SK Arora who belonged to the Andhra Pradesh cadre had passed away on September 9, 2008 while serving as Secretary in the Indian Ministry of Youth Affairs and Sports. Arora who belonged to 1971 batch had also passed away in Delhi, last year.
Railways vs EC
The Railway Ministry is sending a senior officer to Nirvachan Sadan to inform the Election Commission that some trains may have to be cancelled in view of EC's refusal to allow tenders for wheels and spare parts. While the state governments are unable to transfer even peons without asking the EC, the Railways have transferred 19 DRMs and many other officers last week with no information to EC. The reaction from EC is awaited.

LIC ties up with PNB
Life Insurance Corporation of India, the Country's largest Life Insurer entered into a strategic agreement with Punjab National Bank - the largest nationalized Bank, under referral arrangement. The Agreement for the tie up was signed in the presence of Shri T.S. Vijayan, Chairman of LIC of India and Dr. K.C. Chakrabarty, CMD of Punjab National Bank. This tie up will enable the Bank's customers to have access to the wide range of products of LIC.

LIC of India is a dominant player in the insurance market. LIC's total premium income was Rs. 1,49,706 crores and its total assets stood at Rs. 8,03,820 crores as at 31.3.2008. Today LIC is recognized as the No. 1 Service Brand in the entire insurance industry and with a vast network of 2048 branches is catering to the needs of the country's vast population. LIC so far has tied up with 31 Banks through Corporate Agency model and with 46 Banks through Referral Model which include Private Sector, Public Sector, Regional Rural Banks as well as Co-operative Banks for developing Bancassurance.
With over 37 million satisfied customers and over 4589 offices, under Core Banking Solutions (CBS), which facilitates "any time, any where" banking, Punjab National Bank has continued to retain its leadership position among the nationalized Banks. PNB has achieved significant growth in business which at the end of March 2008 amounted to Rs 2,85,959 crores and its assets are more than Rs 1,99,000 crore. PNB is ranked as the 3rd largest bank in the country (after SBI and ICICI Bank) and during the FY 2007-08, with 43% share of low cost deposits, the bank achieved a net profit of Rs 2,049 crore, maintaining its number ONE position amongst its peers.
The Chairman of LIC of India and CMD of Punjab National Bank have expressed confidence that this tie up will be a significant milestone in the financial services sector of the country.

Sudhir Nath: An Obituary
Sudhir Nath personified modesty, humility and simplicity to the core and he will be remembered as an icon of humanity and truthfulness. He was an overflowing reservoir of care, concern and compassion and struck an instant empathy with everyone he came across. He possessed a large heart that was always sensitive and alive to the feelings of everyone around him irrespective of the social divisions, bureaucratic hierarchy or other artificial barriers and distinctions. Also, he had a rare saintly trait of getting well not only with people from all walks of life but also with the myriad plants and animals in the vicinity, which may or may not belong to him. A learned person of very refined taste, pleasing manners, soft, suave, religious, meticulous and methodical, the void created by his unexpected demise would be difficult to fill. His smilingly pensive and mystic visage leaves an everlasting impression. It conveys a profound message that the mundane travails of existence and profound mysteries of life notwithstanding, one must painstakingly persevere and perform. He will continue to guide and inspire with the simple values he stood for. May the Almighty provide courage to the bereaved family to bear the monumental loss and may his soul rest in peace and perfection.

Sudhir Nath was one of the best officers to have served the
State and the Centre with aplomb. I remember him very well when he was Deputy Secretary way back in late 1980's in the Ministry of Commerce and subsequently served as Joint Secretary to the President of India, followed by Director, Enforcement, Department of Revenue, before moving as Secretary, Sports, Government of India. A down to earth person, loved to by all his contemporaries and juniors. I wish and pray for the noble soul to rest in eternal in peace. God Bless his family in this hour of grief.

