Railway Ministers were unlucky during elections. Ministers of State Rathwa and Velu lost their safe seats. The then Cabinet Minister Laloo could retain his seat with a narrow margin. To compensate for this, just before leaving, Lalooji passed an order that all ex-Railway Ministers will be entitled to absolutely unlimited number of free passes for any number of journeys till they die. IAS Trainees Cross Bharasu Pass
A group of IAS Trainees from the Lal Bahadur Shastri National Academy of Administration Mussoorie crossed the 19300 Ft high Bharasu Pass connecting Uttarakhand and Himachal Pradesh on 3rd June, 2009. The team of 12
Trainees, including two women was led by Supreet Singh Gulati, an officer trainee of the Punjab Cadre. Crossing the Bharasu pass in June is considered extremely tough due to the early melting glacier exposing the deep crevasses. The team which set off from Mussoorie on May 29 started at Naitwar and crossed the pass after setting up three consecutive base camps after Har ki Dun. Carrying a backpack of 16 Kilos average, the team faced stiff upward 72 degrees climb from second base and withstood harsh weather conditions for four days.
They used roping and ice axe regulated glide-downs during the equally tough decent. The LBSNAA organizes such occasional high altitude expeditions in addition to its regular Himalayan trekking programme conducted every year. Its teams have crossed most of the in-country high altitude passes including Lamkha pass, Bunder poonch and Black peak. Bharasu was attempted after a gap of ten years.
The other members of the team included Dr. B Ashok (Deputy Director), Dr. Mayank Badola (Medical Officer), S.S. Rana (Chief Physical Training Instructor), Gokul Singh (Assistant Physical Instructor) and officer trainees Niraj Kumar Bansod (Chattisgarh), Dr. Karthik (Uttarakhand), Prakash Wadnere (Tamil Nadu), Ramandeep Chaudhary (Bihar),
Ram Singh (Assam), S. Vishwanathan (Assam), Ms. Irene Cynthia (MP), Sandeep Kadam (HP), Rajan Vishal (Manipur), Naval Kishore (Maharashtra) and Ms. B. Chandrakala (UP). ITBP provided logistical support and the Centre for Disaster Management, LBSNAA, Tele-communication. The returning team was given a warm welcome by the faculty and Director Rudhra Gangadharan.

Fused Bulbs?
Some people in forum insist that retired government officials are not fused bulbs. Consider one service, the IAS. (1) The officer is in the habit of bossing over officers of other services from day one as a sub-divisonal officer. They continue to boss over other services more and the more as he goes up - mostly technical and non-technical services of the state governments but also some central services. (2) He has no home base. The way railways is home to a railway officer or the Police is to an IPS officer, an IAS officer flips from one sector to another and has no home. (3) Has no marketable skills. There are brilliant exceptions; some even take premature retirement, but most IAS officers only know 'general administration'. Under the circumstances, at 60, an intelligent, homeless, unskilled, egomaniac is a fused bulb. In anticipation, the light starts going out a few months before that.

Excellent idea of the Government
It is excellent idea to give longer tenure to govt. savants to perform for Ministries/State govts. They have experience and knowledge of years to serve at this hour of crisis world wide. The bureaucrats at sixty are youngmen now days, with medical advancement, better health care and awareness on health. With increase in govt role to correct market position in the recession situation, job opportunities will increase in any case and young men with parents working for longer years would get more opportunities for higher studies. Sixth Pay Commission has given huge financial benefits to retired
Govt. servants. If babus want to work for few more years, government. should encourage them by allowing them to serve upto 65 years. The govt. would in this case get services against spending towards salary and will not allow huge unproductive spending on pensioner benefits. In Parliament, if cut off year of entry is kept as 60, like the babus, what will be the efficiency level? All these issues maybe brought before the Prime Minister and the Finance Minister for issuing the order in Budget Session.

Yes it is true that the government itself is the biggest litigant
The Government officers intentionally drag their staff to go to courts. If the head of the organisation meets and listens to the grievances regarding service matters once in a month from the employees on a common forum alongwith the concerned officers , 99 % of the cases could be solved in the department.
But alas! He will be having no time .He must be busy with his appointments either in framing the tour programmes or must be on deputation abroad. These bosses visit foreign countries every now and then but do not try to imbibe the systems they have evolved in foreign countries to prevent the corrupt practices. These bosses are to be blamed for such litigations that cannot run their establishments properly and the staff working undue their control has to move to the courts.
I must say it is the highest person in the organisation who should be blamed for such litigations arising out of his establishment.
The performance of the said officers should be judged by the number of court cases in his establishment and his further promotion and assignments should be given as per this performance indicator too. DOPT should consider this and the law ministry must act to get this introduced in the performance indicators of the officers
More court cases the poor is the performance and management.

. 50% of the court cases emanate from the establishment and personal section of the department of Telecom pertaining to the service matters of the employees working under the iron fist of ITS Officers managing the personal department in telecom. The irony is that the acts of the such officers is with mind set and not mind application. For them it is all about ability to vitiate the system where procedure and not the outcome is paramount. For them the only religion is beauracratic apartheid against other cadres . Either way This is the result of Poor establishment in telecom department.
