New grading in ACR for All India Services officers
The Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training (DoPT) has directed all the States and Chief Secretaries to ensure that they now switch to new gradation system for All India Services officers. As per the directives with the implementation of the All India Services (Performance Appraisal Report) Rules, 2007, the conventional gradings awarded to the members of the All India Services in the old All India Services (Confidential Roll) Rules, 1970 has been changed to numerical gradings in a scale of 1 to 10, where 1 refers to the lowest grade and 10 to the highest. The changes will be effective from the current year and highest grading of 10 should be restricted among 20 per cent of the total staff.
Travel entitlement for purpose of LTC restored
Travel entitlement for the government officers and/or their families for the purpose of LTC has been restored. They may now choose to travel on LTC by any airline provided the fare does not exceed the fares offered by NACIL (Air India) under their new LTC scheme for business class. Till recently, they were entitled to travel only on the cheapest economy fare ticket irrespective of their entitlements on tour.

ICS officer is no more
Arvind Shankar Bam, the last ICS officer to join the Bombay/Maharashtra cadre passed away recently at the age of 91. He was of the 1941 batch. He was an engineering graduate of the University of London. The only other Indian ICS officer of the 1941 batch in Bombay, Jamshedji G. Kharas, opted to serve in Pakistan, leaving Mr. A. S. Bam as the last ICS officer in the Bombay cadre.
In his youth A. S Bam had been seconded to serve in Bengal during the famine as a Civil Supplies Officer. After 1952 he served in the Central Government in Calcutta till 1965 as Deputy Secretary in the Ministry of Rehabilitation Branch Secretariat, as Iron and Steel Controller and as Chairman of the Tea Board.
In 1965 he became Chairman of Indian Airlines Corporation in New Delhi. In 1967 he went on deputation to the United Nations Development Program as Resident Representative and retired from the New York office in 1978. He resettled in India after that and lived in Kurseong and Delhi and for many years was a Director of Tata Tea Limited.
With his death the only remaining ICS officer of the Bombay/Maharashtra cadre still alive in India is a Scotsman Mr. John Bowman, now aged 92, who is of the 1938 batch and lives in Bombay. Mr. Bowman continued in Bombay after independence and prematurely quit the ICS in 1962 while in post as Secretary to the Government of Maharastra in the Buildings and Communications department. He then was the Executive Vice President of the Bombay Chamber of Commerce and Industry for several years and Chairman of the Breach Candy Nursing Home Trust.

An Open letter from an IPS officer ( Last part)

I dont consider myself competent enough to advise. I am however giving some suggestions which come from different walk of life.
1. Please separate intelligence gathering, investigation and general policing.
2. Remove cadre system for police. May be people can be recruited at different levels but they must be part of one joint police
force. As it is with Army or different CPOs. If you continue with cadre in local policing you are only killing the official talent at lower level. Right now the local police personnel do not have faith on these cadres because they just are after personal aggrandizement. The pay commissions are an example. The IPS fought only for themselves rather than police force as a whole. Everyone knows that in pay commission army/navy/air force were asking for their dues as one entity whereas for lower police hierarchy and also CPOs commanded by these IPS, no body was bothered. Please see the police force any where in the world other than colonial states like us. The Police chief joins as a constable and rises through ranks with dint of hard work and his own exceptional ability. The removal of this class of exam wonders is essential otherwise we are doomed.
3. State Police should concentrate on policing at state level only. For Central Police people should not be brought on deputation. Otherwise you are weakening state police on one hand and creating conflict at the other in the CPOs at central level. All the forces have their specialization and work culture. The deputationists only distort the whole functioning and culture of these organizations. De-motivation and demoralized force is only by-product of this kind of deputation policy.
4. If there is a feeling that deputation provides fresh thinking, then it is not correct. All of them (Deputationist) come from same rut and they are only escaping from their respective states or organisation because of their own personal problems. None of them comes to these organization for positive developments. Even If then too the government feels they should be allowed to come on deputation, give them option to come and absorb after 2 years in these cadres rather enjoying the best of both the world for ever. Shifting from one organization to different organization is order of present day. Please stop this anarchy.
5. Provide infrastructure support at all level. Providing cars like Honda City to senior officers does not serve any purpose. They are not fighting force. If you want to give, provide Bullet Proof, advanced weapons, modern investigating and fighting technology, proper housing, medical facility and insurance and other support to men on duty.
6. Improve training. Don't allow sloth senior officers to go in training programs abroad. Allow only actual men who will work for these courses. For example check with Maharashtra Police force the person who has done Anti-Terrorist Courses abroad and where they are deployed. It will be an eye opening exercise if you will see the detail. Spend money for actual training. Don't allow inefficient and unwilling persons in training. Don't allow to philosophies the police training. It's a functional requirement not an ideological or philosophical thing which senior officers sermonize.
7. See the background of all top police officers at Central level. Everyone has been on deputation for not less than 10 to 15 years. What they have contributed in actual policing, no one knows. But they are there because of sycophancy and political help.
My submission is long but at least I am happy that I am venting my feelings to an extent. It's for specialized police job, not for a generalist like IPS. Dear Sir, You have the historical chance to set things right with all backing of nation.