The hint given in today's Whispers that the PSU executives should go to 10 Janpath and bow down before the occupant who is just waiting for them to recognize her power, is revealing.
It is really a sad commentary on the deterioration that has taken place in Governance in last few years and your piece is further confirmation of what people have realised - that the government is being run from outside the government. It is also sad that neither the people nor the media are protesting as vociferously as they ought to.
Incidentally, it is hoped that Whispers would avoid becoming a communicator for such hints coming from the powers that be. Let them do their dirty job themselves.

Dearth of addl CITs in the country
There is a dearth of additional CITs in the country. The situation has arisen due to the growth of upside down pyramid in the hierarchical structure after the restructuring of the IRS cadre. The second reason being the best of additional CITs are languishing in non core posts due to false vigilance charges and inordinate delay in completing the Inquiry proceedings. The third reason being a section of safe playing officers at the level of additional CITs opting out of core assignments . IRS cadre can boast a only one such cadre in the national and international bureaucracy to harass its own officers periodically in the name of interests of revenue. A competent lot of IRS at the level of additional CITs are suffering silently the atrocities committed on them.

Group 'B' Central Secretariat Service is much better off
It is logical also. As the revenue matters belong to revenue service and forest matters belong to forest service likewise the secretariat matters belong to secretariat service and this service deserves more posts at JS/AS level.In so far as a person inducted in CSS group B is concerned this is matter of only few marks. IRS people quite often claim that they should be given parity with IAS because they are from same exam and it were only due to few marks they are not IAS!!!!!
Two standards- one when something is being demanded and other when some service has to be derogated. Shame.

You may be aware that nowadays your website frequently contains the information about ACPs of 6th CPC. I request your website to kindly throw some positive information regarding this. But it is true that earlier 2ACPs were a good benefit/relief for stagnated employees (non-gazetted). But the new 3 ACPs in the report and yet to be issued is a totally farce one and is taking away the benefit of earlier 2 ACPs and if an order is issued; this will really create misunderstanding among the employees of the same grade. Your collected latest views from the respective officers concerned of DOPT please be conveyed through your website.

Should non-gazetted staff vote against Congress ?
Now a day one discussion is continued in secretariat that non-gazetted staff should vote against Congress for not taking care of their justified demands . Cadre restructuring of CSS has given us more depression. We did not know who are the responsible person for making CSS Rule 2009. After implementation of this rule an UDC not get promotion in his 25-30 yrs career. He will retired as UDC, it is very shameful for DOP&T. while in other department such as CBEC/CBDT/Pay & Accounts Offices - Tax Assistants(Earlier it was LDCs) promoted as Sr. Tax Assistant and Jr. Accountant promoted as Sr Accountant within 4 years of services and we the UDCs of Secretariat will retired on the same post if this CSS Rule 2009 would get implemented. We think that cadre restructuring of CSS was for removing the stagnation in Secretariat Service especially CSCS and CSS but if this rule implemented it is worst for us. We are the lowest functionary of the Central Secretariat and besides routine noting and submission of cases. We are also locate and collect other files or papers, information, data and material which required by senior officers and also identify and examine the issues involved in the case and record a note. The section consisting of LDC/UDC/Assistant and Section Officer, while putting up a case, are required to see whether all the statements, so far as they are open to check, are correct; point out mistakes, incorrect statements, missing data or information(if any), draw attention to the statutory or customary procedure and point out the relevant law and rules; furnish other relevant data or information available in the Department; state the questions for consideration and bring out clearly the points requiring decision; draw attention to precedents; evaluate relevant data and information; and suggest, where possible, alternative courses of action for consideration. It is for the kind consideration of Secretary DOP&T. Ideal position in Secretariat is that 50% vacancies will be filled from DR Assistants, and 50% for UDCs of Central Secretariat (for Select Quota-25% and Departmental Examination-25%) and it will be implemented from 2010 and previous vacancies should go to select quota (UDCs of Central Secretariat). The Prime Minister (in charge of DOP&T)/Secretary (Personnel) must think about the future of UDCs in Secretariat Service.
