No challengers for Rahul in this country of 100 crores
- whisper's survey Rahul Gandhi, the face of a new resurgent Congress,
seems to have no challengers as far as present day politics is concerned. He stands
tall among all competitors in his own party and the opposition, according to inputs
received from our surfers on our survey about the best challenger to Rahul Gandhi.
Meanwhile, an overwhelming majority of e-mails support Rahul Gandhi and his policies
to bring about transparency in the organization while some root for projection
of Varun Gandhi, the only other name thrown up. A large number of e-mails received
by us suggest that they are totally in agreement with the idea of Rahul Gandhi
to strengthen the organization, bring about a generational change and give more
weight-age to youth and ordinary people to take up politics as an honest profession.
Most of them suggest that as long as Rahul and his intentions are honest he will
have no problem. They cautioned that he will however have to guard himself from
coterie and sycophancy and keep himself above board. Some

the begining of his first tenure as PM Dr. Manmohan Singh asserted that first
priority of his Government would be to carry out administrative reforms. Nothing
of course happened and the administration continued to be as archaic as ever earning
an ephithet of 'least efficient bureaucracy in Asia'. Now at he beginning of his
second tenure Dr. singh is studiously silent on the subject of administrative
reforms. Perhaps he has realized that the idea of administrative reforms is never
likely to fructify and hence why give the promises which cannot be fulfilled.
Indian bureaucracy is and will continue to be run by 'fixers' and 'those with
right connections'. Tags would remain significant components and performance/efficiency/integrity
as non-considerations. Long live bureaucracy- long live India MB Efficiency
: IPS vs Central Police Officer. I have read various comments about efficiency
and effectiveness of IPS and CPOS officer. First of all I must remind you all
that efficiency and effectiveness of an officer cannot be adjudged merely by the
type of entry through which he or she becomes a government official. Please see
the situation in Lalgarh ,our so called visionary and efficient IPS officers have
failed badly .They are still in the state of intoxicated ego, that they are efficient
and effective. They have made us all ashamed in the world arena, a country of
100 crore people do not have basic policing to prevent such turmoil situation.
In another situation, a single dacoit in UP engaged 500 policemen including "The
Dynamic Leaders IPS" for nearly 52 hours and killed 4 policemen. I think
they do not posses the basic morale courage to accept their failure. For the last
60 years, these people have pushed the country into deep troubles, whether it
is Punjab ,J&K or NE. These people have minted money, enjoyed all government
privileges but did nothing on ground. They always demand for police reforms but
they are the only who stops govt. to do so. Now see the CPOS officers, these people
are silent reapers ,they have lead from the front and by example. Their contribution
can be seen from the nos. of supreme sacrifices (deaths) made by them in Punjab,
J&K, NE and in other states. A single officer and 75 odd men of bsf repulsed
bravely an attack of 400 to 500 Maoist and killed 10 out of them during election
in bihar,but these poor soldiers remained unsung as ever. Now time has come when
they should (IPS) be asked to prove their worth Raj What a cadre management!? For
your information Uttarakhand is the only state where officers upto 1980 batch
only has been promoted to Principal Secretary rank. Batches 1981 onwards are still
serving as secretaries. An IAS officer Undue weightage to
seniority In I.T. Department undue weightage is already given to seniority.
Postings should be decided on the basis of performance and not seniority alone.
If two officers are of the same rank, seniority should never be the sole criterion
for postings, as is being done in I.T. department. Sridhar Here,

India is different. While it is to serve the nation for rest of the world; it
is to serve the family in India. Secondly merit is not the only criterion for
selections to govt services. Caste certificate is the main factor not only in
selection but for future promotions. As casteism is in Indian constitution here
citizens are discriminated legally by caste. There is no other civilisation in
the world who does this by law. It is worse than racial discriminations. R
Das Things are different in govt "The India Today group
being headed by Arun Poorie is going review situation of fiscal health vis a vis
the global recession in the Economy. Then it will decide what should be its next
course of action regarding staff & their benefits .The Air India is reviewing
the staffing and their benefits .Similarly the entire private sector is reviewing
their staffing and benefits given to them in light of economic crisis and relieve
the common man from economic situation . But in Government of India ,it seems
one organization/group wants to get more parity and more financial benefits than
the other oganization /group .Is it not high time for GOI to closely look into
its expenditure and rationalise, even to cut down some of the benefits given to
their employees in the line what is being done in the non- government sectors
?The Government should take some responsibility in cutting down their expenditure
even if it is required to take back some of the benefits given to their employees,
instead of passing the entire burden arising out of the economic crisis ,to the
non-government sector to bear it . A Visitor Yes, the government
is increasingly being run from outside I fully endorse the views that
the government is increasingly run from outside much as was done during Indira
Gandhi's time when her kitchen cabinet was taking decisions. The difference here
is that decisions are taken by the Party President and her son based on advice
of some advisors and these decisions are then dutifully implemented by Govt. Your
site also had mentioned in whsipers dated 18th inst. that major govt. decisions
were kept hanging pending arrival of the son of the Congress President. Even if
not completely true, it shows the strong perception amongst those who know what
is going on. It is sad that none of the Ministers or senior bureaucrats are
raising their protests against such blatant practices. I khan All
kudos to PM and FM The PM and FM have to be commended for not being pressurised
into sale or privatization of Air India our national pride. It has become common
knowledge and the Air India Unions have also hinted that the downfall of AI in
the last five years was deliberate so that it could be eventually sold off cheaply.
It is also time that questions are asked by the people about how airport contractors
have been allowed to collect development charges which the passengers have to
pay up. When they filled the tenders, they did it with open eyes and any increases
in costs or reduction in their profits cannot be reimbursed by Govt. or the travelling
public. Similarly, it is understood that MIAL, joint venture between GVK and
Airports authority for development of Mumbai is planning to sell 200 acres of
land meant for airport development and realize more than 10,000 crores. How can
they sell land like this? If it is in excess, it must be surrendered by them. R