IPS Vs BSF

Nobody will help you because as all IAS and IPS babus of secretariat are busy in their own agenda and have no time to even listen your grievances. It is because BSF is lead by civil services officers of Indian Police Service who come on deputation at the rank of Dy Inspector General and above for brief period when atmosphere is their home cadre is not suitable for them and go back when it suits. Here also they are always placed at their place of choice. Although BSF officers are professionals who have vast experience of fighting and leading troops in most difficult conditions yet their voices are not heard, but on other hand take the case of IAS or IPS where they don't have any specialized skills neither they develop one, but by virtue of their one time success in an examination, they develop a right to lead everyone, and they will lead whole police force one day because they are born in Police with Golden Spoon that is IPS. BSF recruits officers directly, but finally led by IPS. 99% of IPS officers have not served with these organizations at ground level but when they come they will come as leader of the force garnering all plum postings and privileges leaving beside the officers of the cadre as second class citizen of the organizations. Frankly BSF cadre has enough opportunity to grow and serve the nation to the fullest but to make some more than equal to others, but IPS has created a mess in these services whose vitality is essential at this juncture of our country.
They come to BSF when after completing their lucrative tenure as SSP of a district they are not able to get a range. BSF for an IPS DIG is a temporary parking place. He waits for the time till the situation in his home state becomes favourable so that he can get back to his cadre. Till that time, he considers BSF officers to be incompetent and corrupt and blames him for the ills of BSF. His immediate aim in BSF is to become IG of a western frontier or IG (Pers). In BSF Where the average tenure of IG training of the force is three months and IG (PERS) is three years.

Social justice in retirement!

Regarding social justice in retirement and 40 years of service, I fully endorse the view that many officers age is wrongly recorded. Govt could easily for example verify the correct DoB of those whose parents were in the govt by verrifying from records of their father regarding details of children. Best would be to give a fixed term of 40 years or even 37 years so that all especially SC/ST/rural background and the poor are equally placed once they manage to join service despite all odds.

Tough job for Mamta

People of West Bengal have experienced CPM rule for the last more than 3 decades. They must be wanting a change. Mamta was able to exploit this sentiment in the Lok Sabha elections. But it will be difficult to sustain the high-pitched tempo for long period of two years when elections to the state assembly will take place. Nobody knows this better than Ms Banerjee herself. It will be for the people to decide whom they want to rule them, but having observed her dramas, she does not seem to be suited for the job. As railway minister there are many challenging tasks before her, than issuing subsdized passes, which she announced the day she took over. How she is different from Lalu Prasad and Paswan? She should travel in ordinary train and see herself what she should do. Besides, working in West Bengal she should also prove to be a good railway minister.
