IMAGINARY INTERVIEW WITH RAHUL GANDHI
By the wonder of imagination I'm at Harrods in London and after some 'window shopping' I'm in the Ca'puccino Café in Harrods enjoying a cup of Coffee when in walks Rahul Gandhi. He settles down and places his order and gets busy with his mobile. I call the Waiter and scribble on a piece of paper ' Can I have a word with you…..I'm not a Power Broker and neither am I a Matchmaker'. He reads the note and gestures to me to join him.
Me: First wish you a very happy birthday!
Rahul: Thank you…… seems you want to have more than a word with me!
Me: An Interview if you have the time.... I'm not a journalist.......wonder if you've heard of Aaj Ki Aawaz?????
Rahul (looks into his watch) : Hmmm.......I've just got half an hour to waste….. chalo shoot!
Me: Frankly did you expect this win?????
Rahul: Frankly…….. yes and no……… yes to winning and no to the extent of the win!!!
Me: What do you think made Congress win?
Rahul: Well I'll give you the recipe….. Manmohan Ji's image…. Mom's choice……… UPA's performance and BJP's stupidity!
Me: Yes yes….. the dish that was prepared with this recipe has left a sweet taste in Congress's mouth and bitter taste in BJP's mouth!!! Tell me what do you feel was your contribution?
Rahul: Well that's for the people and hacks to judge…… I know I travelled a lot and campaigned a lot.
Me: And thankfully this time your Mom did not go hyper and shout slogans like Maut ke saudagar!
Rahul : Whew!
Me: Do you feel your staying in Dalit homes endeared you to them?
Rahul: See I'm a guy who likes to get a feel of things ……. and these stays made me get a feel of how they live and feel??
Me: There were reports that Mayawathi said that after staying at Dalit homes you went in for purification baths!!!!
Rahul: Pure crap……. why she also said that while I stayed in the Dalit homes Pizzas were delivered to me on the sly…….. seems she's just cooking up these tales based on what she would done if she were in my place!!!
Me: That reminds me how do you think Kalawati will be feeling…. do you know she's being made to run form pillar to post to meet you?
Rahul: Well you see to reach me one has to go through the drill!!!
Me: Well people like Kalawati don't understand this…….I think during your stay you made the families feel that they had a direct channel to you. She must feeling let down!
Rahul: Well I'll get to the bottom of this….. no more questions on this please!
Me: They say NREGA is a dream scheme for scamsters….. you yourself had said that only a miniscule reaches the target!
Rahul: We plan to monitor the scheme!
Me: Well who will monitor the monitors?????
Rahul: Don't be so pessimistic……. I will get a committee to look into this and give its recommendations!!
Me: Spoken like a true Congressman….. I understand that you will be monitoring the performance of Congress Ministers?
Rahul: Yes monthly report cards will be made …….report cards will be forwarded to Manmohan Ji and those Ministers found lagging in performance will be informed and if in six months there is no improvement then out they go!
Me: Sound like there is an examination Board, Mohna is the Principal and Congress Ministers are students!!! Good no Committees here to decide!!!
Rahul: (sheepishly) A Committee will make the report cards and a Committee headed by Shivraj Ji will review the report cards and give its recommendations to Manmohan Ji.
Me: Wow Shivraj ji , his own performance as HM was dismal…….and all these Committees and Monitors will become power centers.....it's being said that you now want to make the Party strong????
Rahul: Yes …. Yes……..
Me: For this shouldn't Congress encourage leaders who are strong at the grass root level!!!
Rahul: Yes….. yes……. soldiers of the Party!!!!!
Me: No ….. no…….. leaders not pawns!!!!
Rahul: I understand what you are saying….. but please understand what I consider as discipline you seem to consider as sycophancy!!!!
Me: If the Boss says its night when its day the sycophant will agree and then will praise the Boss for his vision and then mock sleep…. a disciplined 'Congressman will not say a word and he will mock sleep!
Rahul: As I see it just the same..... both go to sleep !!!
Me: No ….. one keeps his dignity while the other does not!! And a grass root Leader is capable off questioning 'night for day' projection if he feels its not good for the Party....anyway ……….what about Congress asking the Royals in Congress to give up their titles?????
Rahul: We felt it was wrong for Royals to continue using these titles in a Democracy!
Me: What about the half bow that Congressmen do to you or your Mom as if you both are Royalty ??? How do you feel when Congressman fit to be your Grandpa bow to you????
Rahul: Really… I've not noticed it…….. will appoint a Committee to go into this……..
Me: Again a Committee exit……okay now something personal…. when do you plan to get married???
Rahul: In recent times my Mom and Sis have introduced me to many girls…… problem is the girls I like Pidhi hated them and barked his head off….. and the girls that Pidhi showed an affinity to I did not like!!!!
Me: Well then form a Committee…. you , your Mom, Sis and Pidhi and come to a decision…… the Congress way!!!!
Rahul has a guffaw and we pay our tabs and go our ways.

