Wildlife Institute of India (WII), an autonomous institution of the Ministry of Environment & Forests, Government of India, has invited applications from IFS Officers for appointment on deputation basis to Seven (07) posts of Scientist - E and Scientist-F . Out of these seven posts, one post is earmarked for Coastal and Marine Biodiversity Centre of WII with headquarters at Kanyakumari, Tamil Nadu. "Incredible India" campaign a beacon light

The Indian Tourism Ministry's aggressive campaign to market the nation as a hot destination for global tourists has emerged as the niche exercise. Recently the campaign had prominently figured in the US Congress during a debate on Tourism related law. It was stated if the US had 9/11, India had 26/11 yet the latter has been able to woo tourists from across the global at a time when the economy worldwide faced recession. Buoyed over this Indian Tourism Secretary Sujit Banerjee is quite upbeat. He told <whispersinthecorridors.com> that the "visit India" campaign covered 22 cities across the globe. This had yielded very positive results, he said. A good number of foreigner tourists came to India in May 2009, said Banerjee adding that he was expecting more foreigner tourists in June 2009.

No Secretary in Haryana

Believe it or not, it is true that there is not a single IAS who is Secretary in the Haryana Government. This has happened for the first time in the history of India. This is being attributed to faulty cadre management & ego hassles of those who are supposed to aid and advise the Haryana Chief Minister. There are IAS officers upto the 1984 batch who are Principal Secretaries (PSs). Though, IAS officers have got suppertime scale up to the 1990 batch, none of them is designated as Secretary. In the 1985 batch there is no IAS who is a Secretary. They shall be promoted as Principal Secretaries (PSs) without having served as Secretaries. There is only one IAS officer i. Alok Nigam of the 1986 batch who is designated as Secretary Rajbhavan Affairs. Even, Commissioner & Secretary PR KK Khandelwal (1986 batch) who is also in Chief Minister's secretariat is in "look after charge" as the Secretary.

No mid career training for MP IAS officers

There will be no mid career training (Phase-III) for IAS officers belonging to the 2000 batch in Madhya Pradesh. It is so because the State Government has refused to send its bureaucrats & communicated it accordingly to the Department of Personnel & Training (DoPT). However, bureaucrats of this batch are a worried lot because without having done it this time they will face a lot of difficulty in promotions. It is not compulsory for those belong to the batches of 1999 & 2001.

What changes the metro has brought to Delhi?

The success of the metro in Delhi has brought a Columbia university professor of anthropology to Delhi according to news reports. The change brought about by the metro, however, deserves more elaboration. The metro has changed things for the better in the chaotic management of the public transport system in Delhi. some of the more remarkable changes have been brought about by : 1. assured service; 2.regularity of service; 3.discipline;4.airconditioning in the transport in the scorching heat and biting cold of Delhi;5.space for smooth boarding, standing and sitting without hitting or getting hit by burly overweight travellers as in the DTC buses;6.frequency;7,security;8.cleanliness;8.convenience;9.accessibility;9.nearness to residential areas;10. feeder services;11.and most of all no need for interaction with the rude and foul mouthed bus staff. Who said Indians are not modern or urbane or cultured or civilised? If the government does its duty, the citizens will prove their high stature and sense of civil responsibility. It is only when the government makes the elderly, women and the sick run for the killer red lines or blue lines or DTC buses that the human element in Delhi evaporates instantly. If government shows that it can think big, it will see that the citizens can think still bigger. Are we aiming to make it big or...!

Yes, I agree. It is because of lack of accountability and political patronage to the corrupt and the inefficient. Cushy and lucrative postings are given only to such officers and honest and devoted officers like SDM, Dewas, Mrs. Jain are humiliated and shunted out.

Broken promise, broken career, broken family.

The CBDT does it yet again. There were promises doing rounds that winds of change blowing in CBDT. If the AGT of additional CITs and yet to be issued CITs taken to be an indicator , its clear that CSS officials dominate the Placement Committee of CBDT. The breaking of families of IRS officers continue without any restraint. The service IRS has lost its sheen and charm. Not long ago the officers took pride in catching the white collared tax evader and recovered due taxes. These days the officer has to use his grey cells to manage his career and personal life under the draconian transfer policy. No deputations are encouraged makes the going tough. Still the IRS stands as only one service wherein the intellectual satisfaction is high. Perhaps this explains why talented officers are still sticking to the service in spite of broken promises, broken family and broken career. I expect nobody to listen to the woes of IRS.

