Whisper opinion poll: No extensions, retirement age
should be followed The whispers opinion poll about the retirement
age of Secretary level officers in Government of India or having a fixed term
for them has evoked some strong responses from our surfers. Majority of the responses
we received via e-mail have scoffed at the idea of increasing retirement age or
granting extension in service to these officers. The surfers have responded
that instead selection process of Secretaries in the various departments in GoI
should be transparent and fair and based on merit and not solely on seniority
or ACR. It would be better if efficient officers having service period of about
three years are considered so that they have sufficient time in implementing policies
leading to continuity in working. Mediocre performance and inefficiencies
creep up within the system if officers at the fag end of their career are promoted
and they are given a ray of hope by way of extension of service. Retirement age
should be common for all officers and the process of extension should be done
away with. One contributor Lalit Suri says, 'tenure of a Secretary should
be minimum of 5 years. After 5 years appraisal of his contribution be done, if
no proper contribution is made by him, he should be made to suffer by way of substantial

WITH RTI Misuse of the Act In a case before the CIC,
the respondent submitted that they had compiled the information desired by the
appellant and had requested him to send Rs. 20/- for the photocopy charges.
However, there has been no response from the appellant. The respondents stated
that this had happened in several other applications filed by the appellant.
The Commission observed that the appellant, who is an ex-employee of the organisation
and did not carry a very good performance report, is taking recourse to the RTI

There is this rumor that BJP and Congress on regionalism are on the same page,
And on the increasing clout of regional Parties war they want to wage!!! Fact
of the matter is regional Parties are here to stay!!!! And in Dilli now they
have a big say!!!! Yes BJP and Congress can fight elections on their own,
And post election go fishing and then only regional tie ups be known!!! NCP
has already demanded an all India alliance!!! And by talking to Shiv Sena
he's warned of defiance!!! Mulayam says Congress and SP Alliance is pucca!!!

being favored for postings in USA, Europe etc. are subjective and not fair. There
are over a hundred countries where we have diplomats so it cannot be said that
those who are posted in other countries are being ignored. Unless what is said
in the message is substantiated, such grumbling cannot be taken seriously. Those
who enter foreign service know that they may not get a posting of their choice.
In any case, they may be more fortunate than those in Government who work at home.

It is seen that a few officers in the rank of Deputy Directors General, Directors
& Assistant Directors General are in Postal Directorate for long. While most
of the officers serving in New Delhi are being posted out, why those officers
who are not at all potential for the Department have been kept in Delhi for years
together. I therefore request the Secretary, Posts, to call for the list of officers
who are serving in Delhi for more than three years and arrange to shift them to
far off place, so that they could at least be able to realise the pains of others. Dilip

Congress party will now get more time for projecting Rahul Gandhi as the future
Prime Ministerial of India. How shameful? Their eyes are set on general election.
Country's Sovereignty for the Congress is subservient to petty party politics?
Let Rahul Gandhi know his limitations and reign in his ambitions! Holding the
post of Prime Minister is not a child's play!. It is not every man's cup of tea,
either. The candidate for premiership is expected to be not only a Leader of the
masses (not captives) but a Statesman as well! More about UPA government's extravaganza
later. Let us come back to terrorism. Will the trial of "India's Most Wanted"
ever commence in Pakistan? What use is India's policy of "self-restraint"
in this hour of crisis? Besides failing to mobilize world opinion, the present
gutless, toothless and gumless, Congress-led UPA government has failed to take
even a single concrete steps to salvage its dented image and protect its citizens
from future attacks. We are being targeted by Pakistan for over three decades
by its proxy war, more brutally during the UPA's regime of last five years. Getting
accolades for observing "self restraint" is no achievement. Has any
country or the UNO imposed any economic or military sanctions against Pakistan?
Now even USA is contemplating releasing massive aid to Pak for fighting terrorism!
We are disillusioned with OBAMA! If India is not capable of defending its sovereignty
on its own strength, it has no right to expect any outside assistance through
bilateral or multilateral treaties. I had the privilege of discussing the matters
with a couple of Defence Analysts. They were confused at India's muted response
against Pakistan right from Day- One in the light of past experiences. I, sometime
wonder, how would, India's great Leader and Statesman, Mrs. Indira Gandhi, have
reacted, had she been alive today? Surely, not in this laid-back and timid manner!
And, now, as if India's humiliation by Pak was not enough, their naval chief during
a press conference (27-02-09) was audacious enough to assert that Kasab did not
embark on the Kuber (for Mumbai) from the Pakistan's soil! This irresponsible
statement was retracted by him the next day. While this drama goes on, the rudderless
and insensitive UPA government is busy in advertising its shallow five years achievements
by criminally wasting hundreds of crores of rupees out of tax payers' money. I
fully support I Khan's patriotic comments on our website today (28-02-09) that
funds from the Consolidated funds of India cannot be wasted on publishing endless
advertisements in the newspapers, prominently displaying the photographs of Madam
Sonia Gandhi and Rahul Gandhi. I am sure some browsers after reading my observations
on this site will certainly seek relevant information regarding total quantum
of tax payers' money spent on such wasteful expenditure to promote certain politicians,
who are not part of the Executive or the Government of India from the Cabinet
Secretariat by filing an RTI application before agitating the matter in the court
of law. There is a need to fix the responsibilities on all Union Secretaries and
other govt. officers for permitting the misuse of public funds to promote politicians
who are not part of the UPA Govt. Let the C&AG take note of it. The public
is sick of seeing the photographs of unscrupulous politicians in these govt sponsored
ads at the cost public exchequer! Enough is enough! I would urge upon Dr Suresh
Mehrotra Editor-in-Chief to post my views on our website for inviting reactions
of retired Civil Servants, military strategists, security experts etc for a national
debate on this sensitive issue. The public-at-large wants an answer from the UPA
govt for more than one reason. Besides security, it also wants to make up its
