Bhagyesh Jha gets additional charge in Gujarat
Bhagyesh Jha who is Commissioner Gujarat Government's Information department has
been given additional charge of Joint CEO Gujarat Government's Disaster Management.He
is an IAS officer of the 1996 batch & belongs to Gujarat cadre. Orders
of Commissioner is delayed Much awaited promotion & transfer
orders of Commissioners of Income Tax (CIT) have been delayed. The delay is due
to non-availability of time with Pranab Mukherjee Indian Finance Minister. Owing
to the Lalgarh incident he initially went to Lalgarh & then to his constituency.
In case time is available with him today then the list may be out soon. Promotion
of Joint CITs as CITs soon As the grapevine has it promotion of
Joint Commissioners of Income Tax (JCIT) as Commissioners of Income Tax (CITs)
will be issued along with transfer orders of CITs. Senior
CITs are unhappy As the grapevine has it senior Commissioners of
Income Tax (CITs) are going to be neglected in the transfer list of CITs, which
should be out soon. In the draft order more important assignments have been prooposed
for those IRS-IT officers who belong to the 1989 batch & are to be promoted

Chief Secretary Hauzel Haukum is going to continue.1974 batch UT cadre IAS officer
will not be disturbed during next reshuffle of UT cadre IAS officers. 100
contenders for the post of NHB's chief As many as 100 contenders
are there in fray for the post of Chairman cum Managing Director(CMD) of the National
Housing Bank (NHB). Currently the charge is with S Sridhar, who was appointed

For the last couple of decades, IAS/IFS/IPS are joining the post of PS to
Ministers, which has nothing to do with art of administration. What a degradation
of these services. Pt Ram Kanwar Doubts about qualities of Cadre
officers be rebutted The discussion about the leadership qualities of
IPS officers is taking an interesting turn. The doubts raised today about the
qualities of the Cadre officers need to be rebutted in strongest terms. The fact
that the cadre officers of BSF, CRPF and other CPMF lead from the front will be
clear from the ratio of officers to men killed in the list that is read out every
20th Oct. This would also be clear from the numbers of Gallantry medals that the
young officers of these forces have won in line of duty. The officers of BSF ITBP
and SSB stay at the far flung BOPs and FDLs along with Jawans in the same very
bunkers. So the comments by some IPS officer today are totally unfair. Why does
he indulge in insinuations? Why doesn't he pick up the reports of the IIM Kolkata
and IIM Indore commissioned by his own brethren and visit the BOPs/FDLs himself?
I had as a cadre officer of one of the CPMF thought that inspite of all their
faults, the IPS were atleast gracious lots. I am sorry I have been disappointed.
Ambuj IPS - sixth most corrupt I fully agree with the views of
the very concerned India. The IPS fraternity is rated the 6th most corrupt community
in the country. The recent events have confirmed that they not only have no leadership
qualities but they also do not have the sincerity of purpose and dedication to
the cause for which they have been recruited. How can it be that we have totally
liberated zones like Lalgarh in the country where the rule of law cant prevail
because the Police is not even allowed to set foot in these parts. They may keep
blaming the politician but what about their own responsibility in ensuring that
their constables perform their duties sincerely. What about the instructions that
they have to tour their entire district atleast once in a week? If this had been
happening, we wouldn't have a situation like Lalgarh or Jharkhand or Chhattisgarh.
It is the IPS bosses that try to scratch the backs of politicians for their personal
gains and then put a blame on them. Tell me who are the officers working
on ground? 2 yrs probation training and the officer is ready to go on deputation
to a central organization, spend 4 years and one or two years of extension and
come back to state for two- three years for a stint as SP to earn his millions
and get promoted to go back again to a central organisation as DIG to boss over
those hapless officers whose mouths are sealed because of stringent acts and rules.
The basic policing which they are supposed to do is hardly ever done by them.
They are thus neither good leaders in Police work nor even in the central organisations
where they have no basic ground level knowledge. I had earlier read a comment
I think on the columns of this portal only which stated that the only imprint
these IPS bosses leave on these organisations is the change of the colour and
pattern of tie and the Scarf. It is high time that the Government analysed
the cost/ benefit ratio of having the imperial system of imposing Police officers
from top. That suited the English people. It does not suit the Indians ruled over
by fellow Indians Dharm Empower IPS to get the best Your concern
is really evident but seems to be projected in a vacuum bereft of complete appreciation
of surrounding realities. No doubt, IPS officers leave so much to be desired but
please understand that to expect our police to function like the Scotland Yard
or the Mossad, you need to empower it sufficiently. Do not forget that the police
is invariably the target of the public's ire against apathetic and corrupt district
administrations.All insurgency in India has been stamped out only by the police,be
it Punjab ,be it AP.No specialists either from the babudom or the Army have been
able to do that.See the fate of Kashmir and North-East where 'others'are at the
forefront. A more concerned Citizen Officers of Civil Services
lack basic experience I am inclined to believe that the IPS officers cannot
handle ground situations as effectively as the cadre officers could do. Not only
IPS, all those officers coming from Civil Services lack basic experience and are
exposed when there is an emergency situation. These officers are very good during
normal times but are a total failure when it comes to managing exigencies. They
try to pass on the buck on others. Subordinate services are not happy because
their chances of promotion or raising in their career is blocked at the level
of direct induction from Civil Services. In my view in any cadre or service, direct
induction at Group A level should not be more than 25%. If this is done, it would
give ample opportunity for others to raise in their career. Sharma
IAS officers should work There are so many litigations in the GOI because
IAS officers do not take any decisions and sit on files for long. When its time
to act, instead of taking decisions, they take a safer route and go into litigations.
Therefore moral of the story is that IAS officers should work and get deeper into
issues instead of superficial understanding! Sandeep Congratulations

old girl can be is highly commendable. That is why Obama is exhorting US students
to study hard otherwise Indian boys and girls will grab all jobs. Congratulations