Are Cadre Officers as efficient as Soldiers?
This is with reference to the comments made by "A really concerned Citizen" regarding the efficiency of IPS Officers. While I appreciate the concern of the so called Citizen!!! (the undercover Cadre Officer) I would like to ask the same question as he did asked about the efficiency of IPS Officers. Are these Cadre Officers are as efficient as our Soldiers? They want to enjoy throne by sitting in office and by directing the poor soldiers. They keep their families alongside their line of duties as Government expense while the Jawans are languishing their young life at a distance from their wives. Therefore, my sincere advice would be to perform well or perish instead of passing the buck over others. One should do his duties and every other person will automatically do his own duties. In India, people tend to negate others while they seldom do justice to their jobs. A really concerned Citizen will have no idea till such time all these officers and men perform their real duties i.e., services to the Mother India.

What is the utilization of IPS officials ?
I read the issue related with IPS officers' efficiency and commitment. I feel a bit confused. If they are not fit for Police job then what is their utilisation? Secondly, how would we do policing, and what are alternatives available with us? The Learned and Concerned Citizen must ponder over this too and suggest some practical ideas too. We have our Own elected government and we should try to force them for a change. But have people come out of anything in this regard? Once people wish to have a change, then that of course will take place. No public outcry for a change means things are ok, if not very desirable. Till the time Police is serving to the politicians' dictat then it should taken as people's dictat, who elect these Law and Policy makers. Then why to curse the POLICEMEN, which also includes over-esteemed but wrongly-employed and under-utilised IPS officers??? I would love to have some genuine comments, ideas from the readers, not the hate mails .

Induction of IPS officers in central forces not correct
I fully subscribe to comment against the induction of IPS officers in central forces. I am a BSF officer and feel the pinch. Above this comment there was similar issue related with IAS wherin It was mentioned that every one was given equal opportunity by the Govt to compete. This is true same way that any SC/ST or we Dalit category people used to be given by the society. Do our so called upper cast people give us same chance? Perhaps, no. Defining equal opprtunity is Benefactor-friendly and in itself very opportunist-minded. IPS officers are not meant for BSF and other forces and that's why these forces are not growing like their international counterparts as well as their own cadre officers do not get worldwide exposure. Recently an IPS officer from BSF went on Foreign course out of BSF officers quota. Similar things had been happening since long. That officer would come back to BSF after the course and would get additional 2-3 years more on central deputation. It means states can function without IPS officers too. When we call a SC/ST person not capable as quoted time and again. Same way these IPS officers talk about BSF and other CPMF officers. Can this be termed as equal opportunity? I think when you allow someone to live with you on equal terms , not by his or her birth terms than only it could be said equal opportunity. We in India have to understand who is meant for what. Exceptional caliber doesn't mean you give an outstanding cyclist to do the job of a runner and expect him to deliver exceptionally. Hope I am clear in conveying the essence of my comments. Let the best person do the best job he is made for instead of bringing anyone from outside. There is not of outsourcing anyone for India's border security. Otherwise keep crying on the name of internal security and keep cursing the hapless border forces.

Not a whisper in the corridors of power. How could poor PM, who though personally honest, could control his corrupt ministers, who staged a come-back in UPA-II. It is for this reason that I have always been opposing the "Amar Bel" of dynastic succession in Governance in the country, despite your "Amar Prem" for Rahul Gandhi. Time Scale (Time Bound) promotion' is the only answer

The CSCS officers blame CSS officers, CSCS claims CSS officers have better promotion prospects, organised Group 'A' Services officers have heart burning against IAS officers about higher pay and promotion prospects. The only solution to all these ills is ' Time Scale (Time Bound)Promotion' to officers of all Group 'A', 'B', 'C' and 'D' officers. This will remove the need for adhoc promotions, regularisation of adhoc promotions, requirement of various higher authorities approvals, MACPs, Cadre Review necessity etc. etc.
