However, now he has taken over as Deputy Governor (DG) of the Reserve Bank of India (RBI).

It's ironical

All the Joint/Additional and Full Secretaries in Government of India are officers who have consitently earned outstanding gradings in their ACRs. Ironically, these outstanding officers preside over an administration that is corrupt, inefficient and self seeking and is unanimously seen as one of the worst in the world. Isn't it true that ACRs are not read but only counted for the number of outstanding entries when the cases of promotions come before the Selection Panel consisting of top civil servants who are always hard pressed for time ? Naturally, the job of "counting" is outsourced to their personal staff. Nowonder then that all efforts and energies are directed towards managing an outstanding entry than any real performance.

DoPT is doing nothing
Empanelment of IAS officers even during election. But DoPT is neither regularising the promotions nor extending the ad-hoc promotions of thousands of CSS, CSSS and CSCS cadre employees for the reasons better known to the authorities. All were promoted on ad-hoc basis by DoPT itself against vacant posts and on seniority basis but now regularisation or extension of ad-hoc promotion is not coming forth.
Now on ACP
The modified ACP scheme has created great disparities amongst the employees working on same post. It has put the staff in detrimental situation. The present scheme is in all ways inferior to the earlier one. On paper there are three progressions but in actual the benefit of this scheme is much less.

There are many brilliant officers
This assessment is not completely correct as there are many brilliant officers in the Indian Administration and they perform excellently in their positions despite the red tape and mindless political interference. The problem is that the good and efficient work is seldom highlighted both by government as well as media. Only Corrupt wrong doers get limelight in the breaking news. Though a lot of efforts are required to make government machinery, sensible, responsive, efficient and result oriented but one can not scrap the whole Indian Administration in one go. In the said survey positive side should also be included.

It seems unbelievable to find what USA achieved over last 60 years. We must learn from them. It requires focussed and selfless political leadership and dedicated bureaucracy based on merit to advise.

All Kudos to Pranab Mukerjee

There is cheer all around for Pranab Mukerjee because:
1. He has overruled Revenue Secretary who was proposing to supersede large number of Chief Commissioners for post of Member despite having CRs above the bench mark.
2. For asking the department to adopt a humane promotion policy. He has ordered a review of the panel for Members.
3. He has asked CBDT & CBEC to have a human touch for transfer policy which has resulted in spouses being divided through retrospective application of 22 year rule including exempt posts and deputations, leading to miscarriage of justice in defiance of High and Supreme Court ruling stating that you cannot change the rules of the game during half time in the case filed by a CIT against the transfer policy. Now FM knows who is misleading the system so IRS officers are hoping for respite.

Already officers are crying hoarse in Tamilnadu. To rub salt into the wounds, Chairman CBDT has transferred many persons to Tamilnadu. It's a case of multiplying sorrow and nothing else. Can there be a rethink on this.

Will the HM do something?
I agree with Srivatsava. The misuse of manpower particularly in police. The batman system which was to help the senior army officers to maintain the uniform in the forward areas has been degenared into present day orderlie system . Under this system police officers from the junior to the topmost rank and their family members are provided with an innumerable numbers police constables ,who would otherwise been utilised for crime prevention and law and order duties .in the modern world ,it is highly demeaning to have police constable doing household works and rearing the children like well paid slaves . What about the human rights for these constables? Is it really required for a mob of 15 -20 police personnel to accompany a senior police officer ,even if he is attending a social function or private parties . Can the dynamic home minister able to address this issue and provide freedom to the constables from this slavery ?
