What Bureaucrats think about the formation
of next government at the centre?
The general elections are round the corner and the bureaucrats have
started making their own assessments as to who would rule the country
in the days to come. Whether it will be the Congress, the BJP or the
respective fronts - UPA and NDA - lead by these parties. Will it be
a third Front that will govern the country? We tried to elicit the views
of bureaucrats across the country. They feel

PDP may win 2 seats from Jammu & Kashmir
Preliminary estimates of bureaucrats from Jammu & Kashmir indicate
that the PDP may win two out of six Lok Sabha seats in the state during
ensuing Lok Sabha polls. The PDP may get seats of Anantnag & Baramullah.
One seat each may go to other parties. Break up of seats party wise
is: Jammu-BJP, Udhampur-Congress, and Shrinagar-NC & Leh LUTF.
Will Pawar,power work to have 3rd Front at
the Centre?
Will Indian Agriculture Minister Sharad Pawar who also heads the Nationalist
Congress Party (NCP) be able to become the Prime Minister of India?
Answer to this question is yes if one goes by rumblings that are going
on corridors of power besides the political & corporate sector.
Empanelment process for 1990 batch of IAS begins
The process for empanelment of IAS officers belonging to the 1990 batch
to the rank of Joint Secretary in the Government of India has begun
with compilation of confidential reports (CRs).

Subhash Chandra is likely to succeed Bimal Julka in the Defence Ministry
as Joint Secretary G&Air. He is 1986 batch IAS officer of Karnataka

Orders of over 40 Chief Commissioners of Income Tax / Customs are being

CVC seeks clarification regarding DG, RBI
Chief vigilance commissioner (CVC) is understood to have sought some
clarifications regarding appointment of new Deputy Governor (DG), Reserve
Bank of India (RBI). The slot of DG fell vacant on December 5,2008 following

SC directs that all entries in ACR be made
known to public servant
The Supreme Court of India has directed that all entries (whether poor,
fair, average, good or very good) in the Annual Confidential Report
of a public servant, whether in civil, judicial, police or any other
State service (except the military), must be communicated to him within
a reasonable period so that he can make a representation for its upgradation.
It would provide relief to all those employees, who have missed the
chance for getting promotion and other benefits due to not having timely
information about status of their ACR by concerned authority.
Will Sangliana contest from Bangalore on Congress
ticket ?
Former Police Commissioner Bangalore is likely to contest Lok Sabha
election from Bangalore constituency on a Congress ticket. He is retired
1967 batch IPS officer of Karnataka cadre.
Ms P Sivakami to contest from Kanyakumari seat
Ms. P Sivakami, who had quit IAS and joined the Bahujan Samaj Party
(BSP), will be contesting ensuing Lok Sabha poll from Kanyakumari Lok
Sabha seat. She is Tamil Nadu cadre IAS officer of 1980 batch.
L V Saptarishi to contest from Mayiladurai
seat
L V Saptarishi, a retired IAS officer of the West Bengal who had joined
the Bahujan Samaj Party (BSP), will be contesting ensuing Lok Sabha
poll from Mayiladurai Lok Sabha seat in Tamil Nadu. He is an IAS officer
of the 1969 batch who belongs to the West Bengal cadre.

Phase IV Training of MCT Programme for 1991
& 1992 batch IAS officers
The mandatory 8-week Phase IV Training (2009) of the Mid Career Training
(MCT) Programme for IAS officers will be conducted, jointly by IIM Bangalore
and Maxwell School of Syracuse University, USA, during June 1, 2009
to July 24, 2009 at LBSNAA, Mussoorie. While it is made mandatory for
the IAS officers of 1992 batch, a final opportunity is also being given
to the 1991 batch officers who could not participate in the programme
conducted in the year 2007. As such, the IAS officers of both 1991 &
1992 batches are required to enrol "on-line" for the Phase
IV Training (2009) by March 31, 2009. Besides, the officers of 1993
batch too can enrol for the programme 'online', but their participation
would be subject to availability of slots in the programme.
Applications for JS post in Lok Sabha secretariat

Applications from IPS officers having security related experience have
been sought for the post of Joint Secretary (security) in the Lok Sabha
secretariat proposed to be filled up on deputation basis.

