No takers for Census job, govt in a fix
The government is in a fix as there seem to be no takers for the job of Census due to commence in 2010. Director (Census), one from each state, is to be appointed but of the 29 states only one name has been finalized, seven are in the pipeline and 16 states have preferred not to respond with the result that the GoI has vide its letter Feb 12, 2009, said that officials on inter cadre deputation would also be welcome for the all important task. Last census was held in 2001.

Civil Services Day on April 21
Department of Administrative Reforms & Public Grievances is organising "Civil Service Day" on 21st April in Vigyan Bhawan which will be inaugurated by the Vice President of India. The great Indian PM bazaar
Year 2009 holds a lot of political significance for one of the largest democracies in the world India. The year is going to witness general election -- one of the biggest electoral battles which will put to test the toughness and strategies of the politicians. As leaders gather for the showdown, temperatures have been soaring on the political battle front. Like the bullets fired at the border at the time of war, these netas are busy in finding new partners and forge fresh alliances. And in this era of mol bhaav, the leaders of various parties are spelling out their prime ministerial dreams. If the Congress-led UPA has decided to stick to "one person to be decided by the party chief", Opposition BJP has declared L K Advani as their PM-in-waiting. CPM leader Prakash Karat has also been nursing the prime ministerial dream but awaits a green signal from the Left Front, which parted ways with the UPA after the controversial Indo-US civil nuclear agreement. The battle for the prime minister ship became hotter when BSP supremo and UP Chief Minister Mayawati joined the fray. Maya, along with the Left, has been instrumental in the formation of the Third Front in the current election, but with a condition that the Front should choose her as their candidate for the coveted post. She has even employed the dinner diplomacy to seal the deal from her constituents. If this was not enough, NCP chief Sharad Pawar too has played the regional card, saying that the next Prime Minister of India should come from Maharashtra. This is a clear indication towards his intention of becoming the primus inter pares in the political field. LJP chief Ramvilas Paswan and RJD supremo Lalu Prasad Yadav have already made their PM dream public. In the post-election scenario that emerged in 2004 the regional parties, not that strong at that time, had decided to support the nominee of the larger parties like Congress in order to stay in power. But in 2009, the situation has changed. With national parties becoming weaker and regional parties gaining strength, the latter have come in a position to call the shots. They know that it won't be possible for the national parties to form the government on their own. They need the support of smaller parties. So, the leaders of these parties are busy preparing the wishlist shall they come in power. Though the Sensex is fluctuating on a daily basis owing to recession, the Indian political bazaar is becoming hot and strong by weighing its bargaining capacity. The real picture will emerge after May 16 when results will be out. Only then the country may see how many winning candidates are available for the coveted post in the Indian political bazaar. They should also realise that too many cooks always spoil the broth.

Rules do not exist in MEA
Rules in fact don't exist in MEA. A young IFS officer of 1999 batch is still made to suffer by vindictive officials of MEA after he dared to point out a whimsical method of allocation of foreign language adopted for that year which involved selecting one candidate from the top and one candidate from the bottom of the list alternatively. This was in complete negation to the well-established method of criterion of "merit-cum-choice" always followed. This injustice was brought in light by the Times of India and ever since then the young officer has been made to suffer and harassed in various ways. I hope you some day bring out the gruesome story of harassment of a young officer in the MEA by his vindictive seniors.

Will the govt wake up if all PSUs go on strike ?
The PSU salary revision has been so grossly mismanaged, that white collared oil sector officers had to go on strike. But even this has failed to wake up the government. The government may wake up if all PSUs go on simultaneous strike. When the politicians can call Bandh / rasta roko over such silly issues as temples / mosques, why should not the PSU also do it.

Why should the post of Sports secretary be jinxed?
The Government has made health check up of senior officers mandatory. It is not known how seriously this is being handled?? It is also not clear if civil servants are being sensitized to life style concerns. Non Communicable diseases such as Vascular disrorders will be the biggest killers in India after 10 years. There are only 2 risk factors
1. SMOKING
2. OBESITY- leading to high Blood Pressure and Diabetes
Is it so difficult for the government to ensure that their officers are made aware of these risks??
Let us make our officers aware rather than create this unnecessary and unholy attributions of risk!!

