While it is interesting to read Whispers, it is more interesting to read comments by various readers on politics, bureaucracy, civil services etc. It would be interesting to know whether these comments do bring about any change in the attitude of bureaucrats, politicians or the corporate people. While some of the readers express themselves so passionately and with lot of concern and heart burnings, it is doubtful whether these remarks or observations are ever taken notice by the bureaucrats who read whispers. Politicians hardly read anything and they act mainly out of self interest. Hope whisper will bring about some change in the corridors of power.

Transfer of CITs after budget session
As the grapevine has transfers of Commissioners of Income Tax (CITs) will be affected after the budget session of the Lok Sabha on July 10. The list has been delayed as the finance ministry officials are busy with the finalization of the general budget for 2009-10.

Training of 1992 batch IAS officers suspended midway
Training of as many as 95 IAS officers of 1992 batch has been suspended midway. Having already undergone four weeks training at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Dehradun, they were to leave for two weeks training to Seoul, North Korea, on Tuesday but the DoP abandoned their trip abruptly.

As the grapevine has it, Chairman and Managing Director (CMD) of Allahabad Bank K.R Kamat is leading the race to be the new CMD of Punjab National Bank (PNB). The post of CMD PNB fell vacant following the appointment of Mr Chakravorty as Deputy Governor RBI. R.P. Singh CMD Punjab and Sindh Bank and Subodh Kumar Goel CMD, UCO Bank are also in the race for the post.

If K.R. Kamat CMD Allahabad Bank moves to PNB in the same capacity then J.P. Dua Executive Director of Allahabad Bank may step into his shoes as CMD of Allahabad Bank.

LIC launches Jeevan Saathi Plus for couples (UPDATED)
Life Insurance Corporation of India (LIC), the largest insurer in India, has launched Jeevan Saathi Plus, a new policy wherein the couple can take the insurance cover on their lives under a single policy. Jeevan Saathi Plus policy is the first of its kind in the industry and is based on ULIP platform and offers the insured the benefits of market-linked return. The proposer under the plan shall be called Principal Life Assured (P.L.A.) and the other life (wife/husband) shall be called Spouse Life Assured (S.L.A.). P.L.A. may pay premiums regularly at yearly, half-yearly, quarterly or monthly (ECS) intervals over the term of the policy. The minimum annualized premium (other than monthly through ECS) will be Rs.10,000/- increasing thereafter in multiples of Rs.1,000/-. The minimum monthly (ECS) premium will be Rs. 1000/- increasing thereafter in multiples of Rs. 250/. Alternatively, a Single premium can be paid subject to a minimum of Rs. 40,000/- The
P.L.A. can choose the level of cover (Sum Assured) for both lives within the limits, which will depend on whether the policy is a Single premium or Regular premium contract, age and the amount of premium agreed to pay.

Misuse of official journeys

I have observed that most of the tours taken by the senior officers are manipulated/ bogus and just to meet their private requirements. For these tours the tickets are purchased from Govt. funds which is actually tax payers money, which these officers loot. Against these tour tickets some of the officers are still getting free tickets for their family members. It is against one of the orders issued in September, 2008, in this regard. Will the PM/FM/Minister for Civil Aviation/Chairman, CVC, CMD Air India/Indian Airlines ensure that this misuse is stopped ?

A spark neglected burns the house : its high time to awake
It's good to see awakening among cadre officer however Dharamveer commission and other commission constituted including state commission has recommended very little for CPOs. You will surprise to know in most of the cases even challan was not filed and conviction rate (cases investigated by IPS) is less than one percent which clearly speaks their professional acumen. In fact, Police machinery is being un by middle level police officers only. You will hardly fine casualty of any IPS officer in militant action. They all are paper tiger and their recommendations are invariably given keeping into consideration of their own interest. Till 1965 there use to be only one IG in the state as there was no post above IG, now in a small state you will find atleast ten DG and 40 to 50 IG. All the commission/reforms have been design keeping into the interest of them and nation interest always comes second. I appreciate your concern but till the county is being governed by Indian Civil Services Officers, I don't see any future, it will be in the interest of the country that IPS, IAS, IFS services should be repealed.

A welcome decision
Grant of stagnation promotion is a welcome decision, if it comes. But why everything for organised group A Services only. No one thinks of Central Secretariat Service, one of the oldest imperial service and backbone of secretariat. The members of this service are stagnating for period more than thrice or twice the prescribed eligibility period from promotion to next grade. Take for example, the case of Deputy Secretaries who have put in more than 9 or 10 year service in the grade and more than 20 year service in Senior Time Scale (STS) are stagnating without any promotion to Director (Sr. Selection Grade )whereas in other group A service members with 20 year service starting from JTS (Junior Time Scale ) have got SAG(Joint Secretary Scale long back. The Cadre Review Report of CSS is gathering dust in Lok Nayak Bhawan despite the fact that the Committee was set up on the direction of the Prime Minister to remove stagnation in the service.Is there any one in DOPT to bother about the Cadre Review Committee report and acute stagnation in the service.

CITs throwing the two year rule to winds
IRS posting policy is that once a CIT is posted, he will have a tenure of two years and will not be disturbed on grounds of seniority. Still, in August 2008, senior CITs managed to get reshuffling done even in Appeal Charges on ground of seniority, throwing the two year rule to winds. Will CBDT look into performance of such senior CITs by the year end?

A sigh of relief
Customs Service has heaved a huge sigh of relief because the Customs transfer policy has been given a humane face by the Finance Minister & MOS Revenue. The removal of clauses in policy relating to 22 years cap in Mumbai-Delhi and the inclusion of GOI deputation in Delhi stay, has brought great cheer among the officers especially lady officers. It is reliably learnt that the same clauses are being modified for the Income Tax transfer policy also as these are sister services.