Lieutenant General S.B. Sehajpal has taken over as Director
General Dental Services in the Armed Forces on March 13,2009 . He is
an alumnus of Punjab Government Dental College, Amritsar and Post Graduate
from AFMC, Pune. He was the founder Director of Army College of Dental
Sciences, Secunderabad. He has been Dental Adviser Navy and Director
Naval Institute of Dental Sciences, Mumbai. He has also been Command
Dental Adviser, Central Command and Commandant Command Military Dental
Centre, Lucknow. He is the pioneer in modernization of Dental Services
and has introduced automation of dental centres. As a young officer,
he has been awarded Col AG Rangaraj Challenge Trophy for Best Officer
in MOJC course and Lt Gen KS Master Medal for first position in SDO
course and Advanced Specialist Course. The General Officer has also
been a recipient of Army Commander (WC) Commendation, Army Commander

Confusion regarding pay revision in PSUs
Confusion prevails regarding status of granting 6th pay commission
to staff working Government of India(GOI) run public sector undertakings(PSUs).
One report says the related file is still in the GOI.And the other report
says the file is in the Election Commission of India(ECI).

Vacant Posts of Commissioners
Out of the total 600 POSTS of Commissioners of Customs, Central Excise,
Service Tax and various directorates including DGRI, more than 60 will
go vacant by end of 2009. There is in the meanwhile no effort to fill
them up due to long pending litigation between 2 feeder grade promotee
cadre of appraisers, DR appraisers . CBEC appears incapable of revising
the seniority lists, even when supreme court of India judgements and
extant DOPT guidelines are very clear. The loss of morale will have
a severe impact on the revenue collected. Many officers will also turn
corrupt. We cannot blame them. Officers of 1987 IRS ( C and CE) are
yet to become Commissioners when there batch mates in IAS, IAAS, IRTS
and other services got SAG level 5 years ago.

Infrastructural development in India lags behind
Sadly but true! Infrastructural development in India, specially the
quality road network lags far behind China. China has the traditional
edge due to system they have where labour laws like India don't exist.
Hence no labour strikes. Some portion of the Funds allotted for the
purpose are going in the pockets of Contractors and Engineers which
should have been invested strictly as per the estmates framed and approved
for the purpose . My concern is whether CAG the apex constitutional
body for Auditing of Central and state departments have in their yearly
performance audit thought of developing some mechanism to pin point
the lapse and fix the responsibility and bringing out widely the lapses
noticed in the process of Auditing? My idea of an effective prevention
of such malady is that CAG should enrol few trustworthy technical evaluating
agencies for taking physical sampling of works done & provide cogent
data and result of material analysis made to the CAG so that CAG is
able to use technical analytical data to match and collate with auditing
result which is based on records made available by the respective departments
and organisation. Although this will entail some amount of funds to
be given to the agencies hired for the purpose but will be more than
worth for the sake of elimination of corruption at the execution level
particularly and of huge benefits that will result in terms of rapid
progress with quality construction of Roads, buildings and all other
civil, electrical and mechanical fields generally. This process on the
part of CAG will certainly generate the psychological fear among executing
agencies and surely quality of work start improving and initiating this
process early is the better.

Govt in confusion !
Our government is in great confusion and senior officers are befooling
the country. BSF and Assam rifles are also on the verge of same situation.
There is no cadre or career management for CMPF officers. Assam rifles
is headed by army officers, whereas Assam rifles officers are never
given command. BSF is also being headed by deputationist. These deputationist
officers have miserably failed to protect the rights of BSF officers
and men. Heavy resentment and disgust prevails in BSF. The government
should do something impartial to avoid such incident in India.
