The telecom tycoon has no choice than to placate Raja . Its an open secret that both of them do not see eye to
eye. When approached by a lady claiming to have full control over Raja, the telecom then had no choice than to accept the offer from the lobbyist and a head honcho of a PR firm which has India's two largest
business houses under her belt. Both business houses have direct clash of interests with that telecom player's interests in telecom,insurance and retail ventures. Such is the power of regional parties that the Congress blessed telecom player has no option but to bank upon the
same lady who went whole hog to oust Ms.Sonia Gandhi and bring "Bahan Maya" at the centre of power. The request for a personal appointment at Raja's mahal has already been placed on pretext of inviting him for wedding at that telecom player's son. While temptress pied piper to
powerful allies in UPA , telecom player is keeping his fingers crossed as his future depends on whether "Raja ki ayegi barat"?
Flexible Training is broken
On account of poor response, DoPT is seriously considering abrogating Flexible Training Scheme for IAS officers which was launched in 1999. the scheme allowed IAS officers of more than 10 years of service to choose a training course from IIMs every year. Other government services, PSU's or the private sector do not have a comparable scheme because IIM courses are expensive. The scheme being optional had few takers from the IAS. Feedback to DoPT: IAS officers with more than 10 years of service already know everything. There is nothing more to learn - except perhaps better politicking and earning more money; so why waste time in IIM?

Social Justice in Retirement Age
All persons should be allowed to complete 40 years of government service. They may be given a time up to 65 years of age to complete 40 years of service i.e. Retirement on completing 40 years of service or 65 years of age whichever is earlier.
This shall help as under:
1. This shall help disadvantaged section of society, as they are able to come in mainstream later than privileged groups. It shall reduce their disadvantage.
2. It shall promote higher education in government service. Higher education takes more time and thus puts them in disadvantageous position under the current system of uniform retirement age.
3. Age of certain people is wrongly mentioned at the time of joining.
Unfair advantage in such cases shall reduce. Honesty shall be at premium.
4. At present also people joining at the age of 20 years or less (with low qualifications) get 40 or more years of service.. Disadvantage to better qualified people under the current system shall reduce.

International exposure to civil servants
I support the need for greater exposure to the civil servants in the UN system. It not only provides them with an opportunity to share their experience ( and in turn earn goodwill for India) . it also makes them more confident and plural in their approach. It is a serious loss to government if these officers quit and go, even if they are less than a dozen every yr. Lets hope the Prime Minister ( who has this exposure) issues necessary directions.

Unlimited power the civil servants
One Year extension to the Cabinet Secretary simply reflects the unlimited power the civil servants enjoy in the Governance structure. The argument given is to ensure continuity. The same argument can be given for giving extension to anyone any time in the Indian Bureaucracy. Given the fact that majority of the ministers of the previous Govt. and, of course, the PM have been repeated, how did the PM accept such an extension! This simply reflects the lack of maturity of our political system which can not say no to the IAS top brass.

Congratulations to the High profile minister Kamalnath. With the new portfolio it is to be seen whether he amends the mess created by his predecessor. NHAI, the second name of corruption is required to be cleaned up of all irregularities and the CVC instead of being a silent spectator should be more active to make Indian roads world standard. Will Kamal make a difference ?Time will tell!
