What Bureaucrats think about the formation
of next government at the centre?
The general elections are round the corner and the bureaucrats have
started making their own assessments as to who would rule the country
in the days to come. Whether it will be the Congress, the BJP or the
respective fronts - UPA and NDA - lead by these parties. Will it be
a third Front that will govern the country? We tried to elicit the views
of bureaucrats across the country. They feel

What is common between Congress & BJP?
Do you know what is common between the Congress and the Bhartiya Janata

(BJP)? Well, the common factor is that both the national parties are
badly hit by ego clash among senior leaders.
No appointment of TRAI Chief
TRAI Chief Nripendra Mishra is retiring today.Government of India has
not announced any name of his successor. Meanwhile,A.K. Sawhney, a member
of the TRAI has been asked to look after the operations of the telecom
regulator till the government appoints a new chairman.

Ms. Prakrati Shrivastava to be AIG Forests
As the grapevine has it, Ms. Prakrati Shrivastava, Kerala cadre Indian
Forest Service (IFS) officer of 1990 batch, is tipped to be AIG in the
Indian Ministry of Environment & Forests (MoEF).

IRAS (SAG) officer Ms Preeti Jha is going on deputation to
the CAG office as Principal Director for a period of two years.

Post Graduate Programme in Public Policy and
Management
The eighth Post Graduate Programme in Public Policy and Management (PGPPM),
being organized by the Department of Personnel and Training (DoPT),
at the Centre for Public Policy, Indian Institute of Management, Bangalore
is scheduled to commence from June 1, 2009. Applications for the same
would be accepted by the DoPT till April 6.
Minor IPS reshuffle in MP
In a minor reshuffle of IPS officers, Madhya Pradesh government has
shifted two IG rank officers. They are : Ashok Dohre IG State Crime
Record Bureau to IG Selection and AK Shrivastava IG AJAK to IG Planning.
Reimbursement of payable income tax to Tribal AIS officers of North-East
Cadres
Tribal officers belonging to North-East Cadres of the AIl India Services
posted outside the state on Central Deputation will now be granted monetary
incentive. They would be entitled for reimbursement of the equivalent
amount of income tax payable by them while on Central Deputation
Aap Ki Adalat re-launched
Come March 21 and India TV, the television channel, loved and criticised
by the classes and masses alike, would unveil its completely new side
to viewers. Avoiding sensationalism, the channel would now focus on
direct news and people-centric information, says India TVChairman Rajat
Sharma. Rajat Sharma will relaunch Aap Ki Adalat with a power-packed
interview of Sanjay Dutt.

STC presents dividend cheque to Kamal Nath
N.K. Mathur Chairman & Managing Director (CMD) of the State Trading
Corporation of India Ltd. (STC) has presented a dividend cheque of
Rs.13.65 crore to Kamal Nath Indian Minister of Commerce & Industry
in
Delhi on March 20,2009. STC has paid an interim dividend of 25% for
2008-09 on its equity capital to the Government of India.

Asim Gosh CEO Vodafone in India reportedly
quits
One of the key pillars of MNC telecom giant operating in
India, Asim Ghosh has reportedly resigned from the post of CEO Vodafone.
The official news says that he is retiring on March 31, 2009. Ghosh
has been associated with Vodafone Essar ever since the inception of
companies operation in India. Ghosh also holds 5% stake in the company
that was valuated around 500 crores last year. Marten Pieters, who was
earlier the CEO of Celtel International will succeed him.

An outrageous advice by the CVC!!!
The reported advice by the CVC to public sector banks to write off
their "bad debts" with the consent of the CBI (TOI, March
15, 2009) is the most shocking and reprehensible advice in the history
of Public Sector, nay the whole Government of India. Besides encouraging
financial bungling by way of write-off of bad and "seemingly"
irrecoverable loans through the back door, this will result in sweeping
repercussions across the board and open the proverbial Pandora's box
of similar demands from other quarters. The public exchequer and the
rule of law will be the obvious casualties. The CVC's advice is also
bad in law. Moreover, the timing of such an outrageous advice by the
CVC, the Apex watch-dog on governmental corruption, when the country
is on the threshold of General Elections, raises suspicion in the public
mind as to under whose pressure the CVC's advice has been tendered on
such a sensitive matter! How could the banking officers already charge-sheeted
in the said cases of mega corruption involving embezzlement of thousands
of crores of rupees, be let off, just because out-of-courts settlements
have been reached by the bankers with the defaulters! Is this financial
prudence! Ends of Justice would be met if the prosecution of the accused
is taken to its logical end, with the approval of the Court. The CEC
and C&AG are expected to take due notice of this compounded irregularity
as also the Court ! The CBI is mandated to carry out investigations
rather than act on any 'extenuating' circumstance, as perceived by the
bankers!

Clearing the backlog in UDCs grade
UDCs are not promoted on regular basis since 1987 and UDCs upto
1993 batch have been promoted on ad hoc basis. This has left lot of
UDCs not being promoted as Assistants even after putting 22 years of
services or in other words 2/3 of total eligible service in the same
grade. However, your esteemed Department is not at all moved by the
plight of the UDCs. In order to remove the stagnation in the UDCs grade,
2nd Cadre Restructuring Committee has made some vital recommendations
but they are not being implemented. The recommendations of the 2nd Administrative
Reforms Committee too have not been implemented. The Department has
now modified the CSS Rules narrowing the promotion avenue by reducing
the promotee quota from 50% to 25%. This is a death blow to all the
UDCs.
