G K Pillai is new Home Secretary
G K Pillai has been appointed new Home Secretary in the Government of India. He is 1972 batch IAS officer of Kerala cadre. . Pillai will take over as officer on special duty in the home ministry from June 11 before taking over as home secretary on June 30.
Rahul Khullar appointed Secretary Commerce
Disinvestment Secretary Rahul Khullar has been appointed as Commerce Secretary. He will replace G.K. Pillai, who has been made the Home Secretary. He is 1975 batch IAS officer of UT cadre.

New grading in ACR for All India Services officers
The Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training (DoPT) has directed all the States and Chief Secretaries to ensure that they now switch to new gradation system for All India Services officers. As per the directives with the implementation of the All India Services (Performance Appraisal Report) Rules, 2007, the conventional gradings awarded to the members of the All India Services in the old All India Services (Confidential Roll) Rules, 1970 has been changed to numerical gradings in a scale of 1 to 10, where 1 refers to the lowest grade and 10 to the highest. The changes will be effective from the current year and highest grading of 10 should be restricted among 20 per cent of the total staff.

Three other Members Mssrs Dr Abhijit Sen, B. A few days back your site had carried an item regarding the one-year extension given to the present Cabinet Secetary and had praised him sky-high. Is this praise justified? This disturbing trend (the earlier Cabinet Secretary had also been given a one-year extension) highlights three facts about the Indian polity and its senior-most executives. One, it shows the Prime Minister's mysterious inability to find a worthy candidate from out of the other top civil servants who man equally important posts. If they are not good enough, then they should not have been promoted as Home Secretary/Defence Secretary/Commerce Secretary/Finance Secretary etc. in the first place. And if those appointments were based solely on merit then there should not have been any difficulty in appointing one of the senior-most Scretaries as the Cabinet Secretary. Two, it shows very clearly that all senior level appointments in "Incredible India" are patronage based and all selection processes - empanelment procedures, selection committees, search committees - are mere politically correct posturings. While India's "election" is a marvel, its "selection" is a disgrace. Three, it shows the brazen shamelessness of the top-most civil servant of India, even after enjoying an extended tenure of two years. This shamelessness is percolated down the line with senior bureaucracy taking a cue from its leader. Can the country and society expect fair conduct from such functionaries? Is it any surprise that our civil service has been rated the worst in Asia?

Why the Government is the largest litigant in the Courts?
Yesterday Veerappa Moily, Hon'ble Minister of Law in the newly formed Central Govt. spoke his experience as a lawyer and the grievances he had heard from the Govt. employees:-
"We have to take steps and drastically reduce Government litigation. Even when there is no need to approach a higher court, appeals are filed. Some one has to be made accountable for taking a decision to file needless appeals", Moily said, adding, "as Govt. we should be doing justice and not leave to the courts. Judiciary alone cannot be blamed for the monster of pendency. One of his first priorities was to rid the Govt. of the largest litigant tag".
I have retired from Department of Telecommunications after serving for 40 long years. I have gone to courts 7 times and I have won all the times. I have not gone to Courts on my own volition but every time I have been forced to go to Court because of the personal prejudices of the officers, cadre bias (especially the ITS Group "A" officers), vested interests, lack of knowledge of Rules and its interpretation (as per convenience please) and to fulfill the ego of officers who thought "How dare I speak against them?" After clearing the House building advance along with interest, for having taken "No dues certificate", selling the house with permission, I spend 7 long years to get a letter that the building Insurance receipts are missing for two months give copies of those or face penalty. When I explained them that 7 years have gone and you only gave a No dues certificate, no one listens and penal interest is recovered from my pay. I bring a stay order from the court but deductions continue and I am forced to go for contempt, ultimately I win the case and nothing happens to the officers who take decisions to contest the case.
Very recently when I won the case for my promotion from a retrospective date to HAG scale, when the Dept. refused to implement, I wrote to the Secretary, "get an undertaking from those biased (cadre bias and personal prejudices) officers who recommend appealing in the High Court that they will be accountable and pay the legal expenditure from their pocket if the court dismisses the Writ Petition". High Court did dismiss the Petition. Who is Accountable? They went for review Petition. Dismissed again! They have filed a SLP in the Hon'ble Supreme Court. Mr. Moily is right! The Govt. is the biggest litigant as no one is accountable. Please get an investigation done in Department of Telecom as to how many appeals they have won and punish those at the level of Director/J.S for having last the appeals and recover the cost of litigation from these officers, you can remove the tag of big litigant.
Dear Hon'ble Minister of Law, please begin somewhere, say from my letter to Secretary and recover the cost from the Director and the DDG (Personnel) who recommended appeals in High Court and lost it?
