Pay revision for PSU staff a distant reality
Revision of pay for staff deployed in Government of India
(GOI) run Public Sector undertakings (PSUs) seems to be a distant dream,
because related file has now been sent by the GOI to the Election Commission
of India (ECI) for dispensation. Once it was cleared by ECI then the
cabinet is expected to approve the same. It may be stated that Indian
Prime Minister Dr.Man Mohan Singh had Okayed decision regarding granting
of 6th pay commission to staff in PSUs in the afternoon of March 1,
2009.
Changes in MHA in GoI
The portfolio of VIP Security has once again been given to
Ms. Anita Chaudhury Additional Secretary Home. A few weeks back it was
assigned to Raman Shrivastava, after a brief reshuffle in Ministry of
Home Affairs (MHA) in the recent past. Accordingly all files will be
routed through JS(PM), Dharmendra Sharma which were earlier being routed
through JS(IS-II) Lokesh Kumar Jha.

Resentment among PSU employees over confusion on pay revision
Acute resentment is brewing among more than 3.5 lakhs PSU employees
all over the country because of a lack of a clear signal of pay revision.
This pay revision, which was to come after more than 12 years seems
to have been totally bungled by this government. Now instances of more
attrition are coming and discontentment is at its peak.

Government least bothered about PSU employees' demands
Government is least bothered about the genuine demands of PSU employees.
It is planning only to tie their hands and forget about the assurances
made regarding Pay Revision. This is because it will not have much effect
on their Vote Bank as only 15 - 20% of transferable employees of PSU
at the most are having Voter ID Cards. Rest are either not have Voter
ID or have cards issued for previous place of posting.

We should have an Indian PM
I think India should go for an Indian Prime Minister and not a Marathi
or Bihari or Oriya or Dalit or backward or forward one. It is a pity
that we are dividing our country in caste/creed/language topography

Department Pensioners' have been granted notional fixation of pay for
pension from 1.1.96. I wonder to know whether this will also be extended
to CSSS cadre in the near future. If yes, approximately when it is likely.

Sudhir Nath- a great loss
Great loss. An unacceptable truth. He used to start with 'please' and
end with 'thanks' even in official work. Bahut yaad aayenge. During
his tenure in Ministry of Defence as JS(HAL), i have not seen him tense,
angry. Very hard to find a gem like him.

him. I loved him from the days of my coming into contact with him during

Broadly speaking, India has been taken over by the IAS. No other
service is remotely visible in the government. All decisions by the
government are directly or indirectly in favour of the IAS and simply
ignore the existence of other services. Political parties should take
cognizance and give opportunity to other service personnel to raise
in their career. This is a wake up call to India. Politics is not beyond
reach for the IAS, see the number of retired candidates contesting elections

Requisite features for a modified ACP
The modified ACP should have the following features if it is to
help the staff who doesn't have promotional avenue or promotional avenue
is very bleak. The present ACP suggested and approved by the government
will create more frustration than motivation.
1. It should be as recommended by CPC, in 10, 20, 30 years from the
year of joining/exam.
2. It should be according to the post available in the particular organization/Deptt
i.e. person in CSS joining in GP 4200 should get GP 4800 after 10 years
and GP 6600 after 20 years and so on.
3. Person in the GP 4800 should get GP 5400 after 4 years as that is
part of that designation i.e. SO
4. Person getting benefit of ACP should get all the benefit of that
grade/designation which is applicable to those who got through promotion
except nomenclature and signing authority (power). They should get all
facilities i.e. housing, LTC, BCA, FA (in foreign posting), deputation/hardship
allowance etc.
5. At present ACP is counted from date of joining whereas it should
be counted from date of joining or date of promotion where the employee
is stagnating for more that 10 years. This will be beneficial to those
Assistants who have cleared the SOs exam within 10 years of joining
and in their case they should get the ACP from the post of SO once they
complete 10 years from the year of becoming SO. Same is also with LDC
& UDC.

I saw some discussion on CPOs and particularly on BSF. Society comparisons
are bound to happen, let it be Armed Forces, Politicians, Organisations
or Individuals. But whoever has compared BSF with Bangla Desh Rifles
(BDR) must be a person with no understanding of uniformed services in
India. Yes there have been certain examples of Forces going haywire
while trying to get their dues, but certainly that does not seem to
be the case with BSF. It is a highly disciplined and dedicated Force.
Our public can always count on the BSF without any iota of doubt. This
force has shown its worth in 1971 war with Pakistan, militancy in Punjab
and J & K and during Kargil war too. Yes this fact seems to be right
that BSF officers and men have not got their real dues from the Indian
Government and Indian Public. Limelight is stolen by others. Kargil
war is in fact a failure and a blot on Indian army. It was in fact BSF
who could save the Indian territory by not leaving their winter-time
bases. BSF posts provided launching bases to Indian army but the Indian
Government gave unceremonious exit to BSF from that area. During my
interaction with many BSF officers, I tend to accept that their is some
genuine frustration among BSF troops and officers, and the VIth Pay
Commision has not done enough to eliminate that. Hope it doesn't take
a bad shape in times to come. This is not because that the government
does not want to give but who will project their case? IPS or Army officers
at helm of affairs? You know a BSF jawan deployed in same extreme hard
conditions get less rations, less allowances, less facilities than the
Army jawan of same rank and duty. Army put the pressure on government
and got Pay Band-4 for its Lt Col which is equivalent to 2IC rank in
CPOs. Hope there must be someone who does matter in entire scheme of
things, must be listening these silent voices in this great democracy...thanks

Seniority List-reg.
DOPT should update seniority lists of all the Non-(All India Officers)'s
on its website. DOPT may also be doing a great justice in reconsidering
seniority of those persons who had in the past forgone their promotion
for the fact that they didn't want to displaced from their respective
ministry. DOPT may kindly recall that there had been instances wherein
some person were retained in the public interest. But these were persons
who had recommendations of the higher ups. But an employee having no
recommendation had to lose his seniority for about 10 years even on
being debarred for 3 select lists on misguidance of respective departments.
There are cases of recent appointments wherein same cadre is now being
allotted to promoted employees. It is, therefore, to think again that
there is no public interest severed if one chose to remain in the same
cadre. Their misfortune was that the respective cadre did not have vacancy
that time. if remaining in the same cadre on public interest was justified
and allotting the same cadre is also not against public interest, then
how come that people who didn't want to be displaced because of some
personal compulsions were acting against the public interest. Just because
that they were misguided and opted for forgoing the promotion, they
should not be punished in their career upliftment. Because in ministerial
cadre in the ministry and especially to employees of PA/PS/PPS, the
job profile being same there appears no vested interest except that
one is comfortable or the Boss wants to retain a particular person.
The cost being so high as much as losing 10 years of seniority, the
govt. must consider giving them their original seniority considering
the fact that not allowing them promotion did not serve a larger interest
because the same cadre is allotted now also; and that employees had
been retained in public interest also; and moreover when govt. is now
transferring most of the people compulsorily now on promotion makes
the earlier policy of giving option irrelevant as a policy measure,
thereby negating its own policy which has victimised people but for
the option being offered. Hope, the DOPT Secretary, Minister would take
an favourable action.
