He sought information regarding reasons for the non issuance of the NOC and sanction of funds for attending the conference in Athens and Bucharest. Holding that the RTI Act has been promulgated not only for the purpose of providing information, but also to bring about proper change in the administration so that better methods would be adopted while dealing with the official complaints and problems, the CIC directed the PIO to put up the case before the Principal Secretary to evolve proper methods in processing of such applications.
Comments
This case demonstrates how the RTI Act can be the means to bring out transparency and better functioning of the system.

Comparision between BDR and BSF uncalled for
I fully agree that BSF is not a force like BDR and the comparison made by someone is totally uncalled for. Yes, surely we are fighting for our cause in much dignified and transparent manner. But people who know anything about history of raising various forces must also know that BSF was raised as Armed Force of Union of India way back in 1965. The initial entry of IPS and Army officers in this force was just like starters of any meal. It was also like Reservations provided in Indian Constitution initially for 10 years only. But all this temporary arrangements became permanent and all those starters became actual . Then where is the essence of BSF left. Border guarding is a specialised job just like, or different than Police or Military or even Internal Security service. India must know who all Army or IPS officers do come to BSF? No doubt, mostly thrown out or unwanted lot only. A failed IPS or Army officer enters in BSF and starts selling and implementing those very failed ideas with us. And why should BSF not have an Organised cadre. It is not because of doubt on Calibre of BSF officers but because what will Govt do with so many IPS officers whom it has to give promotions irrespective of their performance. Why don't you generally like or believe a Policeman? Kindly search for an answer within yourself. Do you want to leave the first line of defence of your Motherland in such hands. Dear even Army comes much later as Second Line of Defence, and this is Government's official mandate I am telling. India has to think, analyse, ask questions to themselves, Government, politicians, who fought against Kashmir militancy from 1990 for 15 years before other forces came on horizon to collect booty later. Please do not kill this very reliable, hardworking, quiet and highly versatile force India has got. Also compare name and fame it has earned on UN missions abroad and infamy and humiliation brought by other forces, our beloved, elite Army included. All forces are good, unique in themselves. We respect all. Our request is Just Leave Us At Our Own....thanks and regards to all readers and contributers---For or Against.

BDR and BSF

BDR revolt is being blamed on extremists who can be an excellent scapegoat for anything going wrong. The Economist and other foreign media has reported that the revolt started spontaneously after a meeting in which the top officers (deputationists) refused to concede the demands put forward by junior officers and other ranks. In India, this kind of method of grievance redressal is unimaginable; and yet the grievances of junior officers should not be brushed under the carpet. CPOs are not private chowkidars; they are professional services. Unless the Government is thinking of corporatisation, there is no reason why these competent officers should not be allowed to reach the top positions (ADG, Spl DG or DG) within their organisations.

Deputationist can always exploit the resources
Why there is no organised Group A cadre in these services. Since deputationist do not belong to the cadre, can always exploit the resources. He does'nt care what happens after he leaves the organisation. He is there to extract the maximum at any cost and just leave after 4-5 years. There is no sense of belonging. And precisely this could become the cause of an undesirable incident like what happened in Bangladesh. Exploitation over a longer period of time could lead to anger and revolt. Hope our Government realises this sooner than later.
