Preliminary estimates of bureaucrats from Karnataka indicate that the Bharatiya Janata Party (BJP) of which national president is Rajnath Singh is likely to get 12 seats from Karnataka in ensuing Lok Sabha polls. The Director of Income Tax(DIT) has decided to postpone the last date for submission from March 9 to March 20, 2009 for submission of best orders/best practices. According to Nilimesh Baruah Director of Income Tax, Organisation and Management Studies, New Delhi selected orders/practices may be sent to DIT (O&MS) by email to ditdoms.km@gmail.com by March 20, 2009 along with a self-contained note on the issue of not more than 500 words and soft copy of the order. Since national committee members would be located at different stations, soft copies of the orders/synopsis are absolutely essential, added Baruah.

IAF gets maiden DG, Operations
Air Marshal DC Kumaria has taken over as the first ever Director General Operations at Air Headquarters (Vayu Bhawan) in New Delhi on March 12,2009.Air Marshal DC Kumaria was commissioned as a fighter pilot in the flying branch of Indian Air Force on July 2, 1973. A graduate of Defence Services Staff College, he is a Qualified Weapon Instructor having undergone the QWI course in the United Kingdom and a Fighter Combat Leader, who also served as a Directing Staff at the Tactics and Air Combat Development Establishment (TACDE). He has held many important Field and Staff appointments in his service career. He has been Assistant Advisor (Air) at Indian High Commission in Dhaka, Bangladesh and has served as a Defence Attaché at Indian Embassy in Rome (Italy) with concurrent accreditation to the Iberian countries. He was especially selected to write the Air Power Doctrine of the Indian Air Force in 1994. He has commanded a frontline Jaguar Squadron specialising in Maritime Strike Role as well as a fighter air base and has had an operational experience of flying all versions of MiG-21 and Jaguar aircraft. He has also functioned as the Principle Director of Concept Studies at Air Headquarters, as Air I at Headquarters Western Air Command and Assistant Chief of Air Staff Operations (Space) at Air Headquarters prior to taking over as the first ever Director General Operations at Air Headquarters.
Air Marshal DC Kumaria was awarded Vayu Sena Medal in 1983 and Vishisht Seva Medal in 1996 and Ati Vishisht Seva Medal in 2007 for distinguished service of high order.

CBEC in bad shape
There are more than 60 vacancies existing today, and if promotion of 15 Commissioners to Chief Take place, vacancies would be more than 75, about 25% of total sanctioned post. Officers of 1986 batch onwards are waiting for their promotion, whereas in other services, officers of 1990 batch have been promoted into SAG. What a sad story in CBEC, no wonder the revenue from Customs and Excise is declining fact over last three years. I think you should spend more time on CBEC and you will get real answers.

CBDT committee for transfer policy revision
This seems to be a motivated exercise with people like Krishna Saini and Harshbardhan, on the committee. Infact, there is no need for any revision now and the CBDT can itself modify if necessary in view of CAT decisions and other inputs in consultation with IRS association.A time has come when we should identify the beneficiaries, the black sheep and the culprits ,who through their machinations have stayed or got postings of their choice by continuous tinkering of the transfer policy. The CBDT think tank should only have people with 8-10 yrs of service, who have years to slog ,and they should work under the guidance of one senior CCIT and Member (p and v)

IRS Transfer Policy. A humane touch needed
The IRS transfer policy is in contravention of the DOPT rules regarding spouse clause. Hope the Committee on review of transfer policy, considers the DOPT guidelines and incorporates them in the IRS policy. Also the DOPT guideline regarding choice of last posting for officers with less than 3 years service must be included in the policy on humanitarian grounds.

Live Order and Inactive Order:
Live orders are those orders which are for the benefit of officers of US/PPPs and above and they are given out of way entitlement. Inactive orders are those orders like the one recommended by clowns of 6th CPC with regard to implementation of 3 ACP which nullifies the benefit of earlier 2 ACPs and is going to create lot of misunderstanding amongst employees of the same grade, i.e one employees getting Grade Pay of Rs.4800/- after two ACP(24 years) and according to new ACP of 6th CPC; the employee of the same grade will be entitled for Grade Pay of Rs.4600/- only and that too after 30 years. This is clearly evident in steno line and thus killing the poor stenographers. Great intellectual decision and an order fit for National Award.

Need for Restructuring the CVC !!!
The candid confession by a Vigilance Commissioner about the reported failure of the Central Vigilance Commission (CVC) in tackling the governmental corruption (HT March 10,2009) is thought provoking, coming as it does from an insider. It is an open secret in the corridors of powers that the CVC created in 1964,has failed in addressing governmental corruption during the last over four decades. Even granting Statutory status to it in 1998 besides raising its strength from one to four, has not made any difference. The concept of "ZERO TOLERANCE" in corruption is a myth! Creating additional posts of Vigilance Commissioners to reward retired civil servants is a reality! The Government of India introduced the annual ritual of celebrating "vigilance awareness week" across the board, all over the country in the fond hope that corruption would vanish by the following day. This turned out to be a sham and sheer waste of public time. Corruption like poverty has increased exponentially, instead. The Government of India needs to tackle the issue of corruption by taking pro-active steps on priority. For instance, the annual ritual of celebrating the "Vigilance Awareness Week" must be stopped forthwith. One does not become honest by taking a pledge year after year. The CVC is, at present, overstuffed with the retired civil servants. This apex anti-corruption body with a bureaucratic mindset, behaves like any other subordinate office of GOI. Worse, the CVC's recommendations are, at present, advisory and not binding on the Disciplinary Authorities. These can be over-turned by the Ministries with the approval of their political masters. The CVC's recommendations must be made binding on the ministries. There is also a need to put the names of all civil servants and PSU executives who have been served with chargesheets, in the public domain of CVC. The list must be regularly updated. This will act as a deterrant. There is also a need for whole-scale re-structuring of the CVC by including retired Judges of High Courts, eminent jurists, senior Media persons, Social Activists besides the civil servants as CVC or VCs, who could together withstand the pressures of politicians and senior bureaucrats. This is without malice towards any civil servants-serving or retired. The need of the hour is the 'Political Will' to effect these radical changes, which unfortunately, is missing today.