It's a great shock indeed
The passing away of Sudhir Nath has come as a great shock. One of the increasingly rare breed of gentlemen of the old school, Nath was the epitome of efficiency, courtesy and affection to all, regardless of class, regardless of service, regardless of rank and regardless of position. A public servant of the highest order. Anyone and everyone could immediately discern the old world charm, courtesy and values so deeply embedded in his personality. It is a monumental loss to the nation and a personal loss to many people, officers senior and junior, public and all those who had the privilege of knowing him in our humble little capacities. We shall retain memories of his goodness and his affection for all of us who knew him, howsoever slightly. God grant the bereaved family solace and the strength to emerge from this irreparable loss. Goodbye Sir.

We, all those who were fortunate to have known him, have lost something un-retrievable. A Gentleman to the core, he would go out of the way to help anyone who may seek his help. Always calm, he was a great human who would talk with utmost respect & concern with anybody, howsoever junior or senior. Would help , without even conveying or mentioning to you. A Person with no failing. Regular in Walk, a good Sportsman, an excellent Nature- Photographer. He had each & every superlative quality, that any human can possess. As Director of Enforcement, he did so much for the organisation, that he will always remain engrained in our minds & souls. Just a humble& respectful Homage to a Saint who left many of his admirers sad & heart-broken. May God bless his Soul.

Is there any news about the movement of DOP&T on CSS Rule, 2009
It is only eye wash to non-gazetted staff of Central Secretariat. It also creates big stagnation for CSCS/CSS in future. I will urge to all CSCS/CSS to fight altogether against this rule(CSS Rule 2009) because it will not help to remove stagnation in Central secretariat. Why DOP&T is not thinking about the future of CSCS? Does a UDC has no right to get promotion in his career? Is Secretary DOP&T aware of the huge stagnation in UDCs in Central Secretariat? What are the so called union leaders of CSCS/CSS doing? Any one give us the answer of these above matter?

ACP is farce
I think that the very concept of ACP to government employees is an eyewash. It has nothing to do with welfare of staff. Instead of ACP time bound promotions should be given. Employees should be promoted after eight or ten years of continuous service on the same post. It is not a question of LDC's, UDC's or Stenographer's. Look at class four staff ie.chaprasis. A person appointed as chaprasi retires as chaprasi. They should also be promoted after a fixed tenure. If vacant posts are not available, they can continue with their earlier assigned work plus some more work given by seniors. Why should staff suffer if vacant posts are not available. Government should be pro employees and not anti employees.
My one more request to readers. Stop raising fingers at other services(read IAS). If someone is better off, we should praise him instead of blaming him for our plight. We all wanted to be IAS. If we couldn't become an IAS, we shouldn't be jealous of them. we must admire good traits of all services.

Who will be responsible for UPA's defeat?
Who will shoulder the blame if UPA does not return to power ? Rahul Gandhi as his magic did not work or Mrs Sonia Gandhi as her vote catching power had diminished or Pranab Mukherjee as his negotiating powers could not keep the folks of UPA togetheror will Mrs Gandhi hold communal and caste forces responsible. But don't the Congressmen realise that the Congress high command had never been so dependant on one centre of power as during last 5 years. Your web site had highlighted this number of times. Ahmed Patel is number 1 to 10 and this will never change. All political decisions big or small are taken by him or atleast seen to be taken by him. Congressmen in hush voices refer to him as Super Prime Minister. Rahul can give suggestions but they are only implemented if Patel okays them. So if Congress returns to power, historians will write the KAMRAJ of 21st century was Patel.

While GOI wants to have the best of the performance from its officials, it is reluctant to perform its own duty. This is the same government who crushed the PSU strike with iron hand. Can any one please tell me now, who is at fault.

Fixed tenure for CJ of HCs
Justice J B Koshy has joined as Chief Justice of the Patna High Court on 16th March 2009. It is learnt that he will be retiring some day in May 2009. GOI should realise that there should be fixed tenure for the Chief Justice of High Court. It should be either two years or three years. Government of India should seriously consider this suggestion.
