Enquiries made by whispersinthecorridors.com have revealed that pay revision of Government of India (GOI) run Public Sector Enterprises (PSEs) is going to be a reality.The matter has finally gone for clearance to the Election Commission of India(ECI).Since it is adjunct to the larger order that GOI hads issued last year,its a matter of time. At the most it may be delayed till May 15,2009; it is learnt.

Recommendation for action
Denial of admission to Schools: Multiple appeals were received by the CIC regarding action taken on complaints of denial of admission to private schools in Delhi.
The CIC noted with regret that the information given by the PIO amounts to admitting that no action has been taken by the Education department on the complaints of the non compliance of the Government order by the Schools. Taking a strict view, the CIC directed to endorse a copy of the decision to the Chief Minister with the advice that the Government may consider suitable action against those responsible for this default.
In some of the applications seeking information where no information was provided by the PIO, the CIC issued Show Cause Notice for imposition of penalty.

You are right about Sudhir Nath. He was one of the best and brightest the Service has to offer. He excelled in whatever assignment entrusted to him and fulfilled his responsibilities with courage, dedication and integrity. And above all, he was extremely self-effacing and warm - a rather rare quality in a civil servant. Truly an officer and a genteleman. The LBSNAA should consider instituting an annual award in his memory, for acknowledging the most incorruptible IAS officer of the year.

Shocking, and a tremendous loss, this untimely demise. As Principal Accountant Genera, MP, I had quite some interaction with him. I found him efficiency and courtesy personified, and one of the few officers always willing and keen to promote accountability in Administration and to set a personal example.

Many persons have made moving tributes to an officer Sudhir Nath and described him in glorious terms.
To a common man like me, it gives me great comfort that such officers of honesty and integrity do still exist in this sea of dishonesty, corruption and inefficiency that the present-day bureaucracy is perceived as by the aam admi. I wonder though, if any of his co-workers who admired him and those who read your website have it in them to emulate the example of this morally upright official.

Most bizarre and nonsensical suggestion
The reported advice of the CVC to banks to write off bad loans in consultation with CBI must be absolutely the most bizarre and nonsensical suggestion from the any arm of Government. In the first place, Banks are subject to oversight by the RBI who has already in place its own mechanism and guidelines. CVC does not have any locus standi in the matter and is not competent or qualified to give such advice. It is not even clear whether they have the power to give such advice. It can only exercise a general check and supervision over vigilance and anti-corruption work otherwise its work is largely concerned with inquiry and investigation of already reported matters. There is a very positive trend visible in the election-09 which gives me a lot of hope. With the good number of IAS officers now opting for entry into politics and elections the future for other services looks brighter since the IAS would occupy ministerial positions may be secretarial positions might be left for the second rung of bureaucracy, Amen!

Maharashtra officers still keep their fingers crossed
About a couple of Months ago, this Website had reported that the process of Cadre Review of the Indian Forest Service Cadre of Maharashtra and many other States had been completed. Well, that "breaking news" was but just a hoax. Whereas States like MP and Orissa which were helped and abetted with favourable reviews, Maharashtra officers still keep twiddling their fingers, not knowing whether the heavens would be merciful or fall with a heavy thud to rub their career prospects even harder into the dust and gore of the beleaguered forests of the State!
The fact is that officers, who joined this State under the assumption that it was the best administered one, are shell shocked by the audacious hostility shown to their cadre management. Officers of 1976, 1982 and 1988 batches are still languishing at CCF, CF and DCF level even after completing 33, 27 and 21 years of service!
The State cadre is almost full to the brim with 180 officers recruited as against the cadre strength of 185. With only 112 cadre posts and very poor utilisation of Central Deputation Reserve, a large number of officers are forced to serve on non cadre posts, many of which are lower in status and responsibility to a cadre post. Even the 14 non cadre posts, created for them over a decade ago, are left untouched in the cadre review proposal. When brought to the attention of the Cadre Controlling Authority, it only shrugs its shoulders and accuses officers of being incapable of "satisfying" the State Government without elaborating HOW!
Perhaps, time has come for the Government of India to consider amending Rule 4 (2) of the IFS ( Cadre ) Rules, and add the following proviso:
4. The Central Government may, at an interval of five years or more, re-examine the strength and composition of each such cadre, as and when desired by the State Government concerned, and shall make such alterations therein as the concerned State Government deems fit.

"Provided that it shall be the responsibility of the members of service allotted to the State / Joint Cadre to prepare and submit the proposal for alteration of strength and composition of their cadre to the State Government and to convince the State Government in all respects in this regard."
"Provided further that the State Government concerned may add for a period it deems fit, to a State or Joint Cadre one or more posts carrying duties or responsibilities of a like nature to cadre posts, and the Central Government shall abide by such decision"
It is felt that the above amendment shall go a long way in devolution of powers under the All India Services Act, 1951.
It is hoped that the Cadre Controlling Authority moves with alacrity and carries out the amendment before going ahead with the impending review of the IFS Cadre of Maharashtra so clear its conscience.

I think the PSU officers should hire a leader from Shiv Sena and ask them to take up our issues. They will get an issue for election and whatever they protest no action can be taken by the government. If the PSU officers go by democratic way of protest, it will be termed illegal because in this country you require a police verification to become peon though no such thing is required for politicians. As such, how can you explain these people that we have to educate our children at the enhanced hiked school fees raised by the elected government at Delhi. Let's wake up now.

Selfish politicians vying for PM's chair
With the present selfish politicians each trying to project him as the most suitable candidate for PM chair ,they are realising little that their behaviour is being closely and repeatedly watched by the whole nation on TV channels and will cause them incalculable harm. In contrast, the Congress as the biggest group in UPA is behaving as a cohesive unit with no individual aspirations for PM post and they are avoiding controversies.
