CVC pulls up GAIL
Taking a serious note of the alleged violation of guidelines in supply of pipes for Dahej-Vijaypur upgrade project, the Central Vigilance Commission (CVC) has asked the GAIL administration to refrain from opening revised price bids called for from the various bidders on June 10, 2009 and take a decision on the bids received in the original tender within validity.
It was reported to the Commission that in an ICB e-tender No. 8000000743, bid document number 811181/G/09/001 for the supply of Line Pipes for Dahej-Vijaypur upgrade project, tenders were invited and opened in March 2009. However, inspite of Commission's guidelines to finalise and award contracts within their original validity, validity for extension of bids was sought thrice from the bidders and tender was not finalized. Add to it, in violation of Commission guidelines, vendors were again asked to submit their revised bids on June 10, 2009 which, according to the CVC, tantamount to holding negotiations with all bidders simultaneously after the opening of the tender. The Chairman of GAIL is UD Choubey.

IFS officer Sanjiv Chaturvedi gets award
Sanjiv Chaturvedi, an IFS officer of 2002 batch of Haryana cadre, has been given, Manjunath Shanmugnam award for the year 2009, along with two other finalists. The award is named after Manjunath Shanmugnam, an Indian Oil Corporation employee and an IIM, Lucknow alumnus, who was brutally murdered for exposing on Oil adulteration racket in Lakhimpur district of Uttar Pradesh in 2005. A network of IIM alumni started a trust in the name of Manjunath and instituted the award for courage and integrity in public life, in the year 2006. The award is supported by many corporate groups.The award was presented by Magsary award winer, Aruma Ray, at a function held at IIM, Bangalore.

P. Chidambaram releases IG Rohit Choudhary's book
P. Chidambaram Indian Minister for Home Affairs released a book authored by Rohit Choudhary, IPS, in his chamber on June 17, 2009. The book titled " POLICING: Reinvention Strategies in a Marketing Framework" has been written by Choudhary who is an IPS officer of the 1988 batch & belongs to the Punjab cadre. At the time of release of the said book Vivek Mehra, Managing Director & Chief Executive Officer (CEO), SAGE Publications was also present. A first-of-its-kind, this book proposes a marketing plan for the police, using the conventional framework of marketing management. While there is considerable discussion and criticism of the way the police force functions in India, no comprehensive alternative model has been proposed to implement the New Police Management (NPM) approach in the force's operations. CMD Air India for efficiency
As the grapevine has it newly inducted Chairman cum Managing Director(CMD) of the National Aviation Company of India Limited (NACIL) i.e. Air India Arvind Jhadav had recently pulled its staff for tardy disposal of things. Hypocratic system
Indian Express of 18-6-09 carried a news item on its front page titled' Babus give themselves 10/10' and government is now trying to redevise the performance measuring system. Now how long back was the old system of gradings changed? I think just an year! It is clear that government may devise any system IAS will find the way out in giving themselves the best Performance Ratings despite the nation at large suffering from a largely inefficient and corrupt administration. I heard an anecdote that CM of a state held meeting of all HoD's in which he displayed the CR's of every HoD. Now all the CR's of course were rated OS. CM asked only one question from the august gathering since all of you are Outstanding so now I expect you to kindly raise a hand and tell me how many would rate the performance of your concerned department as outstanding. I believe not a single hand was raised. What an hypocratic system where everyone irrespective of his/her actual performance and his/her integrity get rated as outstanding or 10/10 just because he has a tag while the people keep on suffering a non-accountable and non-performing system.

Anguish of CSS officer is genuine
The anguish of CSS officer is genuine. All the officers either they are from CSS or from State Civil service are always getting a raw deal. An all India service officer gets atleast 5-6 promotions in his career while a State service officer has to struggle for getting into IAS throughout his life. All officers who are recruited to the job should have an equal right to get promotion in time but it is really ironical that those who are the custodians and guardians of all bureaucrats in the country are keeping their interest first. In a family, the head i.e. the father is more concerned about the rights, welfare and growth of all the family members than that of his own.he has to do lot of sacrifices for getting the best to his family members but it is really very disgusting that the IAS and the All India services who are at the position of Head have put all their efforts and concern for their own welfare and growth. This is a very bad sign for the Indian bureaucracy. Decision takers must think & introspect.

CBI does not have jurisdiction
It is difficult for CBI to search both IAS and IPS officers. That is not because of any partial behaviour on the part of the CBI but because it does not have jurisdiction over All India Service officers serving state governments. This is a legal lacuna which the Prime Minister may like to plug.

All service that form Indian bureaucracy are not inefficient

In this study an error has been committed by equating Indian bureaucracy with only IAS. It is no doubt that IAS is the least efficient of Indian bureaucratic services and to that extent the results of studies are accurate. But to say that in toto all other services which form the part of Indian bureaucracy are not efficient is wrong as the study has failed to appreciate that there exists other services also in Indian bureaucracy .I think it is not a fault of the study, it is the system of India which over the year of dominance of IAS has created a situation where only IAS officers are considered as bureaucrats.

ACP orders are not good

Government has sanctioned ACP for all government officials and those who are following Pay Scale as per Government of India norms but DOP&T has made a barrier in implementing this scheme for Autonomous bodies. I do not understand the logic in stopping this benefit. Will DOP&T will reconsider this.

Minister's gesture of core group formation will broaden intellectual mass

I do not agree with your comments as the Minister's gesture of core group formation will broaden the intellectual mass to understand the problems this sector is facing amidst conflicting demands from the society and his posting has been one of the best thing happened to the forestry sector. However, the core group should have the widest possible representation among the seniors and juniors though wisdom is not the sole prerogative of the seniors. The decision making process is different in Government of India and is not vitiated by such group as a system is in place. It should be used for out of box ideas. What we need in this sector is synergy of efforts among the professionals, administrators, planners and scientists as the pressure of development and regulatory mechanism require very balanced approach. one issue that needs urgent attention is the is acute shortage of trained man power in the state at the lower level and professionalism at the higher levels. The absence of this is getting reflected in poor protection of forests.
