Extracts - An Open letter by an IPS officer - Part 4
Further to part 3 published on WIC18th May 2009. If one goes in detail about the cadre maneuvering one can see a classical betrayal by IPS to the CISF Cadre. From 1986 to 2000 in CISF the officer recruitment was through UPSC Civil Service (Like any other Group A Allied Service), but once the IPS bosses at the top realized that this lot will create problem for them and demand parity they just moved a note and discontinued recruitment through UPSC sighting the reason unknown to everyone. They moved the same thing RPF because it was the only other force beside CISF where recruitment was done through UPSC Civil Service. Thankfully railways is one ministry where the say of IAS and IPS is minimum and hence in spite of all the effort of RPF Cadre was saved by Railway Board and Railways Minister. take the case of RAW where people are coming on deputation simply because of patronization without any interest in actual work. Their only interest is how to monopolize organization by bringing their own people. Create more rift within all these organizations and make them dysfunctional. Intelligence Bureau is totally monopolized by IPS. No one knows where the actual cadre has gone. In CBI Government started entry from UPSC Civil Services Examination but Immediately perceiving the threat from these cadres it was discontinued. These are classical case of marginalization or killing of specific cadres to protect the interest of IPS.

Please go through the details of 6th CPC deliberations. In spite of every claim of forces to make them organized cadre, the IPS lobby thwarted this claim. Even the accepted proposals of removing IPS officers from the post of DIG in CPOs are rotting with Dy. Sec/MHA and Joint Sec/MHA because these lobbies are only looking for their interests. None of them are interested in going back to their respective cadre and strengthening the local police which is in shambles. For them now only focus is how to grab more posts in newly proposed Federal security Agency.
Please I beg you Home Minister, a time has come for Political Classes to deal these things harshly and genuinely. Otherwise this country is doomed. Sadly the actual responsible persons the babus will continue unless you make them directly responsible. Perform or perish should not be only with political masters rather than it should be to bureaucracy. Ask them to quit if you want the country to progress and replace them with genuine performers. Make every one accountable for their work. Otherwise next time these babus will make political class to be lynched on the road because you are the face of the government. Rest are anonymous leeches.
Internal Security is key to any good governance. The difference between Nigeria and Somalia and us is of course economics but for ordinary citizen its security. Dont allow us to drift like Iraq or Pakistan. As a finance minister you can push the economic growth, but here the question is human life and national prestige. Act fast and quickly. Your harsh decisions will be backed by nation, your softness will be betrayal of this faith. Please see your deputation policy. It is most of the time that incompetent or failed officers come on deputation. If he is good police officer, no state will allow them to go out. I know officers like S.S. Chaturvedi from Cadre like Tripura not being allowed by CM himself because CM knows that he is one rare officer who is committed to local policing. You must know that you are sitting among incompetent once rather than brighter once. Dont follow their dictate and advice blindly. You need to travel on a different path. ........

Cabinet secretary should not be given extension
Howsoever capable the incumbent may be, it is not appropriate to grant an extension to a Cabinet Secretary. The post has a fixed tenure of 2 years, which, in any case, takes the person holding the office well beyond the age of superannuation. The Chiefs of the Armed Forces also are similarly appointed on tenure basis and I do not recall any being granted extension beyond the tenure ever-not even the redoubtable Field Marshal Sam Maneckshaw. Why should the yardstick be different for the head of the civil service ?
It is not as if there are no able officers in the line of succession. There are indeed a number of them waiting to be elevated, who will miss the chance through no fault of theirs. The senior most is a woman and it would have been appropriate if, along the first woman President and Speaker we had the first woman Cabinet Secretary too. More importantly though, the principle needs to firmly established that no extension should be given to anyone holding a high level tenure post.

I would like to congratulate the dynamic leader P Chidambaram for taking over as Union Home Minister. He is a perfect choice and his past track record is brilliant. May I request him to kindly pay personal attention to MHA's medieval age website which is neither updated on regular basis nor old records are deleted particularly in the matters concerning IPS officers. Is it a deliberate omission/willful negligence. Compare it to DOPT's website and you will find the difference. People responsible must be pulled up and held accountable. Hope voice of suppressed IPS officers will be heard more in their career issues and professional matters.

CBDT negates Cabinet decisons

As per DOPT guidelines, with approval of ACC, the posts in CBDT ,which were and are central staffing scheme were encadred in IRS and reserved for IRS as a technical posts. The same rule and law apply to these posts as CSS. The officers also get deputation allowance for these posts. But CBDT is treating these posts in board as exempt and not deputation in flagrant violation of DOPT and ACC decision of 1989.Does CBDT has power to overrule ACC decisions? Will new and forward looking FM will call for explanation and fix responsibility for this serious as 100 officers are affected by this and this may be potential flashpoint for litigation in future?
