithi' iss ko karte hai
call!! Where BJP is not willing to look into why it lost Congress in its hoopla
is blinded too! A look into why it won would be the right thing for Congress to
do!! In its celebration after regaining power Congress has forgotten!!!
To analyze how power again it's gotten!! Okay they can give credit to Sonia
and Rahul and maybe they deserve some of it!! It's because of the NREGA and
Farm loan waiver that in the Treasury Benches Congress does sit!! And then
the majority minority deserted the two Yadavs and chose Congress!!!! Seems
the right buttons with the majority minority Congress did press!!! Message
is deliver or get the boot!!!! Hope Congress pays heed to Public's new toot!!
One person meets Scindia and addresses him as Mister and another one calls him
Yuvraj!!! The one who called him Yuvraj uss ka kaam ho jaye ga abhi or aaj!!!
Why is Congress indulging in this 'title ban' gimmickry or game????? Deliver
and Public will be ready to accept and call Congressis by any name!!! And
when Congress indulges in gimmickry it causes worry!!!!! Because this is an
indication that issues that matter it is going to bury!!! And detractors will
say when there is a Rani and Yuvraj in Congress, First this Royalty problem
ko karro address!!! NCP says it'll walk with Congress but will not merge!!!!
Odd because to merge it was practically on the verge!!! Seems Pawar got hit
with 'PMitis' again!!! And when gets an attack of PMitis he calls out 'mee
PM aahith' (I'm PM) in pain!! Laloo's loosing Partymen left and right!!!!
Reality abh karr rahi hai Laloo ko bite!!! Though he'd say rats are abandoning
MV Laloo 'the rats' say kya karre hum??? Abh Laloo mein nahi raha woh dumm!!!
Confucius says..... Laloo..... jaise ko taisa milla kaisa mazaa aaya??? Laloo
be very alert because next to leave you will be your own chaaya (shadow)!!
Flash....
Now Market analysts say all who say they saw green shoots are color blind!
Back again into a bearish mood the green shoot finders you will find!!!
Never
take a Broker or TV Anchor of any of business channels for his word!!!! Investors
in a one way street they try to herd!!!

Ramakrishnan It's ironical
All the Joint/Additional and Full Secretaries in Government of India are officers
who have consitently earned outstanding gradings in their ACRs. Ironically, these
outstanding officers preside over an administration that is corrupt, inefficient
and self seeking and is unanimously seen as one of the worst in the world. Isn't
it true that ACRs are not read but only counted for the number of outstanding
entries when the cases of promotions come before the Selection Panel consisting
of top civil servants who are always hard pressed for time ? Naturally, the job
of "counting" is outsourced to their personal staff. Nowonder then that
all efforts and energies are directed towards managing an outstanding entry than
any real performance. Shreemat
DoPT is doing nothing
Empanelment of IAS officers even during election. But DoPT is neither regularising
the promotions nor extending the ad-hoc promotions of thousands of CSS, CSSS and
CSCS cadre employees for the reasons better known to the authorities. All were
promoted on ad-hoc basis by DoPT itself against vacant posts and on seniority
basis but now regularisation or extension of ad-hoc promotion is not coming forth.
Now on ACP The modified ACP scheme has created great disparities amongst the
employees working on same post. It has put the staff in detrimental situation.
The present scheme is in all ways inferior to the earlier one. On paper there
are three progressions but in actual the benefit of this scheme is much less.

Inefficient bureaucracy "Yes,I agree with the
views. It is really a matter of shame for the country. Bureaucracy should think
about this." A Visitor There are many brilliant officers This
assessment is not completely correct as there are many brilliant officers in the
Indian Administration and they perform excellently in their positions despite
the red tape and mindless political interference. The problem is that the good
and efficient work is seldom highlighted both by government as well as media.
Only Corrupt wrong doers get limelight in the breaking news. Though a lot of efforts
are required to make government machinery, sensible, responsive, efficient and
result oriented but one can not scrap the whole Indian Administration in one go.
In the said survey positive side should also be included.

Learn
from USA It seems unbelievable to find what USA achieved over last 60
years. We must learn from them. It requires focussed and selfless political leadership
and dedicated bureaucracy based on merit to advise.

Kudos to Pranab Mukerjee There is cheer all around for Pranab Mukerjee
because: 1. He has overruled Revenue Secretary who was proposing to supersede
large number of Chief Commissioners for post of Member despite having CRs above
the bench mark. 2. For asking the department to adopt a humane promotion policy.
He has ordered a review of the panel for Members. 3. He has asked CBDT &
CBEC to have a human touch for transfer policy which has resulted in spouses being
divided through retrospective application of 22 year rule including exempt posts
and deputations, leading to miscarriage of justice in defiance of High and Supreme
Court ruling stating that you cannot change the rules of the game during half
time in the case filed by a CIT against the transfer policy. Now FM knows who
is misleading the system so IRS officers are hoping for respite.

Multiplying sorrow Already officers are crying hoarse in Tamilnadu. To
rub salt into the wounds, Chairman CBDT has transferred many persons to Tamilnadu.
It's a case of multiplying sorrow and nothing else. Can there be a rethink on
this.

Will the HM
do something? I agree with Srivatsava. The misuse of manpower particularly
in police. The batman system which was to help the senior army officers to maintain
the uniform in the forward areas has been degenared into present day orderlie
system . Under this system police officers from the junior to the topmost rank
and their family members are provided with an innumerable numbers police constables
,who would otherwise been utilised for crime prevention and law and order duties
.in the modern world ,it is highly demeaning to have police constable doing household
works and rearing the children like well paid slaves . What about the human rights
for these constables? Is it really required for a mob of 15 -20 police personnel
to accompany a senior police officer ,even if he is attending a social function
or private parties . Can the dynamic home minister able to address this issue
and provide freedom to the constables from this slavery ?