In view of the ensuing Vidhan Sabha elections in September Maharashtra DGP S S Virk may be given three months extension in service. 1970 batch IPS officer Virk is scheduled to superannuate on July 31.

Core group should not be restricted to IFS officers caucus
This has reference to the news and comments on the formation of core group by Jairam Ramesh. We have heard about the dynamism of the new Minister. The formation of the core group should not be restricted to a caucus of IFS officers working in the Ministry as they form a ring around the power that be and ALWAYS spread false stories about the IFS officer who wants to join the Ministry offices on Deputation. Some of them are couples and shuttle between one office to other. They have taken over the IFS cadre management. Minsiter should know 80% of them will be in Delhi or near by areas for the last many years or so. They loath going to states. Jai ram Ramesh core groups credibility will be seen once it is in your web.

CBI jurisdiction should increase

The CBI should have jurisdiction over the IAS and IPS officers serving state governments if the PM is serious about reducing corruption and leakages in the system and if India is to progress. The recent report of transparency International also indicates this.

New ACP: When lot of thing expected on the new ACP, things were more complicated. Instead of making things simple and easy, the Government apparently
not applied much on this issue. Any Government employee can become stagnated for 10 years in one post to a maximum of 3 times in his entire as he may not complete 40 years of service except in rare cases. The Government instead of giving ACP to every employee whoever completes 10 years in one post to make it simple, issued many instructions complicating rules. One should think to make things simple. Hope somebody thinks and do the needful.

One should reconcile with his fate
Based on one's calibre and performance in competitive examination one gets appointment in Government service. There is equal opportunity for every one to appear in the competitive examination and get selected in Government service. One has to reconcile with his fate. If we agree to the logic that the CSS officers are having better service conditions in comparison to the CSCS officers, then the CSS officers can also crib with respect to Group 'A' Service and IAS Officers.

Biggest litigant
Government is biggest litigant and it litigates against its own employee. All secretaries who are mostly IAS and JS , who are also from IAS are responsible for this state of affairs. CAT has set unprecedented history in independent India. Kudos to CAT. This is a sign of an independent and developed nation.

IPS officers don't have leadership qualities
I read with interest the views of an IPS officer. I am also following the travails of BSF officers finding expression on this forum. I totally agree that the IPS officers are not possessed with any leadership qualities. There rot on the events of 26/11 and the recent event in UP wherin one single dacoit kept the 500 strong Police force at bay for good three to four days. The Police may acquire tanks but their functioning will not improve until the IPS officers can lead them from front and influence the action in field by sheer dint of their courage, personality and decision making capability. These are the issues that are never addressed in their academy. By training and behaviour, they are just like the imperial Police which bossed over the natives. These officers have no forethought or intelligence gathering plan otherwise how can things get out of control within a couple of hours in Jalandhar and all over Punjab as recently happened after shoot out at Vienna? Even after the incident, they did not have any deployment or operational plan for the troops being inducted. During the elections in Jharkhand and Chattisgarh, the Police has never been to the remote far flung areas where these IPS bosses inducted the CPMF coming from outside resulting into several casualties. How can the expect a foot soldier to go to remote areas when their superiors are not willing to come out and lead them. They keep lamenting about the Police Beat system. But who prevents them from ensuring this? They only want to mark time in districts and come out to a central deputation as fast as possible. It is high time that the Government reviewed their cadre rules and reduced the recruitment against deputation quota which at present is as high as 40%.
