The general elections are round the corner and the bureaucrats have
started making their own assessments as to who would rule the country
in the days to come. Whether it will be the Congress, the BJP or the
respective fronts - UPA and NDA - lead by these parties. Will it be
a third Front that will govern the country? We tried to elicit the views
of bureaucrats across the country. They feel

Two remain in race for the post of TRAI Chairman
It is now clear that only two aspirants have remained in the race for
the post of TRAI Chairman. They are Finance Secretary Arun Ramanathan
and former Telecom Secretary DS Mathur. The term of the present incumbent,
Nripendra Misra, is expiring on 21st of this month.

Secretary Sports in the Government of India Sudhir Nath passed away
in New Delhi this morning.1974 batch Madhya Pradesh cadre IAS officer
Nath was 58.His wife Sushma Nath is Secretary Expenditure . His son

Virk creates history
Maharashtra DGP SS Virk has created a history by remaining DGP in two
states. Earlier to Maharashtra, he was police chief (DGP) in Punjab.
Another astounding fact about the Maharashtra cadre IPS officer is that
he is on bail in a case of allegedly having assets disproportionate
to his known sources of income. He was arrested by the Punjab Vigilance
Bureau from New Delhi's Maharsahtra Bhawan under the Prevention of Corruption
Act. He had been suspended twice in his police career.

Resentment brewing among Bank employees
As the grapevine has it, resentment is brewing among 10 lakh
staff members of different public sector banks over the delay in pay
revision. The Indian Banker's association (IBA) has offered a pay hike
of about 13 per cent to bank staff. It is unacceptable to bank staff
whose pay revision has been due since 2007.

AIS officers to get arrears
Ministry of Personnel, Public Grievances and Pensions, Department
of Personnel and Training, has in an office memorandum has said that
the concerned Ministries and Departments may make payment of arrears
on account of revision of pay-scales to All India Services officers
for the period of service rendered by them on central deputation between
Jan 1, 2006 to Aug 31, 2008, even if they have been repatriated to the
concerned State Cadres on any date during this period.

Discrimination against IFS officers
Though there are 100 odd IFS officers who have been empanelled yet
only one has been cleared for Joint Secretary and he is A K Goyal belonging
to Kerala cadre. Why this discrimination against IFS officers when hundreds
of IAS officers are routinely picked up at the drop of a hat.

Why there is reluctance to pick IFS officers for JS and above level.
The issue was raised with 6th Pay commission and we have already suggested
measures to government as only IFS has 20 percent CDR compared to other
two AIS i.e. IAS and IPS without any reasonable justification.

Group 'B' Central Secretariat Service is much better off
Why only the Indian Forest Service, there are only two Joint Secretaries
to the Government of India from the IRS with a cadre strength of 4000.
The Group 'B' Central Secretariat Service which is the last preference
of candidates in the Civil Services Examination is much better off.

What about Public Sector Insurance Co and PSU Banks?
These organisations have been the balancing force , in the race
for privatisation. However over the last few years, these institutions
have been given a raw deal specially Insurance Cos. Also banks other
than RBI and SBI. It is high time the Government takes a favorable view
and give them their due. A classic example is the ceiling of Rs 1200
HRA for insurance employees. What do we expect from these employees
esp those who joined as direct recruits/AAOs. Many of them have had
2 promotions in 20 yrs and don't see any growth potential. The MOF mandarins,
top management (CMDs) seem oblivious to their concerns

Non-gazetted govt employees/Third Front:
This 6th CPC report is heavily loaded in favour of US/PPS level
officers and above and nothing for non-gazetted staff. Even the benefit
of earlier ACP is likely to be taken away pending orders. As the non
gazetted staf have to pay for newspapers/tea/telephone etc.; this is
free for gazetted level officers as official. In the circumstance; it
is better there is no harm if non-gazetted staff vote for the "Third
Front".

Pitiable condition of UDCs in Central Secretariat
I would like to bring the following points for the kind consideration
of Department of Personnel & Training in respect of pitiable condition
of UDCs in Central Secretariat.
(i) The posts of UDCs ( Possessing Graduate Qualifications) should be
immediately upgraded to the post of Assistants in Central Secretariat
so that they would get their due.
(ii) The promotional channel in secretariat should be smooth and fast
for UDCs too.
It is shameful to mention here the work of DOP&T . It couldn't finalise
the seniority list as well as promotion. In these days, 1987 batch of
UDCs are not become regular Assistants. We the employees of Secretariat
has been not given our due on the front of promotion while the officials
of other central government organizations such as CBEC/CBDT/Pay &
Accounts Offices - Tax Assistants(Earlier it was LDCs) promoted as Sr.
Tax Assistant and Jr. Accountant promoted as Sr Accountant within 5
years of services. This type of rule should be applied in Secretariat
too.

6th CPC: ACP:
The benefit of earlier ACP is going to be denied by cleverly suggesting
new 3 ACP which has no relevance for a person as his service will be
going waste because of the clause "hierarchy in the grade pay"
and not the next designation. Earlier 2 ACPs were on the next designation
of the post which the employee was holding. The non-gazetted staff are
the worst sufferers. Will the bureaucrats clarify whether we belong
to which category; i.e. whether "blessed category', protected category
or punished category for deliberating depriving us of this ACP benefit.
